The DTM Emergency Tracking Tool (ETT) is deployed to track and to collect information on large and sudden population movements, provide frequent updates on the scale of displacement and quantify the affected population when needed. As a sub-component of the Mobility Tracking methodology in Nigeria, ETT utilises direct observation and a broad network of key informants to capture best estimates of the affected population per location, enabling targeted humanitarian 
response planning.

Between 06 and 12 June 2022, a total of 3,581 new arrivals were recorded in Adamawa and Borno States. The new arrivals were recorded at locations in Askira/Uba, Bama, Biu, Damboa, Gwoza, Hawul, Kala Balge, Monguno and Ngala Local Government Areas (LGAs) of the most conflict-affected state of Borno and in Fufore, Gombi, Hong, Lamurde, Maiha, Michika, Mubi North, Mubi South, Numan, Song, Yola North and Yola South LGAs of Adamawa State.

ETT assessments identified the following movement triggers: poor living conditions (907 individuals or 25%), improved security (809 individuals or 23%), military operations (753 individuals or 21%), fear of attack (607 individuals or 17%), seasonal farming (344 individuals or 10%), conflicts/attacks (160 individuals or 4%) and family re-unification (1 individual or <1%).

As a result of the rainy season, we would observe that movements triggered by seasonal farming have been on the increase in the past weeks. This is assumed to continue in the coming weeks.

In April 2022, a total of 26,668 movements were observed across five of Ethiopia's flow monitoring points (FMPs). This represents a 25% increase in daily average movements in comparison with March 2022 when an average of 711 movements per day were observed.

Outgoing movements during April have continued to be higher (86.4%) than incoming movements (13.6%). A total of 23,036 outgoing movements were observed of which 10,677 (46.3%) were heading towards Saudi Arabia, 3,260 (14.2%) were going to Kenya, 2,350 (10.2%) were travelling towards Djibouti, 2,047 (8.9%) to Somalia, 1,404 (6.1%) intended to reach South Africa, 837 (3.6%) headed to the United Arab Emirates, and 630 (2.7%) to Sudan while remaining movements were travelling to several Middle Eastern, European and North American countries.

At the same time, 3,632 incoming movements were observed, of which 963 (26.5%) had originated from Djibouti, while 912 (25.1%) came from Sudan, 905 (24.9%) from Somalia, 691 (19%) movements from Kenya, 156 (4.3%) from Yemen and the remaining from Saudi Arabia and Zambia. Almost all of these were Ethiopian nationals who were likely returning home.

In order to gain a better understanding of mobility flows and trends, the International Organization for Migration (IOM) has implemented the Displacement Tracking Matrix’s Flow Monitoring (FM) tool at key transit points across the region. Flow Monitoring activities are conducted in close cooperation with national and local authorities as well as local partners. The Flow Monitoring tool consists of two main components: the Flow Monitoring Registry (FMR), which captures key data on the volume, origin, destination and mode of travel of mobility flows, and the Flow Monitoring Survey (FMS), individual surveys conducted with travellers to gather detailed information about the profiles, migration experience and intentions of migrants. Through these activities, the Flow Monitoring tool collects data on migration flows and trends, traveller profiles, migration journeys, and intentions of migrants, so as to obtain a better understanding of mobility.

In Mali, DTM conducts Flow Monitoring activities at seven Flow Monitoring Points (FMPs) located across six regions, in order to foster a better understanding of the numbers, trends, profiles, and journeys of migration flows crossing these points. 

This reports presents data collected through the Flow Monitoring Registry in May 2022.

Afin de mieux comprendre les mouvements et tendances migratoires, l’OIM, à travers la Matrice de suivi des déplacements (Displacement Tracking Matrix, DTM), met en œuvre l’activité de Suivi des flux de populations (Flow Monitoring, FM). 

