خلال ما بين شهري فبراير وأبريل من سنة 2022، أحصت مصفوفة تتبع النزوح في ليبيا وجود إجمالي 788.649 مهاجرا ينحدر أصلهم من أكثر من 41 جنسية في بلديات ليبيا الـ100 وفي إطار الجولة 41 من تجميع البيانات.

وأظهرت البيانات التي جمعتها مصفوفة تتبع النزوح في ليبيا أنّ عدد المهاجرين قد ارتفع في مقارنة بالجولة السابقة (635.051 مهاجرا في الجولة 40، يناير 2022) على منوال النّسق الذي بدأ في مطلع سنة 2021 (الرسم البياني 1). غير أنّ عدد المهاجرين في ليبيا لا يزال أدنى قليلا من العدد المسجّل في سنة 2019 بالنسبة إلى نفس الفترة (65.144 مهاجر خلال ما بين يونيو ويوليو 2019، الجولة 26). وفي سنة 2020 ، انخفض عدد المهاجرين في ليبيا على إثر بداية جائحة كوفيد 19 والتباطؤ الاقتصادي وتشديد المراقبة الأمنية، إلى جانب التقييدات المفروضة على التنقّل والتراجع الاقتصادي. وفيما قد يكون لإلغاء التقييدات المفروضة على التنقل والمرتبطة بكوفيد 19 وللتحسّن الذي شهده سوق العمل (كما يتّضح من انخفاض نسبة البطالة) ولتوقّف النزاع المسّلح دور في ارتفاع عدد المهاجرين، فإنّ هذا النسق يتوافق أيضا مع وصول العمّال المهاجرين الموسميين إلى ليبيا (فيما بين شهري مارس ومايو عامّة).

Compte tenu de la nécessité de disposer d'informations précises et agréées par les autorités, l'OIM - par le biais de la matrice de suivi des déplacements (DTM) - a mené des évaluations de suivi de la mobilité (MT) depuis 2018. Ces exercices sont mis en œuvre dans les provinces de l'Ituri, du Nord et du Sud-Kivu, et du Tanganyika avec l'objectif de fournir des estimations sur la présence, le nombre de groupes de population affectés (PDI, retournés), les raisons du déplacement, la durée du déplacement et les besoins spécifiques au sein de lieux définis. 

Les statistiques sommaires présentées dans ce rapport sont tirées des derniers cycles de suivi de la mobilité pour chaque province qui ont eu lieu entre avril et mai 2022 afin de produire une vue d'ensemble de la situation du déplacement dans la région de l'Est de la RDC. Dans les quatre provinces de l'Est de la RDC, qui comprennent les provinces de l'Ituri, du Nord-Kivu, du Sud-Kivu et du Tanganyika, DTM a identifié 5 164 821 personnes déplacées internes (PDI) et 3 291 428 personnes retournées en mai 2022, présentes dans 64 pour cent des villages évalués. Les chiffres globaux des PDI sont les suivants : 39 pour cent des PDI (2 001 284 personnes) se trouvent en Ituri, suivis de 31 pour cent (1 578 424) au Nord-Kivu, 24 pour cent (1 255 056) au SudKivu et 6 pour cent (330 057) au Tanganyika.

IOM - through the Displacement Tracking Matrix (DTM) - has conducted Mobility Tracking (MT) assessments since 2018. These exercises are implemented in Ituri, North and South Kivu, and Tanganyika provinces with the objective of providing estimates on the presence, number of affected population groups (IDPs, returnees), reasons for displacement, length of displacement and specific needs within defined locations.

The summary statistics presented in this report are pulled from the latest Mobility Tracking rounds for each province which took place between April and May 2022 to produce an aggregated overview of the displacement situation in the eastern region of DRC. In the four Eastern provinces of the Democratic Republic of the Congo (DRC), which includes Ituri, North Kivu, South Kivu and Tanganyika provinces, DTM identitied 5,164,821 internally displaced persons (IDPs) and 3,291,428 returnees as of May 2022, present in 64 per cent of the assessed villages. Overall IDP figures are as follows: with 39 per cent of IDPs (2,001,284 individuals) located in Ituri, followed by 31 per cent (1,578,424) in North Kivu, 24 per cent (1,255,056) in South Kivu and 6 per cent (330,057) in Tanganyika.

IOM, through the Displacement Tracking Matrix (DTM) Flow Monitoring tool, collects data at key entry, exit and transit points to better understand population movements across West and Central Africa. The monitoring of population flows allows for the quantification and qualification of mobility flows and trends, migrant profiles, and migratory experiences and routes. Since March 2017 two Flow Monitoring Points (FMPs) have been active in Kano and Sokoto in northern Nigeria, monitoring mobility within the country and between Nigeria, Niger and beyond.

During the reporting period, on average, 990 individuals were observed at FMPs daily, a decrease of 17 per cent compared to previous quarterAll observed travellers were conducting a cross-border movement (37% were entering the country, while 63% were leaving the country). Between April and June 2022, the main cities from which individuals travelled from (inflow) were Maradi (49%), Zinder (26%), Tahoua (20%) and Niamey (3%) in Niger. Travellers from Nigeria (outflow) were primarily headed to Maradi (48%), Zinder (41%), Tahoua (6%) and Diffa (3%) in Niger. The main modes of transportation were car (65%), bus (31%), motorbike (1%), foot (1%) and bicycle (1%).

The DTM Emergency Event Tracking (EET) is deployed to track sudden displacement and population movements, provide more frequent updates on the scale of displacement, and quantify the affected population when needed. As a subcomponent of the new Mobility Tracking methodology in Sudan (Round Four), and activated on a need basis, EET utilises a broad network of key informants to capture best estimates of the affected population presence per location – a useful tool for humanitarian response planning and design
