In October 2023, 317 alerts were reported, comprising 273 events (86%) and 44 movements (14%). The reported event alerts encompass agro-pastoral conflicts, inter and intra-community tensions, violent clashes, kidnappings for ransom, cattle rustling, and robberies, among others. Lau and Zing LGAs recorded the highest number of alerts at 21 and 16 per cent respectively. At the same time, Demsa, Guyuk, Shelleng, Lamurde, Mayo-belwa, Numan and Girei LGAs reported 15, 12, 10, 8, 7, 6, and 5 per cent respectively. Disaggregated data at the ward level suggested that Kodomti ward in Numan LGA of Adamawa state reported the highest number of alerts at the ward administrative level, accounting for 7 per cent. Additionally, the Chikila ward in Guyuk LGA of Adamawa State, and Monkin and Zing LGAs in Taraba State each reported 5 per cent of the alerts.
The reported event alerts indicated a 5 per cent instance of population displacement, while 15 per cent of the alerts resulted in casualties or injuries.

ساهم تغير المناخ والتدهور البيئي في نزوح ما لا يقل عن 55,290 فردًا في المواقع التي قيمتها المنظمة الدولية للهجرة في وسط وجنوب العراق بين يناير 2016 وأكتوبر 2022. ويمثل هذا ما يقدر بنحو 15 في المائة من السكان الأصليين الذين كانوا يقيمون في هذه المواقع. بمعنى آخر، نزح أكثر من شخص واحد من كل 10 أشخاص من هذه المواقع خلال السنوات الست الماضية. ونظرًا للارتفاع الملحوظ في الهجرة البيئية في عام 2022، فمن المتوقع أن يتفاقم هذا الاتجاه، لا سيما في ظل عدم وجود استراتيجيات كافية للتخفيف والتكيف.

ومن أجل فهم الأسباب الجذرية لهذه الحركات بشكل أفضل، قامت مصفوفة تتبع النزوح التابعة للمنظمة الدولية للهجرة (IOM) بتطوير أداة لتقييم مدى تعرض الموقع للنزوح الناجم عن المناخ. قامت الأداة بقياس أربعة أبعاد: 1) الأحداث البيئية والحصول على المياه، 2) الخدمات والبنية التحتية، 3) سبل العيش وتدابير التخفيف و4) التوتر والصراع. يعرض هذا التقرير الموجز النتائج الرئيسية عبر هذه الأبعاد.

On November 5th, 2023, 28 Chadian nationals (26 men, 2 women) were collectively expelled from Libya and arrived in the town of Ounianga-Kébiron 7 November 2023. Most of the expelled persons come from Guéra, WadiFira, Ouaddaï and Batha. They reported having spent between one and seven months in Libyan prisons in Benghazi, Djidabya and Kouffra before being expelled.

As such, an assessment was carried out in Ounianga-Kébiron 8 November 2023 by an IOM team in order to register these expelled individuals.

During the same day, they received food, non-food items (mainly blankets and mats), healthcare and transport to their places of origin.

From 1 January to 18 November 2023, IOM Yemen DTM tracked 9,405 households (HH) (56,430 Individuals) who experienced displacement at least once.

Between 12 and 18 November 2023, IOM Yemen DTM tracked 37 households (222 individuals) displaced at least once. The majority of people moved into/within the following governorates and districts:

  • Ma’rib (21 HHs) – Ma’rib (8 HHs), Harib (7 HHs), Ma’rib City (6 HHs) districts. Most displacements in the governorate originated from Ma’rib and Ta’iz.
  • Ta’iz (16 HHs) – Al Mawasit (11 HHs), Salah (3 HHs), Al Maafer (2 HHs) districts. Most displacements in the governorate originated from Ta’iz and Ibb.
The majority of people moved from the following governorates and districts:

  • Ta’iz (14 HHs) – Salah (4 HHs), Al Maafer (3 HHs), Al Misrakh (3 HHs) districts.
  • Ibb (5 HHs) – Al Odayn (3 HHs), Far Al Odayn (1 HH), Yarim (1 HH) districts.
  • Ma’rib (5 HHs) – Harib (4 HHs), Al Jubah (1 HH) districts.