Le suivi des flux, qui est mis en œuvre en étroite collaboration avec les autorités et des partenaires nationaux et locaux, est composé de deux outils: l’enregistrement des flux (Flow Monitoring Registry, FMR), qui recueille des données clés sur l’ampleur, la provenance, la destination et les modalités des flux de mobilité, et les enquêtes individuelles (Flow Monitoring Survey, FMS), conduites auprès des voyageurs afin d’obtenir des informations sur les profils, parcours migratoires, et intentions des migrants. Le suivi des flux de populations récolte ainsi des données sur les flux et tendances migratoires, les profils des voyageurs et les parcours et intentions des migrants, afin de fournir une meilleure compréhension des mobilités. 

Au Mali, la DTM recueille des données au niveau de 7 Points de suivi des flux (Flow Monitoring Points, FMP), répartis dans 6 régions afin d’obtenir une meilleure compréhension de l’ampleur, des tendances, des caractéristiques socio-démographiques et des parcours des flux de voyageurs traversant ces différents points.

Ce rapport présente les données recueillies dans le cadre des activités d’enregistrement des flux durant le mois de mai 2022.

Fear of attacks and subsequent confirmed attacks in Ancuabe district by Non-State Armed Groups triggered the movements of 17,691 individuals within Ancuabe, Chiure, Quissanga, Balama, Mecufi, Mueda, Macomia, Montepuez, Meluco, Namuno, Nampula, Balama, Metuge and Cidade de Pemba. Approximately 671 IDPs have been identified with vulnerabilities. At least 30% of these movements are arrivals in Cidade de Pemba and 33% in Chiure. New arrivals recorded within this report map 7,636 individuals predominantly moving into sites across Chiure, Metuge and Ancuabe.

The objective of the Emergency Tracking Tool (ETT) - Movement Alert is to collect information on large and sudden population movements, and to provide support to humanitarian response partners by disseminating data on IDPs for ensuring effective humanitarian response to the affected population. Information is collected through key informant interviews or direct observation. The dashboard provides basic information on displacements, and additional information can be shared upon request. IOM identified 15,479 individual displacement movements in the previous reporting period (02-14 June). Impact of new attacks reported between 9 and 13 June in Ancuabe and Chiure districts account for the increase of displacement movements representing 17,691 individuals. Current figures are to be considered as cumulative displacement movements observed between 02-15 June.

Le suivi des situations d’urgence est une des composantes de la Matrice de suivi des déplacements (DTM) de l’Organisation Internationale pour les Migrations (OIM). Il a pour objectif de recueillir des informations relatives aux déplacements causés par une crise ou des évènements soudains. Il offre une évaluation préliminaire d’une situation et permet de rapidement mettre en œuvre des mécanismes de réponse. L’évaluation a été conduite via des entretiens individuels avec des informateurs clés et des groupes de discussions menés par une équipe multisectorielle et multi acteur, au niveau des communes et des communautés en utilisant l’outil de suivi des situations d’urgence de l’OIM Mauritanie .

Les localités de Lebyadh et Laghdaf, qui composent la commune de Fassala (département de Bassikounou, région du Hodh El Chargui) ont enregistré le 25 et le 26 mai 2022, des pluies diluviennes et des vents violents qui ont provoqué des dégâts matériels et des pertes de bétails au niveau des villages de Lebyadh et Laghdav.

Au total 197 ménages  (1182 individus) ont été affectés dans ces 2 villages avec  au total avec  145 abris détruits (76 abris détruits, 49 endommagés dans le village de Leybadh,  et 69 abris détruits et 20 endommagés à Laghdav).

Par ailleurs, les communautés ont perdu 1 532 têtes de bétails/animaux suite aux intempéries ( 28 gros ruminants et 1504 petits ruminants).

