IOM, through the Displacement Tracking Matrix (DTM) Flow Monitoring tool, collects data at key entry, exit and transit points to better understand population movements across West and Central Africa. The monitoring of population flows allows for the quantification and qualification mobility flows and trends, migrant profiles, and migratory experiences and routes. 

In The Gambia, DTM conducts Flow Monitoring activities at several important transit locations in: 

 

1) Barra(FMPs are located at the ferry terminal  and the main garage); 

2) Farafenni(FMPs are located at Farafenni main  garage, Farafenni Ballan-Ghar garage, Farafenni McCarthy and Sanjally  garage, Farafenni turntable garage and the truck garage); 

3) Basse(FMPs are  situated at the main garage and the bus station in Basse Santa-Su) and  

4) Brikama (FMPs are located at the main garage and the Bus station).

 

These activities enable DTM to monitor the movements of passengers within, out of and towards The Gambia as well as the movements of those passengers transiting The Gambia. This report presents the key results from the Flow Monitoring Survey conducted from the 1st to the 31st of July 2022 excluding weekends and national holiday; with data collected for 20 days. The report presents data collected on flows, routes, departure, destination and demographic profiles of travellers observed at the FMPs.

L’objectif de l’outil de suivi des urgences est de rassembler des informations sur les mouvements significatifs et soudains de populations ainsi que sur des urgences sécuritaires et climatiques. Ce tableau de bord présente les informations sur les personnes affectées par la montée des eaux du fleuve Logone ayant provoqué des inondations durant le mois septembre 2022 dans vingt-cinq (25) localités de l’arrondissement de Kai Kai,  et quatre (04) localités de l’arrondissement de Maga dans le département du Mayo Danay, dans la région de l’Extrême-Nord du Cameroun.

Environ 445 ménages (soit 2781 personnes) ont été affectés et déplacés dans plusieurs localités dans le même arrondissement. Les populations affectées par la montée des eaux sont notamment exposées aux maladies zoonotiques, comme le paludisme. Pour le moment  les populations sinistrées ont trouvé refuge en famille d’accueil et d’autres ont entrepris, avec l’accompagnement des autorités locales, l’aménagement des lieux de relocalisation temporaire (écoles et églises). Suite à ces déplacements, les besoins prioritaires des populations sont l’accès aux vivres, la restauration des abris ainsi que la provision d’articles non alimentaires, l’eau, hygiène et assainissement, ainsi que les soins de santé.

In August 2022, a total of 27,005 movements were observed across five of Ethiopia's flow monitoring points (FMPs). This represents an 11% increase in daily average movements in comparison with July 2022 when an average of 784 movements per day were observed.

Outgoing movements during August have continued to be higher (82.3%) than incoming movements (17.7%). A total of 22,231 outgoing movements were observed of which 10,026 (45.1%) were heading towards Saudi Arabia, 2,928 (13.2%) were going to Djibouti, 1,783 (8%) were travelling towards Kenya, 1,602 (7.2%) to Yemen, 1,455 (6.5%) intended to reach Somalia, 993 (4.5%) headed to the United Arab Emirates, and 870 (3.9%) to Sudan while remaining movements were travelling to several Southern Africa, Middle Eastern, European and North American countries.

At the same time, 4,774 incoming movements were observed, of which 1,784 (37.4%) had originated from Sudan, while 1,327 (27.8%) came from Djibouti, 894 (18.7%) from Kenya, 546 (11.4%) movements from Somalia, 196 (4.1%) from Yemen and the remaining from United Republic of Tanzania and South Sudan. Almost all of these were Ethiopian nationals who were likely returning home.

