From 15 April 2023, armed clashes erupted between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF). As a result of the military clashes, DTM Sudan estimates that 4,425,083 Individuals (883,098 Households) have been recently internally displaced. The IDP caseload has been observed in 4,403 locations across all of Sudan’s 18 states.

The highest proportions of IDPs have been observed in River Nile (11.60%), South Darfur (11.44%), East Darfur (11.32%), Aj Jazirah (8.29%), Northern (8.19%), and North Darfur (7.50%). Field teams report that the IDPs observed were originally displaced from eight states. The majority (3,007,833 IDPs, 67.97%) have been reportedly displaced from Khartoum state; followed by South Darfur (14.87%), North Darfur (8.19%), Central Darfur (4.03%), West Darfur (3.74%), South Kordofan (0.74%), North Kordofan (0.44%), and Aj Jazirah (0.01%). DTM Sudan also estimates that approximately 2.72% of the IDP caseload are non-Sudanese nationals.

In addition to the internal displacement, the conflict in Sudan has caused the Mixed Cross-Border Movements of 1,208,886 individuals into neighbouring countries namely Egypt, Libya, Chad, Central African Republic, South Sudan and Ethiopia. 66% of arrivals tracked in those countries were Sudanese nationals and 34% estimated foreign nationals and returnees. The majority of arrivals were reported in Chad (40.3%), Egypt (26.7%), and South Sudan (24.2%).

Overview

IOM DTM Sudan is pleased to present its first Monthly Displacement Overview. This publication provides an account of Sudan’s displacement context since 15 April 2023 – outlining population caseloads and movements, as well the present and evolving needs of Sudan’s growing IDP caseload.
 
Rationale

Recognizing the need for more detailed insights into the IDP situation, including the priority needs, access to services, movement intentions, and demographic breakdowns of the affected population, DTM Sudan has undertaken a comprehensive review of our data collection tool. In collaboration with a wide range of internal and external stakeholders, we have developed a new tool to better inform humanitarian response operations, aligning with the DTM global methodology. Leveraging our extensive network of approximately 300 field-based enumerators and a robust system of over 1500 key informants across the country, DTM has gathered data on IDPs across 4,080 locations, in 167 of Sudan’s 189 localities – across all of Sudan’s 18 states. 

Key Findings

  • DTM Sudan estimates that 4,295,092 Individuals (856,578 Households) have been recently internally displaced.
  • IOM DTM also reports that an estimated 1,190,633 mixed cross-border movements have been made into neighbouring countries.
  • During the previous month, field teams have reported heavy clashes between RSF and SAF forces in the capital, as well as the state capitals of South Darfur and North Darfur. Additionally, inter-communal conflicts have been observed across West Darfur.
  • Since 15 April 2023, 45% of the IDP caseload has sought refuge in the Darfur and Kordofan regions, whereas the majority (55%) are observed across the Northern, Eastern, and Central states.
  • Just over two-thirds of the IDP caseload are seeking shelter with the host community.
  • While Food Security remains the highest priority need, Health and Non-Food Items are also growing concerns.

  • DTM Sudan estimates that 4,232,840 Individuals (845,779 Households) have been recently internally displaced.
  • The IDP caseload has been observed in 3,929 locations across all of Sudan’s 18 states. 
  • The highest proportions of IDPs have been observed in River Nile (11.92%), South Darfur (11.53%), East Darfur (11.81%), Northern (8.64%), Sennar (7.59%), and North Darfur (7.69%).
  • Field teams report that the IDPs observed were originally displaced from eight states. The majority (2,875,125 IDPs (67.92%) have been reportedly displaced from Khartoum state; followed by South Darfur (15.11%), North Darfur (8.45%), Central Darfur (3.76%), West Darfur (3.70%), South Kordofan (0.59%), North Kordofan (0.46%), and Aj Jazirah (0.01%).
  • IOM DTM also reports that an estimated 1,180,626 mixed cross-border movements have been made into neighbouring countries.

