La République centrafricaine (RCA) a été témoin de volatilité incessante depuis deux décennies. La dernière crise atteignant le pays a débuté en 2012, suite à une prise du pouvoir accouchée dans la violence, et a depuis évolué en un état d’insécurité et de fragilité permanentes, découlant d’une crise complexe de long-terme qui s’est étendue dans les pays voisins. La crise a conduit au décès d’au moins 5 000 personnes en 2021 (au 31 décembre) et a déclenché des déplacements massifs de populations dans les sept pays touches par la crise. Cette dernière est caractérisée par des rivalités pour le pouvoir parmi les élites du pays, l’absence d’institutions étatiques et d’investissement d’argent public, des tensions inter-ethniques et inter-religieuses et la lutte pour le contrôle de ressources..

Au 30 Avril 2022, 3 098 425 individus étaient déplacés, dont 658 265 Personnes déplacées internes (21% de la population déplacées), 1 339 514 Retournées (anciennes PDI) (43%), 362 788 Retournés de l’étranger (12%) et 737 858 Réfugiés dans les pays limitrophes (24%). En RCA, les Retournés anciennes PDI représentent la plus grande population affectée (57%), tandis que les PDI représentent 28 pour cent de la population atteinte dans le pays et les Retournés de l’étranger 15 pour cent de la population déplacée présente dans le pays. Les réfugiés centrafricains résident principalement au Cameroun (345 622 individus, soit 47% des réfugiés), la République démocratique du Congo (210 357 individus, soit 29% des réfugiés) et au Tchad (122 421 individus, soit 17% des réfugiés).

The Central African Republic, which has experienced continuous volatility for the past two decades, has been riddled by a crisis which ignited in 2012 with a violent takeover of power and has developed into a  complex protracted state of permanent insecurity and fragility which has spilled over into neighbouring countries.  The crisis has led to the death of an estimated 5,000 people in 2021 (as of 31 December) and triggered significant displacement of populations in the seven affected countries. The crisis is characterized by power struggles amongst elites, the absence of state institutions and public investment, religious and ethnic tensions  and disputes for the control of key resources.

As of 30 April 2022, 3,098,425 individuals were displaced, including 658,265 Internally Displaced Persons (21% of the displaced population), 1,339,514 Returnees (former IDPs) (43%), 362,788 Returnees from abroad (12%) and 737,858 Refugees in neighbouring countries (24%). In the Central African Republic, the largest displaced population consists of Former IDP Returnees (57%), while IDPs represent 28 per cent of the displaced population present in the country and Returnees from abroad represent 15 per cent of in-country displaced people. Refugees from the Central African Republic are primarily hosted by Cameroon (345,622 individuals, or 47% of refugees), the Democratic Republic of the Congo (210,357 individuals, or 29% of refugees) and Chad (122,421 individuals, or 17% of refugees).

The crisis currently affecting the Lake Chad Basin states results from a complex combination of factors, including conflict with Non-State Armed Groups, extreme poverty, underdevelopment and a changing climate, which together have triggered significant displacement of populations. As of 25 May 2022, Cameroon, Chad, Niger and Nigeria were hosting an estimated 5,503,092 affected individuals made up of Internally Displaced Persons (IDPs), Refugees (both in- and out-of-camp), Returnees (Former IDPs and Returnees from abroad) and Third Country Nationals (TCNs). 75 per cent of the affected population (representing 4,132,210 individuals) were located in Nigeria, while 12 per cent resided in Cameroon (634,189 individuals), 9 per cent in Chad (489,761 individuals) and 4 per cent in Niger (246,932 individuals).

