DTM Sudan regularly releases Early Warning Flash Alerts to report on specific incidents that triggered or may trigger sudden displacement across Sudan, including armed clashes, inter/intra communal conflicts, and natural hazards, including fires and floods. This report represents a bi-monthly analysis of incidents reported by Early Warning Flash Alerts released between October and November 2024, providing insights into displacement dynamics across Sudan.
Key Figures:
- Between 01 October and 30 November 2024, DTM Sudan reported on 52 incidents triggering displacement across locations in North Darfur, Blue Nile, and Red Sea states, including conflict and floods incidents.
- Ninety-four per cent of alerts were related to conflict or armed clashes, while 4 per cent of incidents were related to natural hazards.
- Since the onset of the conflict on 15 April 2023, the months with the most reported flash alerts were August 2024 (96), September 2024(53) and May 2024 (34). The states with the most reported incidents were in North Darfur (144), South Kordofan (45) and South Darfur (40) states.
Note: DTM Sudan Early Warning Flash Alerts are distributed via the DTM Sudan mailing list. Figures should be treated as preliminary findings only and are subject to change via future verification exercises. Flash alerts report incidents of sudden displacement and therefore may or may not be indicative of broader displacement dynamics. For further information on displacement and mobility across Sudan, see Sudan Mobility Update (11).

This latest round of Emergency Trends Tracking was initiated in April 2024 to monitor displacements movements during the Gu rainy season. From April to September 2024, DTM teams collected data in up to 22 districts: Afgooye, Afmadow, Baardheere, Baidoa, Balcad, Belet Weyne, Belet Xaawo, Cabudwaaq, Dayniile, Dhuusamarreeb, Doolow, Gaalkacyo, Garoowe, Hodan, Jamaame, Jowhar, Kahda, Kismaayo, Luuq, Waajid, Xudur and Hobyo. As of Round 28, data collection occurred in only 4 districts: Xudur, Waajid, Gaalkacyo and Hobyo districts.
The objective of ETT is to help prioritize humanitarian response and to enable partners to deliver rapid assistance. Based on previous shock induced displacement patterns, the humanitarian community expects that people will continue to move toward urban areas in search of humanitarian services. Consequently, the ETT coverage focuses on the main urban centers and surrounding villages for each assessed district. The data is collected through Key Informant Interviews (KIIs) at the location level, from Sunday to Wednesday every week. It includes information on new arrivals, numbers and demographic of IDPs, reasons for displacement, intentions, humanitarian assistance and priority needs among others.
To facilitate the joint analysis of the CCCM (Camp Coordination and Camp Management) Cluster’s New Arrivals Tracker (NAT) and ETT data, the assistance and needs indicators are identical in both tools.

Baseline assessment (B2) is a component of the Mobility Tracking exercise which aims to quantify presence of population categories, reasons for displacement, length of displacement and needs within defined locations at a given time.
As of September 2024, DTM has mapped around 3,262,080 IDPs and 96,277 returnees present across 17 regions and 12,090 locations assessed. IDPs were present in 42 per cent of locations assessed (5,038 locations) and returnees were present in 3 per cent of assessed locations (405 locations).
The highest proportions of IDPs are hosted in Banadir (32%), Bay (24%) and Gedo (7%). Returnees on the other hand, were mainly concentrated in the Middle Shabelle (42%) and Lower Juba (28%) regions.

In September 2024, a total of 28,127 movements were observed across the six flow monitoring points (FMPs) in Ethiopia. This represents a 23.5% decrease in daily average movements in comparison with August 2024 when an average of 1,226 movements per day were observed.
The decrease can largely be attributed to the insecurity around the Sudan border, which has halted flow registration in Metema since 2 September 2024. The ratio between outgoing movements (80.9% or 22,759 individuals) during September and incoming movements (19.1% or 5,368 individuals) shows a higher share of outgoing movements compared to the month of August. Historically, recorded outflows have been higher than inflows as seen in the figure below.

The ongoing war, which escalated with the full-scale invasion of Ukraine by the Russian Federation in February 2022, has significantly disrupted the lives of the civilian population. Entering the third winter under full-scale conflict conditions presents additional hardships for the entire population of Ukraine, including targeting of – and damage to – civilian infrastructure, protracted displacement, financial strain and extensive residential damage, and extensive residential damage in affected areas. Displaced individuals, returnees, residents in frontline areas, as well as the broader civilian population, could face challenges in accessing essential winter-related resources, including electricity, heating, and adequate shelter.
This report provides an in-depth analysis of winter-related needs and resilience across Ukraine, focusing on access to electricity and heating, availability of winter items, utility expenditures, adequate housing conditions and winter-related mobility. The aim is to identify gaps in access to critical winter supplies and services, and to highlight the most vulnerable groups.

South Sudan is currently facing a complex humanitarian crisis characterized by extensive internal displacements. The underlying causes of these displacement dynamics are varied and include communal clashes, land disputes, insecurity, violence, natural disasters, and cross-border movements.
Between November 1st and 15th, 2024, Panyijar County recorded the displacement of 3,782 individuals. Information gathered from key informants indicates that these displacements were predominantly instigated by food insecurity. As a result of these incidents, there has been a significant increase in urgent humanitarian needs among the affected populations. The displaced individuals have identified food, sanitation facilities, and health services as their three most pressing requirements, necessitating immediate humanitarian assistance.
The situation in South Sudan remains critical as ongoing conflicts continue to exacerbate the humanitarian crisis. Immediate intervention is essential to address the urgent needs of those affected by displacement.

South Sudan is currently facing a complex humanitarian crisis characterized by extensive internal displacements. The underlying causes of these displacement dynamics are varied and include communal clashes, flooding, insecurity, violence, natural disasters, and cross-border movements.
Between 1st and 15th November 2024, enumerators from the Displacement Tracking Matrix documented significant disaster (flood) related displacements affecting 44,279 individuals. The majority of these displacements occurred in Unity where 15,968 individuals were displaced to Panyijar (14,764 individuals), and Mayom counties (1,204 individuals)
The effect of these displacements calls for urgent humanitarian intervention among the affected population. Those who have been displaced identified their most pressing requirements as being in dire need of food, health, and shelter.
