Baseline Assessment

Mobility Tracking Matrix (MTM) implements the Baseline Mobility Assessment (BMA) in Tajikistan to track mobility, provide information on population estimates, geographic distribution of migrant workers and return migrants, reasons for migration and countries of return. Data is collected at the village level from key informants and direct observations.

The Baseline Mobility Assessment (BMA) was conducted in all five provinces in 12 districts/cities of Tajikistan (including Ismoili Somoni, Sino, Firdawsi, Shohmansur districts of Dushanbe city, Vahdat city, Rudaki district of Districts of Central Subordination, Khujand city of Sughd region, Bokhtar, Kulob cities and Panj district of Khatlon region, Khorugh city and Vanj district of Gorno-Badakhshan Autonomous Oblast (GBAO). This assessment covered 935 communities through interviews with 3,459 key informants. Based on the key informants' estimates, 4,010 international migrant workers were hosted in the assessed communities in Tajikistan during 2020 and April 2024. Concurrently, 3,133 internal migrants were hosted in the assessed communities and 271,059 Tajik nationals were reported to be residing abroad as international migrants. In addition, 299,834 return migrants have returned from abroad.

he Return Index report (Arabic translation) provides triannual updates on the severity of conditions in locations of return using 16 indicators across two domains: (1) livelihoods and basic services, and (2) social cohesion and safety perceptions.

The Master List report (Arabic translation) provides triannual updates on the number of IDPs and returnees in Iraq, recent movements and overall trends, shelter type, IDP areas of origin and areas of no return.

Since 01 April 2024, DTM monitored numerous clashes across Al Fasher and other localities in North Darfur state that triggered widespread displacement. 

Reported clashes displaced an estimated 328,981 individuals (65,933 households) between 01 April 2024 and 30 June 2024. 

The Focused Flash Alert provides a numeric breakdown of displacement due the recent escalations from 01 April -30 June 2024. DTM Sudan releases Early Warning Flash Alerts to provide immediate updates on specific incidents or armed clashes that spurred displacement.  Early Warning Flash Alerts are distributed via the DTM Sudan mailing list. Somalia has experienced numerous conflicts, inter-communal violence, and natural disasters since the collapse of the Somali State in 1991. This has led to large recurring waves of forced displacement both within Somalia and into neighbouring countries and beyond.

In 2024, Somalia is still recovering from the impact of the 2021-2022 drought, which affected the vast majority of the
country, estimated to be the worst drought in Somalia in over four decades. This historic drought was followed by a heavy
deyr rainy season in October-December 2023. During this period rainfall surpassed average levels in most areas of the
country, resulting in significant riverine flooding and flash flooding. Food insecurity remains high with four million people
(22% of the total population) estimated to be in IPC Crisis or Emergency phases.1 This series of natural disasters have led
to the displacement of hundreds of thousands of IDPs, causing the loss and devastation of livelihoods, further increasing
families’ vulnerabilities.

In this context, IOM Somalia’s Displacement Tracking Matrix (DTM) implemented its third round of the Baseline 2 exercise
in Somalia in the three states of Hirshabelle, Jubaland, and South-West State. Data collection for the remaining regions of
assessment is currently ongoing, and will be completed in September 2024.

Baseline 2, an area-based assessment, is the second step of Mobility Tracking implemented at settlement level and aims to quantify presence of population categories. For round 3, DTM Somalia is administered across 7 regions and 29 districts in three states namely Hirshabelle, Jubaland, South-West State from February to March 2024.