The Central Sahel area, and in particular the Liptako Gourma region, which borders Burkina Faso, Mali and Niger, is affected by a complex crisis involving growing competition over dwindling resources; climatic variability; demographic pressure; high levels of poverty; disaffection and a lack of livelihood opportunities; communal tensions; the absence of state institutions and basic services; and violence related to organized crime and Non-State Armed Groups. The crisis has led to the death of an estimated 5,000 people in 2021 (as of 31 December) and triggered significant displacement of populations in the four affected countries. As of 25 May 2022, 2,562,457 individuals have been displaced, including 2,361,130 Internally Displaced Persons (92% of the displaced population) and 201,328 Refugees (8% of the displaced population). Seventy-three per cent of the displaced population (1,875,049 individuals) were located in Burkina Faso, while 16 per cent resided in Mali (400,517 individuals), 8 per cent in Niger (202,366 individuals) and 3 per cent in Mauritania (84,526 individuals).

Le suivi des flux de populations récolte des données sur les flux et tendances migratoires, les profils des voyageurs et les parcours et intentions des migrants, afin de fournir une meilleure compréhension des mobilités en Afrique de l’Ouest et du Centre.

Au Niger, la DTM recueille des données à sept Points de suivi des flux (Flow Monitoring Point, FMP), dans le but d’identifier les zones à forte mobilité transfrontalière et intra régionale et récolter des données sur les tendances de mobilités et les profils et parcours des voyageurs dans le pays.

I. ORGANIZATIONAL CONTEXT AND SCOPE

 

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. The International Organization for Migration (IOM) is committed to the principle that humane and orderly migration benefits migrants and society. As the leading international organization for migration, IOM acts with its partners in the international community to: assist in meeting the growing operational challenges of migration management; advance understanding of migration issues; encourage social and economic development through migration, and; uphold the human dignity and well-being of migrants.  

IOM has been active in Poland since 2002 under an agreement with the Polish government and conducts various migration programs, including activities supporting the integration of male and female migrants into Polish society. IOM in Poland implements projects aimed at the private sector to promote ethical recruitment, respect for the rights of migrants and migrant women as well as the elimination of forced labour from value chains and the prevention of human trafficking.

Following the launch of military operations across Ukrainian territory on 24 February 2022, substantive flows and displacements across Ukraine and toward neighbouring countries have been reported countries in the following days. While air travel has been suspended in Ukraine and Moldova, Ukraine sharesland border with four European Union (EU) Member States: Poland, Romania, Hungary and Slovakia. Other non-EU countries (3) which share their border with Ukraine include Republic of Moldova, Russian Federation and Belarus. Large in and out flows to and through Moldova of Ukrainian and Third Country nationals created the need to set up a monitoring system and analyse the trends and patterns of mobility.

Under the direct supervision of the DTM Country Coordinator, the DTM Information Management and GIS Coordinator is responsible for analysing and developing information products from DTM activities.

 

 

II. RESPONSIBILITIES AND ACCOUNTABILITIES

 

Provide technical support to the DTM operations and initiatives, including on the implementation of the DTM country level initiatives.
Support methodological and technical aspects of global DTM development and implementation activities, including software and system development, data and database management, technical partnerships, and relevant capacity building or training programmes.
Produce high quality visuals (maps, portals and dashboards) to present the collected data.
Manage contents on DTM internal and external platforms for data, information, and knowledge sharing and dissemination purposes.
Support in the management of DTM Central Data Warehouse, Data Dictionary, and further development activities around DTM global data management.
Contribute to regular reporting and dissemination of information gathered through the DTM tools in Poland and ensure smooth sharing of incoming information within the Team.
Support technical liaison activities with relevant partners and stakeholders to present, discuss, advise, and explore potential development and initiatives in relation to the implementation of DTM programmes and projects at the global and country levels.
Assist in developing publishing materials and presentations, various data visualization formats including maps, statistics, online materials and info sheets and in providing technical support related to data presentation needs on various written outputs (e.g. papers, analysis, sections of reports and studies, inputs to publications, etc.).
Ensure adherence to IOM data protection principles in regard to collection, use, storage, disclosure and disposal of personal data.
Perform such other duties as may be assigned.

 

 

 

III. REQUIRED QUALIFICATIONS AND EXPERIENCE

 

EDUCATION

  • Master’s degree in Political or Social Science, Law, Management, Information Management, Disaster Risk Management, or a related field from an accredited academic institution with two years of relevant professional experience; or,

  • University degree in the above fields with four years of relevant professional experience.

