The purpose of the Emergency Tracking Tool (ETT) is to collect information on large and sudden population movements as well as on security and climate emergencies. Information is collected through key informant interviews or direct observation. This dashboard provides information on movements which occurred from 02 to 23 October 2023, in Lac Province. Since the beginning of 2023, several security incidents have occurred in the Lac province, resulting in population displacements.

In October 2023, 1,589 households (6,788 individuals) were affected by displacements, which represents a decrease of 48 per cent compared to September 2023. All (100%) of the displaced persons in October resided in their habitual place of residence prior to displacement. The main reason for their displacement was armed attacks (71%). In addition, the majority (67%) of displaced populations stayed in the same sub-prefecture (see table on page 2). The three priority needs reported by the displaced populations were food (33%), shelter (23%), non-food items (20%), water (20%) and cash (4%).

On November 5th, 2023, 28 Chadian nationals (26 men, 2 women) were collectively expelled from Libya and arrived in the town of Ounianga-Kébiron 7 November 2023. Most of the expelled persons come from Guéra, WadiFira, Ouaddaï and Batha. They reported having spent between one and seven months in Libyan prisons in Benghazi, Djidabya and Kouffra before being expelled.

As such, an assessment was carried out in Ounianga-Kébiron 8 November 2023 by an IOM team in order to register these expelled individuals.

During the same day, they received food, non-food items (mainly blankets and mats), healthcare and transport to their places of origin.

The objective of the Emergency Tracking Tool (ETT) is to collect information on large and sudden population movements as well as on security and climate emergencies. Information is collected through key informant interviews or direct observation. This dashboard presents information on Chadian refugee movements from N'guiguimi sous-prefecture (Niger) to Daboua during the period from August to October 2023.

  • Following an increased number of kidnappings in Djaikimé, Malliyari, Koulbou-Koura, Gaouri and Kimena localities (sous-prefecture of N'guiguimi), 497 households of Chadian refugees (2,565 individuals) left these localities and sought refuge in Daboua Ecole, Djilkori, Tchaounarom, Malkaouri and Taloua sites, situated in the sous-préfecture of Daboua.
  • Following /attacks perpetrated by armed groups in October near the village of Kimena, 20 households (50 individuals), preventively left this village (N'guiguimi sous-préfecture) and took refuge on October 9 th , 2023, in Ngarana 3 site (sous-préfecture of Daboua).

The purpose of the Emergency Tracking Tool (ETT) is to collect information on large and sudden population movements as well as on security and climate emergencies. Information is collected through key informant interviews or direct observation. This dashboard provides information on movements which occurred during the period from 01 to 30 September 2023, in the Lac Province.

During September 2023, several security incidents occurred in the Lac province and beyond (Niger), resulting in population displacements. A total of 3,546 households (12,627 individuals) were affected by displacement, which represents an increase of 43 per cent compared to August. Among the displaced population, 340 households (1,800 individuals) Chadian refugees who were forced to leave the sous-préfecture of N'guiguimi (Niger) for Daboua sous-préfecture. The vast majority (86%) of affected individuals during September were members of local communities before this displacement. The main reason for displacement was armed attacks (82%). The majority (65%) of displaced persons stayed in the same sous-préfectures (see table on page 2). The three essential needs reported by most displaced persons at their places of displacement were food (29%), non-food items (29%), shelter (23%) and water (19%).

The objective of the Emergency Tracking Tool (ETT) is to collect information on large and sudden population movements as well as on security and climate emergencies. Information is collected through key informant interviews or direct observation. This dashboard presents information on a movement which occurred on 13 September 2023 in the town of Ounianga-Kébir, situated in the province of Ennedi Ouest, near the Libyan border.

On September 9th, 2023, a total of 61 Chadian and 1 Nigerian nationals (ten among them are unaccompanied children) were collectively expelled to Libya and arrived in the town of OuniangaKébir on 13 September 2023. Additionally, these individuals reported having spent between 3 months and 3 years in Libyan prison in Koufra before being expelled. It has been noted that, most of the expelled persons come from Abéché, Ati and Amtiman. Therefore, the 62 expelled individuals have not received any assistance and are living in a situation of extreme vulnerability (several of the unaccompanied children are reported ill) and do not have any support to continue their trip towards their communities of origin. As such, they reported urgent needs in food after going several days without eating, medication, as well as transport assistance to their localities of origin.

30 Chadian nationals (all men) were collectively expelled to Libya and arrived in the town of Ounianga-Kébir on 22 august 2023. The vast majority of expelled are originally from Oum-Hadjar and Abéché. Additionally, these individuals reported having spent 1 to 2 years in Libyan prisons in Benghazi and then 3 months in Koufra before being expelled.

 These expelled individuals have not received any assistance apart from the IOM bags (containing clothes) during their expulsion to Chad. In fact, they are living in a dire condition, and do not have any support to continue their trip towards their communities of origin. As such, they reported urgent needs for transport assistance to their localities of origin, food after going several days without eating, as well as non-food items.

