The Transhumance Tracking Tool (TTT) Early Warning System, as a component of the IOM's Displacement Tracking Matrix (DTM), with support from community focal points and key informants, collects information on alerts relating to transhumance activities and movements in Adamawa state. This report presents TTT Early Warning data collected in July 2022 in five LGAs of Adamawa State (Demsa, Girei, Lamurde, Numan and Mayo-Belwa). During this period, 290 alerts were recorded, including 247 events (85%) and 43 movements (15%). Events alerts have conflict, clashes, kidnapping for ransom, cattle rustling, robberies etc. The most significant number of alerts occurred in Lamurde LGA (26%), followed by Demsa LGA (24%), Girei LGA (19%), Numan LGA (17%) and Mayo-Belwa LGA (14%). Disaggregated data at the ward level suggested that Kodompti ward in Numan LGA and Gereng ward in Girei LGA recorded high numbers of alerts in July 2022 (each ward at 10% of all alerts respectively).
During the assessment period, some conflict-prone potential risk areas were identified. Demsa, Fufore, Ganye, Girei, Gombi, Guyuk, Hong, Jada, Madagali, Maiha, Mayo-Belwa, Numan Shelleng, Song, Toungo and Yola South LGAs. These potential risk areas are identified through monitoring transhumance movements and the TTT early warning platform.

The DTM Emergency Event Tracking (EET) is deployed to track sudden displacement and population movements, provide more frequent updates on the scale of displacement, and quantify the affected population when needed. As a subcomponent of the new Mobility Tracking methodology in Sudan (Round Four), and activated on a need basis, EET utilises a broad network of key informants to capture best estimates of the affected population presence per location – a useful tool for humanitarian response planning and design.

In July 2022, a total of 24,297 movements were observed across five of Ethiopia's flow monitoring points (FMPs). This represents a 2% decrease in daily average movements in comparison with June 2022 when an average of 802 movements per day were observed.
Outgoing movements during July have continued to be higher (84.1%) than incoming movements (15.9%). A total of 20,429 outgoing movements were observed of which 10,317 (50.5%) were heading towards Saudi Arabia, 3,041 (14.9%) were going to Djibouti, 1,812 (8.9%) were travelling towards Kenya, 1,642 (8%) to Somalia, 889 (4.4%) intended to reach Yemen, 563 (2.8%) headed to the United Arab Emirates, and 482 (2.4%) to South Africa while remaining movements were travelling to several Middle Eastern, European and North American countries.
At the same time, 3,868 incoming movements were observed, of which 1,261 (32.6%) originated from Djibouti, while 949 (24.5%) came from Kenya, 806 (20.8%) from Somalia, 684 (17.7%) movements from Sudan, 152 (3.9%) from Yemen and the remaining from United Republic of Tanzania and South Sudan. Almost all of these were Ethiopian nationals who were likely returning home.

The DTM Emergency Tracking Tool (ETT) is deployed to track and to collect information on large and sudden population movements, provide frequent updates on the scale of displacement and quantify the affected population when needed. As a sub-component of the Mobility Tracking methodology in Nigeria, ETT utilises direct observation and a broad network of key informants to capture best estimates of the affected population per location, enabling targeted humanitarian response planning.
Between 22 and 28 August 2022, a total of 2,890 new arrivals were recorded in locations in Adamawa and Borno States. The new arrivals were recorded at locations in Askira/Uba, Bama, Dikwa, Damboa, Gwoza, Kala Balge, Monguno and Ngala Local Government Areas (LGAs) of the most conflict-affected state of Borno and in Fufore, Girei, Gombi, Hong, Lamurde, Maiha, Michika, Mubi South and Song LGAs of Adamawa State.

Between 15 and 29 August 2022, IOM’s DTM programme carried out assessments to ascertain the level of damage sustained in the sites as a result of heavy rainfall and windstorms. Overall, 11 locations in Jere, Monguno and Kala Balge LGAs were assessed. The worst-hit of the assessed sites was GGSS Camp in Monguno ward of Monguno LGA, where rainfall damaged 63 shelters, affecting an estimated 1,735 individuals.
In total, 681 shelters were either damaged by rainfall or storms, leaving a total of 1,317 households in immediate need of shelter. One (1) casualty was reported in GGSS Camp in Monguno as a result of the incident.

As part of the IDP relocation programme issued by the Borno State Government (BSG), Federal Training Centre Camp (Dalori I) and 250 Housing Estate Camp (Dalori II), located in the ward Dalori of Konduga LGA were closed between 28 July 2022 and 7 August 2022. Following these events, assessments were conducted by DTM (Displacement Tracking Matrix) field staff to identify the destinations of relocation of the 20,635 IDPs (4,206 households) residing in Dalori I & II, and to inform the humanitarian community. Below is a breakdown the destinations of arrival of 10,578 IDPs that are identified thus far. The remaining IDPs are expected to be captured during the following round of DTM Mobility Tracking.