I. ORGANIZATIONAL CONTEXT AND SCOPE

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
The Displacement Tracking Matrix (DTM) has been IOM’s main operational tool for tracking and monitoring the movements and evolving needs of displaced populations since 2004. It has been systematically deployed in medium to large-scale humanitarian response operations in the last eight years, including in all Level 3 emergencies.
The Global DTM Support Team, based in headquarters (Geneva, Switzerland), assembles expertise in operations and coordination, methodology and concept development, mapping and Geographic Information Systems, statistical analysis, database and application system development, and data and information management. The support team has been critical in providing remote and onsite support to DTM field implementation. The team provides a full range of support from the initial development and setup to continuous support on operations, staff deployment, data management, mapping, database systems, and development of information products. At the global level, the team is also striving to enhance the DTM by working on a multitude of initiatives exploring further integration of innovative technologies, improving capacity building components, and designing more streamlined processes.
Under the overall supervision of the Senior DTM Coordination Officer and direct supervision of the DTM Web Development Officer, the incoming DTM Web Development Consultant will be pivotal in the development and maintenance of the DTM global web application platforms and information systems, such as the Global DTM website, and Data Dictionary interface design.

 

 

II. RESPONSIBILITIES AND ACCOUNTABILITIES

Specific duties and responsibilities will include the following tasks:

  1. Design, develop, administer, and maintain the various components of DTM Online Portal and ancillary sites. The websites should comply with IOM overall branding guidelines and security guidelines, be functional under bandwidth constraints, compatible with all devices, integrate innovative and dynamic services.
  2. Manage the design, development and implementation of a scalable system for report indexing and full text searching capabilities on DTM websites and other application systems as needed.
  3. Design, develop, administer and maintain other web-based systems in support to DTM global and field implementation accordingly as the needs are identified.
  4. Support the design process and liaise with DTM support team members in headquarters and relevant DTM staff in the field to identify and design corresponding user interface requirements, workflows, and functionalities for systems described in previous points. As needed, create wireframes, storyboards, and prototypes to propose options for implementation.
  5. Continuously identify, suggest, develop, and implement enhancements and improvements to ensure the systems are up to date and making the best use of the latest technological improvements for better performance.
  6. Develop corresponding system and functional documentation and user manual for such systems as required, and provide relevant training to DTM and other relevant staff on the use, administration, and maintenance of the systems
  7. Provide advisory and technical support on-site or remotely to DTM field implementation in identification of relevant solutions and requirements to web-based application needs in the field.
  8. Ensure that the implementation of the information management systems and application adhere to IOM Data Protection Policy and Information Technology and Communication (ITC) Policies and Standards, including on system and data security.
  9. Perform other duties as may be assigned.

 

 

III. REQUIRED EDUCATION AND EXPERIENCE 

EDUCATION
University Degree in Information Management, Computer Science or a related field from an accredited academic institution with 2-3 years of relevant professional experience.


EXPERIENCE

  • Experience of content management systems mainly Drupal 9 or above is required
  • Solid understanding of the concepts of user experience, user interface design principles and conceptual design.
  • Expert knowledge in HTML, CSS and JavaScript.
  • Knowledge of Bootstrap, jQuery and AngularJS.
  • Knowledge of industry-standard design tools such as Adobe Photoshop, Illustrator and Dreamweaver.
  • Design skills and knowledge and attention to details are essential.
  • Previous experience in web development for DTM field implementation
  • Demonstrate the qualifications and proven experience in the graphic design and technical implementation of user interfaces in a web-based environment.
  • Good Experience of content management systems mainly Drupal 9 or above
  • Good experience in web development using PHP and JavaScript
  • Practical knowledge of frontend developing by utilizing Ajax
  • Experience in using Acquia SiteFactory an advantage

 

 

IV. LANGUAGES

For this position, fluency in English is required (oral and written).    
Working knowledge of French and/or Spanish is an advantage.

