This Multi-Sectorial Location Assessment (MSLA) report, which presents findings from the International Organization for Migration’s (IOM) Displacement Tracking Matrix (DTM) Round 8 assessments, aims to enhance understanding of the extent of internal displacements and the needs of affected populations in conflict-affected districts of Northern Mozambique. Data was collected between 10 January and 15 February 2022 in close coordination with provincial government and Instituto Nacional de Gestão e Redução do Risco de Desastres (INGD) partners, and presents trends from 66 assessed sites hosting internally displaced persons across nine districts in Cabo Delgado, 3 sites in Niassa, and 2 site in Nampula.


In total, 216,413 internally displaced persons (IDPs) (an increase of 1% since the previous round) or 53,819 households were mapped living in sites assessed during this MSLA. Reported fi gures, however, exclude displaced individuals living in host community settings. According to DTM Round 15 Baseline, as of February 2022, an estimated 702,735 IDPs were identified living in both host communities and sites in Cabo Delgado, 76,568 IDPs in Nampula, and 3,552 IDPs in Niassa.

This Multi-Sectorial Location Assessment (MSLA) report, which presents findings from the International Organization for Migration’s (IOM) Displacement Tracking Matrix (DTM) Round 22 assessments, aims to enhance understanding of the extent of internal displacements and the needs of affected populations in natural-disaster affected districts of Central Mozambique. The report covers the period from 28 February to 4 March 2022 and presents trends from 85 assessed sites hosting internally displaced persons (IDPs) across thirteen districts in the Central region (2 in Manica, 6 in Sofala, 5
in Zambezia).


Working in close coordination with Mozambique’s National Institute for Disaster Management and Risk Reduction (INGD), a total of 129,327 internally displaced persons (an increase of 18% since the previous round 21, mainly due to increase in resettlement sites from 72 to 85) or 24,250 households living in sites assessed during this period. Reported figures, however, exclude displaced individuals living in host community settings.

During data collection of Baseline Assessment Round 15 (February 2022), IOM DTM teams additionally recorded the presence of returnees in newly accessible locations across Cabo Delgado and Niassa Province. In total, an estimated 49,907 returnees/10,060 returnee families were present in areas of return at time of assessment.


Over 47 per cent of all returnees (23,597 ind.) were reported to have arrived between July-September 2021. Out of these mapped populations, 21,487 individuals are reported to have returned to their habitual residences in Muidumbe district alone (Miteda and Chitunda posto). Owing to logistical and access constraints during data collection, only 26 areas of return were
assessed. A comparative analysis of return locations assessed so far record Muidumbe district as the area receiving the highest rate of returns (54 per cent of 48,501 total returnees mapped in North Cabo Delgado).

Increased security incidents in northern Mozambique since 2017 resulted in population displacement as well as subsequent humanitarian needs. To better understand the scope of displacement trends and needs of displaced populations, the
International Organization for Migration (IOM) activated DTM in Cabo Delgado province in February 2019. This summary presents initial fndings the 15th round of Baseline Assessments monitoring displacements triggered by conflict in Northern Mozambique. Key-informant interview were conducted at district and location-level between January and February 2022.


Assessments estimate the presence of 784,564 internally displaced persons (IDPs) mapped across displacement sites and
host communities in 208 localities. Security and access restraints in the districts of Nangade, Macomia, Meluco, Mocimboa da Praia, Quissanga, Muidumbe and Palma, have limited data collection to select localities accessible to DTM held teams and focal points.


For this round, 28% of 784,564 IDPs are mapped in relocation sites, temporary centers and host community extensions. One-fitth of total IDPs present at the time of assessment were mapped in Pemba (151,987 individuals), followed by Metuge (124,036 individuals), Mueda (84,822 individuals), Ancuabe (72,526 individuals) and Nangade (64,866 individuals).

From 3 to 25 November 2021, in close coordination with provincial government and INGD partners, the International Organization for Migration (IOM)’s Displacement Tracking Matrix (DTM) teams conducted Multi-Sectoral Location Assessments (MSLA) in 66 sites hosting 194,837 internally displaced persons (IDPs) in Cabo Delgado province, 1 site with 6,567 IDPs in Nampula province, and 2 sites with 285 IDPs in Niassa province, in response to the mass displacements caused by the insecurity situation in the north. In all sites, the majority of IDPs were displaced by the insecurity situation. Of the total 201,689 individuals in the assessed sites, 49,955 (or 25%) are women, 38,546 (19%) are men, and 113,188 (56%) are children.

O aumento dos incidentes de segurança no norte de Moçambique desde 2017 resultou no deslocamento da população, bem como nas subsequentes necessidades humanitárias. Para melhor compreender o alcance das tendências e necessidades das populações deslocadas, a Organização Internacional para as Migrações (OIM) activou a DTM na província de Cabo Delgado em Fevereiro de 2019.

A DTM tem pontos focais e enumeradores em 277 localidades da província de Cabo Delgado e recolhe dados em estreita coordenação com o Governo. Esta 14ª ronda de avaliação abrangeu também as províncias vizinhas de Inhambane (2 localidades, contra 6 reportadas na ronda anterior; a diminuição foi atribuída à realocação) Nampula (53 localidades), Niassa (14 localidades), assim como as províncias da Zambézia (6 localidades), e Sofala (2 localidades).

De 22 de Setembro a 23 de Outubro de 2021, em estreita coordenação com o governo provincial e os parceiros do INGD, as equipas da Matriz de Mointoria de Deslocamentos (DTM) da Organização Internacional para as Migrações (OIM) realizaram Avaliações Multisectoriais de Locais (MSLA) em 59 locais que acolhem 192.721 deslocados internos na província de Cabo Delgado, 1 local com 5.934 deslocados internos na província de Nampula, e 2 locais com 336 deslocados internos na província do Niassa, em resposta aos deslocamentos em massa causados pela situação de insegurança no norte. Em todos os locais, a maioria dos deslocados internos foram deslocados pela situação de insegurança. Do total de 198.991 indivíduos nos locais avaliados, 62.045 (ou 31%) são mulheres, 32.022 (16%) são homens, e 107.948 (53%) são crianças. Os dados demográficos nas Figuras 2 e 3 são uma amostra recolhida através da amostragem aleatória de vinte agregados familiares por local.

This fourteenth DTM Baseline Assessment Report aims to improve the understanding of internal displacement trends and displaced populations’ needs in Cabo Delgado, Inhambane, Niassa, Nampula, Zambezia and Sofala provinces. The DTM has focal points and enumerators in 277 localities of the Cabo Delgado province and collects data in close coordination with the Government. This 14th round of assessment also covered neighbouring provinces of Inhambane (2 localities, down from 6 reported in the previous round; the decrease was attributed to relocation) Nampula (53 localities), Niassa (14 localities), as well as the provinces of Zambezia (6 localities), and Sofala (2 localities). Security and access restraints in Mocimboa da Praia, Muidumbe and Palma districts have limited data collection resulting in no updated estimates recorded by DTM ­eld teams and focal points. For this round, 14 out of the 17 districts in Cabo Delgado were covered.

Em todos os locais, a maioria dos deslocados internos foram deslocados pela situação de insegurança.

Do total de 195.250 indivíduos nos locais avaliados, 54,670 (ou 28%) são mulheres, 39,050 (20%) são homens, e 101.534 (52%) são crianças. Os dados demográficos nas figuras 2 e 3 são uma amostra recolhida através de amostragem aleatória de vinte agregados familiares por local.