    IOM Yemen DTM’s Rapid Displacement Tracking (RDT) tool collects data on estimated numbers of households forced to flee on a daily basis from their locations of origin or displacement, allowing for regular reporting of new displacements in terms of estimated numbers, geography, and needs. It also tracks returnees who returned to their location of origin.

    In response to the Somalia’s severe drought beginning in November 2021, DTM Somalia launched an Emergency Trends Tracking (ETT) tool first in Gedo and Bay regions in 2022, and subsequently in Hiraan, Banadir and Middle Shabelle regions in 2023 to monitor drought related displacement trends and hotspots in support of operational planning. However, during the first half of 2023, conflict and flooding displacements have been significant. Therefore, DTM restructured its ETT tool to capture multi-shock displacements (drought, flood, conflict and other) from October 2023.

    ETT is a crisis-based tool that tracks sudden displacement triggered by specific events or emerging crises. The objective of ETT is to help prioritize humanitarian response and to enable partners to deliver rapid assistance.

    After the death of a gang leader in the municipality of Cité of Soleil, armed attacks occurred there, leading to the displacement of approximately 248 households made up of more than 1,000 individuals. These attacks are still ongoing at the time of writing this report and further population displacements may occur, in which case the DTM will issue update reports. Almost all of displaced people took refuge in host families, particularly towards the municipality of Delmas.

    Between 10 and 14 November 2023, attacks, and fear of attacks by Non-State Armed Groups in Macomia district (Litandacua and Novo Cabo Delgado localities) triggered 1,546 individual displacements within Macomia and Muidumbe districts. Reported families have taken shelter within resettlement sites and host communities in Changane, Nanga A, Matambalale and Napulubo bairros. Assessment teams record 237 families/920 individuals displaced within Nanga A Relocation Site in Macomia Sede and 31 families/155 individuals displaced within Matambalale site Relocation site in Muidumbe. An estimate of 78 Internally Displaced Persons (IDPs) have been identified with vulnerabilities.

    An estimated 842 were children under 18 years old. Between 13-14 November, approximately 155 individuals displaced from Macomia journeyed over 100km by foot to Muidumbe Displacement Site (Centro de Mtambalale). Owing to prevailing security concerns reported by displaced families, intentions on duration of their stay in sites and host communities remains uncertain. Movements in the region continue to be dynamic between Chai posto, Macomia Sede and Muidumbe. The objective of the Emergency Tracking Tool (ETT) - Movement Alert is to collect information on large and sudden population movements, and to provide support to the humanitarian response partners by
    disseminating data on IDPs to support effective humanitarian response to the affected population. Information is collected through key informants' interviews or direct observation. This alert provides basic information on displacements, and additional information can be shared upon request.

    The Transhumance Tracking Tool (TTT) collects key data on transhumance movements in Katsina State, with the aim of providing the information needed for the implementation of support programs for populations on the official and unofficial transhumance corridors.

    To better understand transhumance movements trends and the impact of vulnerabilities on transhumant communities, IOM has developed the Transhumance Tracking Tool (TTT) through its displacement tracking matrix (DTM). The purpose of the early warning alert system is to identify events related to the use of natural resources, agro-pastoral practices and herders’ movements that are linked to events or massive/unexpected movement of livestock that could cause a conflict. To understand existing conflict resolution methods, and to inform competent authorities to reduce tensions in the affected areas of intervention. This system makes it possible to identify alerts related to a conflict event (event alert) or to a massive, early, late or unexpected movement of livestock (prevention alert) that could lead to conflict. These alerts, once transmitted to the various actors, are used for conflict prevention or actions towards resolutions.

    This report presents data from the alert tool for the month of September 2023. A network of key informants selected from members of the Community Response Networks (CRNs) and LGA-based team leads were used for data collection.

    During the month of September 2023, the TTT Early Warning tool captured 32 alerts in Batsari, Dan Musa, Jibia and Kanakara LGAs of Katsina State. The triangulated alerts included 33 (100%) events, no (0%) massive/sudden movements were recorded during the period. The event alerts spread across 52 per cent of the wards in the four operational LGAs. Bugaje and Hurya wards located in Jibia and Kankara LGAs respectively, share the highest number of recorded event alerts.

The triangulated alerts included 8 (89%) events, and 1 ((11%) massive/sudden movements were recorded during the period. Abdallawa and Malagum wards located in Kaita and Kaura LGAs respectively, share the highest number of recorded event alerts.