The transhumant livestock system is an ancestral practice of pastoralists between Sahelian countries towards coastal countries. These Sahelian countries are faced with vulnerability factors (security crisis, irregular rainfall, competition over natural resources) that threaten their sustainability, weaken their capacity to adapt and provoke tensions between communities that sometimes result in deadly conflicts.​
To better understand transhumance movements trends and the impact of vulnerabilities on transhumant communities, IOM has developed the Transhumance Tracking Tool (Transhumance Tracking Tool – TTT) through its Displacement Tracking Matrix DTM, with the Bilital Maroobe Network (RBM) and its members the pastoralist organisations, to monitor transhumance in cross-border areas in countries where RBM operates.​

In the framework of this project, the TTT provides an understanding of the dynamics of cross-border transhumance between Burkina Faso, Niger, Nigeria and Mali by combining three components: mapping, counting and alerting.​
The purpose of the alert system is to identify events related to the use of natural resources, agro-pastoral practices, and disasters in the cross-border area of different countries, to understand the existing conflict resolution methods, and to inform competent authorities to reduce tensions in the municipalities of intervention. This system makes it possible to identify alerts related to a conflict event (event alert) or to a massive, early, late or unexpected movement of livestock (prevention alert) that could lead to conflict. These alerts, once transmitted to the various actors, are used for conflict prevention or actions towards resolutions. This report presents data from the alert tool for the months of July to August 2022

In September 2022, IOM Yemen DTM recorded 6,041 migrants entering Yemen, an 8% decrease compared to August 2022 (6,542 ). In Shabwah DTM has registered an increase in arrivals compared to the last months in contrast to Lahj, which registered a decrease this month. The overall decrease is in part linked to increased security measures by Djibouti coast guards and the condition of the weather and the sea.

Due to the deteriorating humanitarian crisis in Yemen and the challenges in moving towards KSA, many migrants opted to return to the Horn of Africa. DTM teams in Djibouti recorded that during September 2022, a total of 187 migrants took the risky return by boat from Yemen to travel home. Moreover, DTM recorded 4,532 Yemeni returns from KSA during the month of September 2022, compared to 5,522 in August 2022.

Between 1 January and 30 September 2022, DTM recorded 47,020 migrants and 49,815 Yemeni migrant returnees to Yemen.

The migrant caseload was around 91 per cent Ethiopian nationals, and around nine per cent Somali nationals. The migrants are predominantly male (66%), with (22%) women, eight per cent boys and four per cent girls also among the travelers.

Through September’s reporting period, 3,620 migrants arrived from Somalia and were recorded at Ber Ali flow monitoring point in Shabwah governorate. In Lahj governorate, 2,421 migrants arrived from Djibouti, where 1,694 were recorded at Al Makhabbah flow monitoring point (FMP), 500 at Al Cawhah FMP, 118 at Hasy Eisa FMP, 79 at Al-Batin FMP, and 30 at Al Azaf FMP.

  في سبتمبر 2022 ، سجلت مصفوفة تتبع النزوح (DTM) التابعة للمنظمة الدولية للهجرة في اليمن 6,041 مهاجرًا دخلوا اليمن ،بانخفاض قدره (%8) مقارنة بـ 6,542 مهاجرًا في اغسطس 2022. سجلت مصفوفة تتبع النزوح في محافظة شبوة زيادة في عدد الوافدين (10+%) مقارنة بالشهر الماضي على عكس لحج التي شهدت انخفاضاً هذا الشهر (25-%). ويمكن ربط الانخفاض العام بالأحوال الجوية والمد البحري وزيادة دوريات خفر السواحل في جيبوتي.

بسبب الأزمة الإنسانية المتدهورة في اليمن والتحديات في المضي قدمًا نحو المملكة العربية السعودية ، اختار العديد من المهاجرين العودة إلى القرن الأفريقي. حيث سجلت فرق مصفوفة تتبع النزوح في جيبوتي خلال سبتمبر 2022 ، خوض 187 مهاجراً رحلة العودة الخطرة على متن قوارب من اليمن. بالإضافة إلى ذلك ، سجلت مصفوفة تتبع النزوح في اليمن حوالي  4,532 يمني عادوا من المملكة العربية السعودية خلال شهر سبتمبر، مقارنة بـ 5,522 في اغسطس 2022. خلال الفترة بين 1 يناير و 30 سبتمبر 2022، وصل ما يقدر بـ 47,020 مهاجرًا و 49,815 يمنيًا عائداً إلى اليمن.