     

 

EXPERIENCE AND SKILLS

 

  • Experience in humanitarian emergencies;
  • Experience in the development and implementation of the Displacement Tracking Matrix (DTM) or similar assessment and information management activities; and,
  • Experience in coordinating activities at global, regional and/or cross-regional level is an asset.
  • Excellent communication skills: capable to share ideas and explain results to all levels of the Organization and stakeholders; and,
  • Proficiency in at least two of the following: Microsoft Office (Word, Excel, PowerPoint, Publisher), statistical software (Stata, SAS, R, SPSS),
  • Adobe Creative Suite (Illustrator, Photoshop, InDesign), or Geographic Information Systems software (GIS, ArcGIS or equivalent).

 

 

 

IV. LANGUAGES

 

Fluency in English (written and oral) is required. Polish and Ukrainian proficiency is advantage.

Almost eight years after the onset of the crisis in eastern Ukraine, the level of intensity across the entirety of country has escalated. With violence now spread country-wide, internal displacement has reached approximately 6.5 million people since February 24th, and this is likely to increase as fighting continues to intensify, including targeting of civilian and residential infrastructure. New waves of displacement and the deteriorating living conditions of the most vulnerable will continue to exacerbate in the current context.

Under the direct supervision of the IOM Warsaw Head of Programme and thematic guidance of the Emergency Coordinator for Poland, the DTM Country Coordinator is responsible for overseeing aspects of the implementation of displacement tracking and of various activities or projects which may develop within the Displacement Tracking and Monitoring Unit (DTM).

 

 

II. RESPONSIBILITIES AND ACCOUNTABILITIES

 

  1. Manage the overall Displacement Tracking Matrix (DTM) Programme activities in the country.
  2. Supervise and manage the activities and the development of a country wide strategy of the data management and other relevant operations.
  3. Establish and supervise field assessment with multi-layered data collection techniques to gather timely information about displacement trends, patterns and profiles, and combine with any other source of data required.
  4. Responsible for the production of all the required reports and information products on DTM, including, but not limited to, the analytical and statistical reports, displacement profiles, maps and other relevant products.
  5. Develop, manage, implement, fund-raise for and report on DTM-related projects and programmes.
  6. Regularly monitor, propose, and implement all necessary modifications in compliance of the information management systems and infrastructure as per IOM IT policies, standards and best practice for high performance, reliability and information security.
  7. Manage programme staff, prepare and organize training for staff on project activities on a regular basis in all locations where there are project related activities.
  8. Supervise Information Management operational and technical (GIS and Reporting) aspects.
  9. Implement information dissemination tools and operational frameworks for data collection and sharing among key stakeholders.
  10. Liaise and represent IOM at meetings and events where these programmes are being discussed.
  11. Perform such other duties as may be assigned.

 

 

III. REQUIRED QUALIFICATIONS AND EXPERIENCE

 

EDUCATION

  • Master’s degree in Business Administration, International Relations, Political Science, Communications, Information Management, Computer Science or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.   

 

EXPERIENCE AND SKILLS

  • Experience in humanitarian emergencies;
  • Experience  in  the  development  and  implementation  of  the  Displacement Tracking Matrix (DTM) or similar assessment and information management activities;
  • Demonstrated ability to supervise and manage staff at an operational level  in humanitarian emergencies;
  • Experience in the development and implementation of population databases a distinct advantage;
  • Experience in relevant issues such as migration, displacement, and humanitarian assistance would be an asset;
  • Statistical analysis (STATA, SPSS, etc);
  • Experience working in graphic softwares (e.g. Microsoft Powerpoint, Adobe Illustrator, Adobe InDesign)
  • Experience working in international organizations and the humanitarian community;
  • Data collection, research, and report writing;
  • Drafting technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse datasets;
  • Strong computer background, including experience with relational databases, Microsoft applications, spreadsheets, and word processing
