Nearly 3,000 individuals have been displaced in Alkufra and Rabiana (southeastern Libya) after heavy rains caused flooding and a power outage on 11 August 2024. According to field reports, around 600 individuals, including 50 Sudanese families, are sheltered in four schools, one guesthouse and one health centre in Alkufra and Rabiana (around 120 km west of Alkufra). Others have recently left the schools where they were taking refuge because of poor access to water and sanitation due to overcrowding.

Following the increase in displacement due to floods, DTM Sudan released the following report summarizing incidents of flood-induced displacement across Sudan. DTM field teams reported 29 incidents of heavy rains and/or floods that triggered displacement from locations across 11 states in Sudan, between 1 June and 5 August 2024.

Highlights

  • Heavy rain and flooding displaced an estimated 21,370 individuals (4,274 households) between 1 June - 5 August 2024.
  • Approximately 7,863 structures were either partially damaged or destroyed by the rain and floods, including homes, commercial buildings, and latrines.
  • Flood-induced displacement was reported in locations across Aj Jazirah, Central Darfur, Kassala, Khartoum, North Darfur, North Kordofan, Northern, Red Sea, River Nile, West Darfur, and White Nile.
  • The majority of displaced households sought shelter with host communities within the same localities.

Note: All figures should be understood as preliminary estimates, pending further verification. DTM Sudan will continue to provide updates on flood-induced displacement via Early Warning Flash alerts, distributed via the DTM-IOM Sudan mailing list.  For further information on displacement and mobility in Sudan, see Sudan Mobility Update (4).

Since 25 June 2024, DTM monitored numerous clashes across Sennar state that triggered widespread displacement.

Reported clashes displaced an estimated 725,965 individuals (145,193 households) between 25 June and 29 July 2024.

The Focused Flash Alert provides a numeric breakdown of displacement due the recent escalations, including estimates on secondary displacement of IDPs. All figures should be understood as preliminary estimates, pending further verification.

DTM Sudan releases Early Warning Flash Alerts to provide immediate updates on specific incidents or armed clashes that spurred displacement.  Early Warning Flash Alerts are distributed via the DTM Sudan mailing list. For more granular information on displacement and mobility, see Sudan Mobility Update (04).

In 2023, 100 countries hosted active Displacement Tracking Matrix (DTM) operations, consistent with the number recorded in 2022. This global network is comprised of DTM teams and their operations following a simple but fundamental tenet, that data collection should serve the data needs of actors on the ground. To ensure relevance across the range of populations, crises, cultures, political contexts, and response capacities in the locations where DTM works, operations need to be adaptable. This has necessitated a decentralised approach which places ownership of individual DTM operations with country level teams that are supported by teams at the regional and global levels.

In support of this decentralised approach, an annual survey is conducted each year to audit, review and document specific information about all active DTM operations. The survey is conducted by the DTM Global Support Team, part of IOM headquarters, in coordination with IOM’s Regional Data Hubs and DTM country teams. Data is collected through interviews with DTM staff in each country office and is recorded in a central database that is maintained by the DTM Global Support Team. Data from this survey inform the basis of this report, and further detailed findings can be explored through the accompanying interactive dashboard.

Since June 2022, the International Organisation for Migration (IOM) Displacement Tracking Matrix (DTM) and the Joint IDP Profiling Service (JIPS) have been planning implementing and monitoring the ECHO-funded project: Environmental degradation and displacement: leveraging citizen-centred data to improve humanitarian programming.

According to the Internal Displacement Monitoring Centre (IDMC), 2021 saw 38 million new displacements, of which 23.7 million – almost two thirds – were due to natural hazards. In response, IOM and JIPS will jointly lead a Collective Intelligence initiative targeting HIP priority areas on Disaster Displacement and Anticipatory Action for displacement events related to environment and climate related disasters in the East and Horn of Africa. The findings from this study can be used to feed early warning systems already in place in Burundi.

Pathways for regular migration are an essential component of Ukraine’s recovery, addressing labour shortages and demographic challenges. The demographic and economic strategies under development by the Government of Ukraine identify the need to attract Ukrainians living abroad back to Ukraine, support women to enter the labour market, and support IDPs to adapt to the labour market demands in their area of displacement.

This brief provides an evidence base for the development of migration policies and interventions, providing data-driven insights on perceptions of - and challenges to - labour immigration among the general population. This brief looks at the experience of Ukrainians with migrants prior to the full-scale invasion, how the general population perceives the arrival of migrant workers in the coming years; and identifies potential barriers to integration or sources of tensions, which require a comprehensive response to facilitate safe migration and social cohesion.