El presente informe, correspondiente a la sexta ronda de la DTM, muestra los resultados obtenidos de la aplicación de una encuesta de carácter presencial en seis puntos de la zona norte de Chile, distribuidos específicamente en las regiones de Coquimbo, Antofagasta, Tarapacá y Arica y Parinacota. El reporte incluye información relativa a características sociodemográficas y socioeconómicas, además de elementos relacionados con la ruta migratoria, detalles del acceso a salud, episodios de discriminación y necesidades de protección social de un conjunto de 300 personas migrantes y refugiadas venezolanas en Chile.

Des affrontements survenus entre des orpailleurs à Kouri Bougoudi les 23 et 24 mai 2022 ont causé une centaine de morts. Suite à cet incident, des milliers d’orpailleurs ont été contraints à quitter cette zone (les autorités traditionnelles ont même demandé la fermeture des sites d’orpaillage dans la zone). Par manque de moyens, les plus vulnérables parmi eux sont bloqués dans les villes du nord du pays, ajoutant une pression sur les ressources déjà très limitées dans ces villes. Les données présentées dans ce rapport ont été collectées du 01 au 14 juin 2022 dans les localités de Wour, Zouar, Zouarké, Faya, Kollou et au « Puits 80 » (nom venant du fait qu’il est situé à 80km de la ville de Faya) où les autorités locales ont alerté l’OIM sur des présences importantes des orpailleurs. Les données sur le nombre total des orpailleurs bloqués dans ces localités ont été collectées à travers des entretiens avec des informateurs clés dans les villes de Wour, Zouarké et Zouar pendant que dans les localités de Faya, Kollou et au Puits 80, elles sont issues des enregistrements des orpailleurs assistés par l’Organisation internationale pour les migrations (OIM). Par ailleurs, les données sur les profils des orpailleurs sont issues des enquêtes menées auprès d’un échantillon d’orpailleurs bloqués dans les villes de Wour, Zouar et Zouarké et des enregistrements des orpailleurs assistés par l’OIM à Faya, Kollou et Puits 80. Le présent rapport cherche à fournir des informations sur le nombre des orpailleurs bloqués dans les villes évaluées ainsi que leurs profils, besoins, vulnérabilités et intentions

Context

IOM works in the five broad areas of migration management: migration and development, facilitating migration, regulating migration, addressing forced migration, and the implications of climate change on migration. Cross‐cutting activities include the promotion of international migration law, policy debate and guidance, protection of migrants’ rights, migration health and the gender dimension of migration. The key responsibility of the Regional Office for Asia and the Pacific (ROAP) is to formulate regional strategies and plans of action and to provide programmatic and administrative support to the countries within its region. Several Regional Thematic Units are based at the ROAP to fulfill this responsibility.
The Emergency and Post Crisis (EPC) Unit in the ROAP focuses on ensuring IOM Missions in Asia and the Pacific are prepared to respond to Migration Crisis needs, aid decision-making related to humanitarian affairs, and strengthens partnerships with other organizations within and outside of the humanitarian architecture.
The Displacement Tracking Matrix (DTM) Regional Evidence for Migration Analysis and Policy (REMAP) project was developed in response to the critical need to collect and analyze information on (protracted) displacement and human mobility in, to and from Afghanistan, Bangladesh, Iran (Islamic Republic of), Iraq and Pakistan and to contribute to evidence-based humanitarian and development programming in these countries and in the region.

 

Supervision
Working under the direct supervision of the Senior Programme Manager of DTM REMAP programme based in Bangkok, Thailand the intern will support the concern unit for smooth implementation of ongoing work.