  • The current assessment has observed the IDP caseload in all of Sudan’s 18 states.
  • The highest proportions of IDPs have been observed in River Nile (14.17%), East Darfur (10.62%), Northern (10.08%), Sennar (7.97%), and White Nile (7.86%).
  • Field teams report that the IDPs observed were originally displaced from eight states. The majority (2,729,777 IDPs, 75.79%) have been reportedly displaced from Khartoum state; followed by North Darfur (7.75%), South Darfur (7.12%), Central Darfur (4.09%), West Darfur (3.40%), South Kordofan (1.37%), North Kordofan (0.47%), Aj Jazirah (0.01%).

  • The current total estimate of recently displaced individuals across Sudan has reached 3,433,025 Individuals (685,657 Households).
  • The current assessment has observed the IDP caseload in all of Sudan’s 18 states. The highest proportions of IDPs have been observed in River Nile (14.59%), Northern (10.55%), Sennar (8.22%), White Nile (8.15%), and North Darfur (8.01%).
  • Field teams report that the IDPs observed were originally displaced from eight states. The majority (2,553,817 IDPs, 74.39%) have been reportedly displaced from Khartoum state; followed by North Darfur (8.10%), South Darfur (7.43%), West Darfur (4.80%), Central Darfur (4.28%), North Kordofan (0.51%), South Kordofan (0.48%), and Aj Jazirah (0.01%). 
  • In addition to the internal displacement, the conflict in Sudan has caused the Mixed Cross-Border Movements of 1,017,449 individuals into neighbouring countries.

  • Field teams report that the IDPs observed were originally displaced from eight states. The majority (71.24%) have been reportedly displaced from Khartoum state; followed by North Darfur (8.54%), South Darfur (7.52%), West Darfur (7.24%), Central Darfur (4.48%), North Kordofan (0.50%), South Kordofan (0.47%), and Aj Jazirah (0.01%).
  • In addition to the internal displacement, the conflict in Sudan has caused the Mixed Cross-Border Movements of 968,451 individuals into neighbouring countries.

Highlights

  • During the previous 108 days, DTM Sudan estimates that 3,020,517 individuals (603,918 households) have been displaced internally as a result of the conflict commencing 15 April 2023.
  • Field teams have observed an additional 334,083 IDPs (65,949 households) since the previous update.
  • The highest proportions of IDPs have been observed in River Nile (15.48%), Northern (11.95%), North Darfur (9.83%), and White Nile (9.01%) states.
  • Field teams report that the IDPs observed were originally displaced from eight states. The majority (71.41%) have been reportedly displaced from Khartoum state; followed by North Darfur (9.32%), South Darfur (7.46%), West Darfur (6.01%), Central Darfur (4.87%), South Kordofan (0.51%), North Kordofan (0.41%), and Aj Jazirah (0.01%).
  • Furthermore, the conflict has led to the mixed-cross border movements of 926,841 individuals.

From 15 April 2023, armed clashes erupted between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) in multiple cities across Sudan, including Khartoum, Al Fasher, Kebkabiya, Merowe, Nyala, Zalingi, Ag Geneina, and El Obeid. DTM Sudan has been receiving reports of widespread displacement across different states in Sudan due to the ongoing security situation. 

  • DTM Sudan estimates that, since 15 April 2023, approximately 2,686,434 individuals (537,969 households) have been displaced internally as a result of the conflict. Notably, the current estimate for displacement in the previous 101 days is greater than that of recorded displacement during the previous four years.
  • Furthermore, an estimated additional 844,574 individuals have crossed into neighbouring countries.

Due to the ongoing nature of the fighting, many areas reportedly remain inaccessible to field teams. DTM estimates of displacement are based on preliminary reports from field teams and should be taken as estimations only. 

The IDP caseload has sought shelter in locations across all of Sudan’s 18 states. IDPs have been originally displaced from eight states, including Khartoum, West Darfur, South Darfur, North Darfur, Central Darfur, North Kordofan, South Kordofan, and Aj Jazirah.

Disclaimer: DTM Sudan notes that military clashes remain continuous in many areas across Sudan in particular in Khartoum and the Darfur region – limiting humanitarian access. Additionally, field teams have reported severe telecommunication and connectivity issues, as well as escalating economic pressures which have impacted the capacity for domestic travel. As such, DTM is currently conducting remote interviews with key informants across its network and is currently unable to engage in the additional verification of these figures. Data on flows into neighbouring countries is based on available information from DTM flow monitoring networks and secondary sources.