El presente reporte es resultado de un trabajo de compilación de información en terreno a lo largo de marzo, abril y mayo del 2022. Se realizó un monitoreo sobre la presencia de personas migrantes en las ciudades de Tapachula (Chiapas) y Tenosique (Tabasco) con el objetivo de conocer sus principales características sociodemográficas, sus necesidades y vulnerabilidades para contar con información útil, confiable y actualizada de modo que las contrapartes en terreno que brindan atención a la población migrante puedan tomar decisiones sobre la gobernanza migratoria basadas en datos confiables y actualizados.
El monitoreo se realizó en dos de las ciudades con mayor afluencia de personas migrantes en la zona fronteriza del sur de México. Adicionalmente, la presencia de instituciones y organizaciones dedicadas a la migración las convierten en polos de atracción para la población migrante que requiere algún tipo de atención y/o información migratoria.
Durante el trimestre abarcado para este monitoreo de flujos, se identificó que la ciudad de Tapachula mantuvo un estado de saturación en los servicios migratorios, especialmente aquellos relacionados con albergues y la Comisión Mexicana de Ayuda a Refugiados (COMAR). Por un lado, los albergues reportaron operar en condiciones de sobrecupo y tener listas de espera para población migrante que desea ingresar. Por otro lado, la COMAR declaró tener citas disponibles en un periodo de 3 a 6 meses a causa de la saturación de atenciones lo que obligaba a las personas a permanecer por largos periodos de tiempo en la ciudad.
En lo que respecta a Tenosique, esta ciudad ha adquirido reciente relevancia en la ruta migratoria a través de los estados del sur de México, ya que los monitoreos permitieron identificar que personas de regiones como Sudamérica y África han optado por entrar a México vía Tenosique. Uno de los factores que ha favorecido la diversificación de nacionalidades es que la localidad también cuenta con o‑cinas de COMAR e INM, y al no presenta el mismo nivel de saturación que las o‑cinas en Tapachula los tiempos de atención son más reducidos, por lo que esta ciudad representa una oportunidad más para regularizar la condición migratoria de las personas interesadas.

Oaxaca es uno de los principales estados de tránsito para las personas migrantes. En particular, la región del Istmo de Tehuantepec es un paso clave ya que a lo largo de esta zona cruzaba el tren de carga que viajaba desde el sur de Chiapas y Tabasco hasta el norte de México, el cuál era abordado por las personas migrantes de forma furtiva hasta años recientes.
Durante la actual fase XII del Programa Regional sobre Migración (Western Hemisphere Program en inglés y WHP por abreviatura) de la OIM, los trabajos de DTM se enfocaron en el municipio de Ciudad Ixtepec por ser un punto de relevancia en la ruta migratoria de las personas que buscan adentrarse en el estado de Oaxaca y/o seguir con destino al interior de México, Estados Unidos y Canadá.
Adicionalmente, Ciudad Ixtepec cuenta con servicios de atención a población migrante que les permiten a las personas contar con diferentes tipos de asistencia antes de seguir con su trayecto o iniciar un proceso de regularización migratoria. Además, se ha identificado que una reducida proporción de personas migrantes han decidido establecerse de forma definitiva en la ciudad al encontrar oportunidades de empleo.
El presente trabajo de DTM se enmarca en los esfuerzos generados desde los índices de Gobernanza Migratoria para el Estado de Oaxaca que permitieron la colaboración del Instituto Oaxaqueño de Atención al Migrante (IOAM) y la Dirección General de Población de Oaxaca (DIGEPO) en la elaboración de esta línea base para fortalecer la generación de información migratoria vigente al interior del estado.
Así la OIM, como el organismo especializado en migración, propone el uso del DTM para la generación de información desde lo local con el objetivo de orientar las acciones de gobiernos locales, sociedad civil y otras agencias de Naciones Unidas cuyo campo de acción se centra en el sur de la república. La información generada responde a las necesidades de información de las contrapartes en terreno que atienden a las personas migrantes con miras a que los hallazgos sirvan de sustento en la oportuna atención a la población objetivo.

With the onset of the rainy season in Nigeria’s northeastern state of Adamawa, varying degrees of damages have been reported in communities in the LGAs Madagali, Lamurde and Numan. Heavy rainfalls, accompanied by strong winds have caused flooding that has led to serious damages to houses and infrastructure.
Between 21 and 27 August 2022, IOM’s DTM programme carried out assessments to ascertain the level of damage sustained in these locations due to heavy windstorms and rainfall. Overall, 9 communities in Numan, Lamurde and Madagali LGAs were assessed. The worst-hit of the assessed sites was Shuwa, a community in Duhu/Shuwa ward of Madagali LGA, where a heavy rainstorm with floods damaged 126 houses, affecting an estimated 1,080 individuals.