 

Core Functions/Responsibilities:
The successful candidate will have the following duties and responsibilities:

  1. Provide technical support to IOM project field missions in the collection and tabulation of data for DTM REMAP and other information management activities including regional priority data collection exercises.
  2. Assist in SQL server related tasks such as creating databases, SQL statements, database importing/exporting, and creating views.
  3. Research, analyze and evaluate new applications related to information systems, to new technologies and processes to manage information in response to disasters and/or complex emergencies and make recommendations for their utilization.
  4. Support technical liaison activities with relevant partners and stakeholders to present, discuss, advise, and explore potential development and initiatives in relation to the implementation of DTM REMAP and related DTM programs and projects at the global and country levels. 5. Develop and improve ODK/Kobo forms for survey templates. 6. Prepare tabulations for technical reports, information bulletins and other relevant information products related to displacement-affected populations and migration flows (such as statistical analysis and interpretation of results of site assessment, return intention surveys, flow monitoring surveys) 7. Support in the production of information products, including, but not limited to, analytical and statistical reports, displacement profiles, maps and other relevant products, to ensure their highest possible quality. 8. Assist the DTM REMAP project field missions in data entry, database use and troubleshooting, when required. 9. Assist in the drafting and validation of standard operating procedures for DTM data collection and management. Implement a quality assurance system based on compilation best practice for data quality control as implemented by DTM offices worldwide and global guidance.
  5. Aid in the development of relevant information databases and tools including but not limited to the DTM REMAP project, sector related activities, mapping, and software tools.
  6. Provide administrative support as required.
  7. Support day-to-day activities of the DTM REMAP project and IOM Regional office, undertake any other activities and support any other project activities as requested by the supervisor.
  8. Perform such other duties as may be assigned.

Training components and learning elements

  • Gain in-depth knowledge on the migration data, displacement tracking matrix (DTM), emergency and post-crisis migration and displacement portfolio in Asia and the Pacific.
  • Opportunities to attend e-workshops, e-meetings and/or e-webinars with internal and external counterparts and engage with staff at national and regional offices.
  • Strengthen writing and information presentation skills, reinforcing learning.
  • Utilize access to Staff Development and Learning online training courses and tools and take opportunities to develop skillsets and consolidate understanding as they arise.

Eligibility and Selection
The Internship Programme aims at attracting talented students and graduates who have a specific interest in, or whose studies have covered, areas relevant to IOM programmes and activities. Interns must be between 20 and 36 years old and should have less than two years of relevant working experience. The Internship Programme is open to candidates of any nationality.

Required Qualifications and Experience:

  • Either students approaching the end of their studies and preparing a thesis, or recently graduated;
  • Able to adapt to an international, multicultural, multilingual environment;
  • Good communication skills and able to work in a team;
  • Familiarity with computer programs, including MS Office programs (Word, Excel, Access, PowerPoint, Publisher);
  • Familiarity with MS SQL
  • Advanced English writing and communication skills
  • Knowledge regarding quantitative statistical (social science/human mobility/migration) data analysis
  • Familiarity with data analysis and visualization programs, (e.g. PowerBI, GIS ARC, Stata, SPSS, Knowledge of R, Tableau) will be considered an advantage;
  • Webpage as well as database development and management skills an advantage;
  • In-depth knowledge regarding econometrics will be considered as an dvantage

General Information

Interns are granted a stipend as per IOM policy as a partial contribution to accommodations and living expenses. Interns benefiting from an internship allowance or scholarship granted by his/her university or other sponsoring body that includes financial remuneration or credits for coursework will not be eligible for the stipend.

Before commencing work, successful candidates will be required to obtain a fit-to-work medical certificate from his/her doctor and submit vaccination records.

  1. The Intern will be responsible for obtaining the necessary entry visa and arranging their travel to Bangkok. IOM will assist only in issuing documents required for visa processing.
  2. Homebased Intern are responsible to manage their own resources to perform this responsibility, like Computer, dedicated internet connectivity.
  3. IOM only covers the Intern against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the assignment. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. The Intern is responsible for his/her own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
  4. Any work produced by interns during their internship within the framework of the duties assigned to them should be used for academic purposes exclusively. All economic and moral rights (copyright) pertaining to such work will remain the exclusive property of IOM. 
  5. Interns are bound by staff confidentiality rules pertaining to their duties in IOM.
