Since the beginning of the crisis, IOM, through its Displacement Tracking Matrix (DTM) continues to conduct a series of rapid assessments, including emergency monitoring (EET/ERM), crisis analysis and registration with a priority to respond to immediate information needs with a view to understanding displacement dynamics and needs. This report presents the results of assessments carried out in the various displacement and return areas from 20 November to 15 December 2023.

The displacement data collected in this eleventh crisis analysis shows a further increase in the number of displaced people compared with the previous publication. The total number of IDPs rose from 1,076,261 to 1,240,215 as of 15 December 2023. DTM estimates the total number of newly displaced individuals by the upsurge in conflict at the beginning of December at 163,954. This increase is due to multiple clashes between government and M23 forces, in particular those which have taken place in the territories of Masisi and Nyiragongo, seeing the extension of the M23 group's area of control.

Depuis le début de la crise, l'OIM, par le biais de la DTM continue à mener une série d'évaluations rapides, y compris le suivi des urgences (EET/ERM), l'analyse des crises et enregistrement avec priorité de répondre aux besoins immédiats d'information en vue de comprendre la dynamique des déplacements et les besoins. Ce rapport présente les résultats des évaluations menées dans les différentes zones de déplacement et de retour du 20 novembre au 15 décembre 2023.

Les données sur les déplacements recueillies dans cette onzième analyse de crise montrent une nouvelle augmentation du nombre de personnes déplacées par rapport à la publication précédente (voir le rapport). Le nombre de personnes déplacées est passé de 1 076 261 à 1 240 215 personnes au 15 décembre 2023. Cette augmentation de 15 pour cent  est due aux multiples attaques, notamment celles qui ont touché les territoires de Masisi et Nyiragongo, qui ont vu l'extension des zones de contrôle du groupe M23.

On December 18th, armed attacks occurred in the city center of Ganthier, located in the 5th communal section of Pays Pourri, within the commune of Ganthier. This dashboard update provides the latest information on ETT 32.

These clashes resulted in the displacement of approximately 551 households, comprising a total of 2,740 individuals. The majority of the displaced people (71%) sought refuge with host families, while 29% settled in 4 sites situated in the 3rd communal section of Fond Parisien, within the same commune.

The International Organization for Migration (IOM), the United Nations agency for migration in Costa Rica has implemented since 2021, two rounds of the Displacement Tracking Matrix (DTM) as part of its strategy to monitor the circular migratory flow of individuals of Nicaraguan nationality at unofficial border points in various cantons in the northern part of the country. Through this exercise at three unofficial entry points along the border with Nicaragua, a total of 60,697 migratory movements were recorded, of which 59 percent were departures and 41 percent were entries.

As a fundamental part of IOM's mission to provide key advice on migration policies and practices, it becomes necessary to update the data concerning this circular migration flow of Nicaraguans crossing both regularly and irregularly through the northern border of Costa Rica.

According to the records from the General Directorate of Migration and Immigration (DGME) regarding regular entries and departures through official border posts in Los Chiles and Peñas Blancas, in 2022, there were 394,730 regular migratory movements, of which 49.7 percent were entries and 50.3 percent were departures. From January to October 2023, a total of 419,925 movements were registered: 52 percent were entries and 48 percent were departures.

La Organización Internacional para las Migraciones (OIM), como agencia de las Naciones Unidas en materia de migración en Costa Rica, implementó, desde 2021, dos rondas de la Matriz  de Seguimiento al Desplazamiento (DTM por sus siglas en inglés) como parte de su estrategia de monitoreo del flujo migratorio circular de personas de nacionalidad nicaragüense, en puntos fronterizos no oficiales, en distintos cantones del norte del país. A partir de este ejercicio en tres puntos de ingreso no oficial de la frontera con Nicaragua, se contabilizaron 60 697 movimientos migratorios, de los cuales el 59 por ciento fueron egresos y 41 por ciento ingresos.

Siendo parte fundamental de la misión de OIM brindar asesoría clave sobre políticas y prácticas migratorias, se vuelve necesario actualizar los datos de este flujo migratorio circular de nicaragüenses que cruzan tanto de forma regular como irregular la frontera norte de Costa Rica.

Según los registros de la DGME de ingresos y egresos regulares por puestos fronterizos oficiales en Los Chiles y Peñas Blancas, en 2022 hubo 394 730 movimientos migratorios regulares de los cuales el 49,7 por ciento fueron ingresos y 50,3 por ciento egresos, mientras que de enero a octubre de 2023 en total se registraron 419.925 movimientos: el 52 por ciento fueron ingresos y el 48 por ciento egresos.

In response to the Somalia’s severe drought beginning in November 2021, DTM Somalia launched an Emergency Trends Tracking (ETT) tool first in Gedo and Bay regions in 2022, and subsequently in Hiraan, Banadir and Middle Shabelle regions in 2023 to monitor drought related displacement trends and hotspots in support of operational planning. However, during the first half of 2023, conflict and flooding displacements have been significant. Therefore, DTM restructured its ETT tool to capture multi-shock displacements (drought, flood, conflict and other) from October 2023. In December 2023, ETT coverage has been expanded to Afgoyee district in Lower Shabelle region to cover the migration corridor between Afgoyee and Mogadishu towns.

ETT is a crisis-based tool that tracks sudden displacement triggered by specific events or emerging crises. The objective of ETT is to help prioritize humanitarian response and to enable partners to deliver rapid assistance.

As a consequence of this incident, approximately 388 households, totaling 1,940 individuals, have been displaced within the same municipality. Le 18 décembre, une attaque armée a eu lieu au centre-ville de Ganthier, dans la 5ème section communale de Pays Pouri, située dans la commune de Ganthier. Ces événements ont entraîné le déplacement d'environ 388 ménages, comprenant 1 940 individus, au sein de la même commune. Toutes ces personnes déplacées ont trouvé refuge auprès de familles d'accueil. La section communale de Fond Parisien accueille plus de la moitié des personnes déplacées.

Costa Rica, al igual que los demás países de la región centroamericana, se ha caracterizado por ser un corredor migratorio para personas que transitan de manera terrestre desde el sur hasta el norte de América y que tienen como destino los países del norte del continente. Este flujo en situación de movilidad por las Américas se encuentra compuesto principalmente por personas de la República Bolivariana de Venezuela, Cuba, Haití, Ecuador, así como personas provenientes de otros países de Suramérica, África y Asia.

Según estimaciones de la OIM Costa Rica, durante noviembre ingresaron al país 42.150 personas, un promedio de 1.405 personas por día y estimando una disminución de un 18% con respecto a octubre de 2023. Además, se identificaron 10.445 personas varadas en los albergues monitoreados y 1.293 personas varadas en los sitios públicos visitados.

Costa Rica, like the other countries in the Central American region, has been characterized as a migratory corridor for people who transit by land from the south to the north of America and whose destination is the countries in the north of the continent. This flow on the move through the Americas is mainly made up of people from the Bolivarian Republic of Venezuela, Cuba, Haiti, Ecuador, as well as people from other countries in South America, Africa and Asia.

According to estimations from IOM Costa Rica, during October 42.150 people entered the country, an average of 1,405 people per day and estimating a decrease of 18% compared to October 2023. In addition, 10,445 people stranded in the monitored shelters were identified and 1,293 people stranded in the public places visited.