حيث مثل عدد المهاجرين من إثيوبيا91 % في المائة و في المائة من الصوماليين. كانت غالبية المهاجرين من الذكور  (66%) مع (22%) من النساء ، و ثمانية  في المائة من الأولاد واربعة في المائة من الفتيات اللواتي كنا ايضاً من ضمن المسافرين.

خلال فترة التقرير في سبتمبر 2022، شوهد وصول 3,620 مهاجرا من الصومال وتم تسجيلهم في نقطة مراقبة التدفق في بئر علي في محافظة شبوة. بينما شهدت نقاط مراقبة التدفق بمديرية المضاربة والعارة بمحافظة لحج وصول عدد 2,421 مهاجرا وصلوا من جيبوتي , حيث تم تسجيل 1,694 في المخابأه ؛ وا 500 في الكوحه ؛ وا 118 في حسي عيسى ؛ وا 79 في الباطن ؛ وا 30 في العزاف.

Depuis plusieurs années, la République centrafricaine (RCA) est affectée par des crises politiques, sécuritaires et humanitaires liées aux violences armées, aux tensions intercommunautaires ou à la transhumance dans certaines zones. Après une montée de la crise pendant la période électorale de fin 2020 / début 2021, la situation sécuritaire est restée volatile tout au long de l’année 2022 marquée par une intensification des opérations militaires opposant les Forces Armées Centrafricaine (FACA) (appuyées par leurs alliés) aux groupes armés luttant pour le contrôle des territoires. Ces affrontements entre éléments armés continuent d’engendrer des déplacements à l’échelle nationale et plus particulièrement dans les zones Centre, Sud- Est et Nord-Ouest. De surcroît, les inondations constatées depuis le début de la saison hivernale à partir du mois de juin accroissent la vulnérabilité des populations en engendrant le déplacement temporaire de milliers de personnes installées dans des lieux de regroupement spontanés, surtout dans la zone urbaine de Bangui et Ombella-Mpoko.

Le système d’élevage transhumant est une pratique ancestrale des éleveurs entre pays sahéliens vers les
pays côtiers Ces pays sahéliens sont confrontés à des facteurs de vulnérabilité (crise sécuritaire,
pluviométrie irrégulière, compétition sur les ressources naturelles) qui menacent leur durabilité, fragilisent
leur capacité d’adaptation et provoquent des tensions entre communautés qui résultent parfois en des
conflits meurtriers.
Afin de mieux comprendre les tendances des mouvements transhumants et l’impact des fragilités sur les
communautés transhumantes, l’OIM, à travers de sa Matrice de suivi des déplacements Displacement
Tracking Matrix DTM), a déployé l’outil de suivi de la transhumance (Transhumance Tracking Tool
TTT) avec le Réseau Bilital Maroobe ( et ses antennes d’organisations d’éleveurs pour faire le suivi
dans les zones transfrontalières des pays d’intervention du RBM
Le TTT permet de comprendre les dynamiques liées à la transhumance transfrontalière dans l'Afrique
centrale et de l'ouest, et dans le cadre de ce projet entre le Niger et ses pays voisins le Burkina Faso, le
Nigéria et le Mali Il combine trois composantes la cartographie, le comptage et l’alerte
Le système d’alerte a pour objectif de recenser les évènements liés à l’utilisation des ressources naturelles,
aux pratiques agro pastorales, ainsi qu’aux catastrophes dans la région transfrontalière de différents pays,
de comprendre les modes de résolution de conflits existants et d’informer les autorités compétentes afin
de réduire les tensions dans les communes d’intervention Ce système permet de recenser les alertes liées
à un évènement conflictuel (alerte évènement) ou à un mouvement massif, précoce, tardif ou inattendu
de bétail (alerte prévention) qui pourrait provoquer un conflit Ces alertes, une fois transmises aux
différents acteurs, sont utilisées pour des actions de prévention ou de résolution de conflits Ce rapport
présente les données de l’outil d’alerte pour les mois de juillet à août 2022