The objective of the Emergency Tracking Tool (ETT) is to collect information on large and sudden population movements as well as on security and climate emergencies. This dashboard provides information on movements which occurred on 14, 22, 27 july, 05, 08 and 09 august 2023 in six sites in Lake Province.

Following the kidnappings of individuals in the villages of Kolina and Dla (situated in Liwa sous-préfecture, Fouli department), two movements occurred in Liwa sous-préfecture: firs, 298 households (1,250 individuals) of local communities, preventively left the locality of Kolina to seek refuge in Djigou 2 site (point 1 on the map). Then, a total of  420 households (1,750 individuals) of local communities, preventively left the village of Dla and took refuge on 22 july 2023 in Héra site 

Following armed attacks perpetrated by non-state armed groups on 22 july, 01, 06 and 07 august 2023 in the villages of Tchoukou Tchella, Kirna Tchoulouma (sous-préfecture of Liwa), Djilom and Tambou (sous-préfecture of Kaiga-Kindjiria), several movements occurred:

  • 20 households (85 individuals) of local communities, left the village of Tchoukou Tchella and took refuge on 27 july 2023 in the Koubourom site (situated in the same sous-préfecture
  • 120 households (485 individuals) of IDPs, left the village of Kirna-Tchoulouma (sous-préfecture of Liwa) and sought refuge on 05 august 2023 in the site of Filla (same sous-préfecture
  • 40 households (180 individuals) of local communities, left the locality of Djilom (Kaiga-Kindjiria sous-préfecture) to take refuge on 08 august 2023 in the site of Toukoul 1 (sous-prefecture of Daboua
  • 270 households (800 individuals) of local communities, left the village of Tambou (Kaiga-Kindjiria sous-préfecture) and sought refuge on 08 august 2023 in the Bouta Kadi site, situated in the same sous-préfecture

Le suivi des urgences a pour but de recueillir des informations sur les mouvements importants et soudains de populations, ainsi que sur des urgences sécuritaires et climatiques. Les informations sont collectées par le biais d’entretiens avec des informateurs clés ou par des observations directes. Ce tableau de bord présente des informations sur les mouvements des personnes survenus dans la période du 23 juin au 27 juillet 2023 dans la province du Lac, au Tchad.

Durant, le mois de juillet 2023, outre les déplacements internes dus aux incidents sécuritaires dans le département de Fouli, les autorités locales et étatiques aux frontières ont rapporté un mouvement de 142 ménages (445 individus) de la sous-préfecture de Daboua vers le Niger. En effet, ces individus ont quitté notamment les sites de Keiga, Dabourom, Ngollom et Konguiyo. La raison principale de ce déplacement était la recherche d’assistance et de moyens de subsistance.

Alors qu’une accalmie a été observée dans la province du Lac durant le mois de juin 2023, le mois de juillet a connu une intensification des incidents sécuritaires qui ont causé un grand nombre de déplacements. Durant ces deux mois, 3 805 ménages (13 958 individus) ont été affectés par des déplacements. Il est à souligner que la vaste majorité des déplacements a été observée durant le mois de juillet 2023 avec 3 530 ménages (13 098 individus). La quasi-totalité (86%) des personnes affectées par les déplacements entre juin et juillet 2023 étaient membres des communautés locales avant leur déplacement. Ainsi, la raison de déplacement a principalement été les mouvements préventifs (89%). Durant les deux mois, la grande partie des personnes déplacées (soit 79%) se sont réfugiées dans des localités situées dans les mêmes sous-préfectures que leur lieu de provenance (voir le tableau sur les pages 2 et 3). Après leur déplacement, ces derniers ont généralement rapporté des besoins importants en articles non-alimentaires (33%), nourriture (25%), abris (21%), eau (13%) et santé (8%).

The purpose of the Emergency Tracking Tool (ETT) is to collect information on large and sudden population movements as well as on security and climate emergencies. This dashboard provides information on movements which occurred during the period from 23 june to 27 july 2023, in Lac Province. 

In July 2023, in addition to internal displacements due to security incidents in the Fouli department, local and state border authorities reported the movement of 142 households (445 individuals) from the Daboua sub-prefecture to Niger. These individuals left the Keiga, Dabourom, Ngollom and Konguiyo sites in particular. The main reason for this displacement was the search for assistance and means of subsistence.

While a lull was observed in the Lac province during the month of June 2023, an intensification of security incidents occurred in July, which caused a large number of displacements. During these two months, 3,805 households (13,958 individuals) have been affected by displacement. It should be noted that the vast majority of displacements were observed during July 2023 (3,530 households, 13,098 individuals were displaced). The quasi-totality (86%) of displaced individuals between June and July 2023 were locals before these new displacements. Indeed, the main reason for displacement was preventive movements (89%). During the two months, the majority of displaced individuals (79%) took refuge in localities situated in the same sous-prefectures as their provenance (see table on pages 2 and 3). After their displacement, they reported significant needs in non-food items (33%), food (25%), shelter (21%), water (13%) and health (8%).
