The information below was collected following several armed attacks that occurred between 25 April and  5 May 2024, in the commune of Delmas, specifically in the neighborhoods of Cité Numéro 2 (Delmas 24) and Solino. As a result of these incidents, residents from six sites located in the neighborhoods of Cité Numéro 2, Carrefour Pean, 2ème cité Saint Martin, and Sylvio Cator - Delmas 28 were forced to evacuate these sites. In total, 5,178 individuals were displaced, including residents from these six sites and residents from the Cité Numéro 2 neighborhood. Internally displaced persons (IDPs) headed towards the communes of Port-au-Prince, Delmas, Croix-Des-Bouquets, and Tabarre. Among them, 51% found refuge with host families, while 49% settled in ten sites, including six new sites and four pre-existing sites.

• Nearly 750,000 people have crossed into Chad since the onset of the crisis in Sudan. IOM estimates that more than 165,422 among them are Chadian returnees and expects this number to rise to 183,000 by the end of April 2024, due to ongoing conflict in Darfur and the current suspension of the humanitarian corridor between Adré and Darfur.
• IOM, as the lead agency for the returnee response, collaborates with a range of operational partners including the Government of Chad, UNHCR, OCHA, LWF, PUI, UNICEF, MSF, UNFPA, LMI, ICRC, IRC, ACTED, the Chadian Red Cross, HELP-Tchad, ATURAD, Concern Worldwide, COOPI, INTERSOS, and WFP.
• In coordination with CNARR and humanitarian organizations, IOM has registered 111,132 returnees and identified 365 third-country nationals (from South Sudan, Niger, Ethiopia, the Central African Republic, Burkina Faso, Sierra Leone, Nigeria, and Uganda) in 43 localities in three provinces.
• Most of the returnees currently live in spontaneous locations near the border and are in urgent need of food, water, sanitation and hygiene, shelter, household items, health, and protection.
• IOM is developing the returnee communities of Tongori, Ouaddaï province, and Deguessa, Sila province which, with over 13,000 and 25,000 individuals respectively, are the two largest returnee sites in eastern Chad. IOM and partners offer shelter, NFI, WASH, MPCA, and Protection/MHPSS assistance in those two sites.
• IOM is coordinating with local authorities and diplomatic representations for the voluntary return to their home countries of third-country nationals (TCNs) from countries including Ethiopia, South Sudan, Nigeria, Niger, and Cameroon previously living in Sudan and displaced to eastern Chad.

Dans la région orientale de la République démocratique du Congo (RDC), en particulier au Nord-Kivu, un conflit prolongé et de plus en plus complexe persiste. Ce conflit est caractérisé par la présence de divers groupes armés, y compris le groupe M23 et les Forces Armées Congolaises (FARDC), ainsi que leurs alliés respectifs. Depuis le début de cette année, le M23 a progressé dans la partie orientale de la RDC, notamment vers Goma, qui sert de capitale du Nord-Kivu. Les récentes actions entreprises par le M23 suggèrent leur intention de prendre le contrôle de Goma, marquant potentiellement leur deuxième occupation de la ville après une brève période de contrôle en 2012.

Depuis le début de la crise, l'OIM, par le biais de la matrice de suivi des déplacements (DTM) continue à mener une série d'évaluations rapides, y compris le suivi des urgences (EET/ERM), l'analyse des crises et enregistrement avec priorité de répondre aux besoins immédiats d'information en vue de comprendre la dynamique des déplacements et les besoins. Ce rapport présente les résultats des évaluations menées dans les différentes zones de déplacement et de retour du 29 mars au 26 avril 2024

In the eastern region of the Democratic Republic of Congo (DRC), particularly in North Kivu province, a prolonged and increasingly complex conflict persists, characterized by the presence of numerous armed groups, including the M23 group and the Congolese Armed Forces (FARDC) and their respective allies. Since the beginning of this year, the M23 has been advancing in the eastern part of the DRC, particularly towards Goma, which serves as the capital of North Kivu. Recent actions by the M23 suggest their intention to take control of Goma, potentially marking their second occupation of the city after a brief period of control in 2012.

Since the onset of the crisis, the International Organization for Migration (IOM), through the Displacement Tracking Matrix (DTM) continues to conduct a series of rapid assessments, including Emergency Tracking (EET/ERM), Crisis Analysis and
Registration activities, addressing immediate information needs with a view to understanding displacement dynamics and needs. This report presents the results of assessments carried out in the various displacement and return areas from 29 March to 26 April 2024

IOM Afghanistan's DTM Flow Monitoring activity, initiated at the beginning of 2024, seeks to quantify and better understand the mobility dynamics at Afghanistan’s borders. On 10 January 2024, DTM began deploying field teams at four border crossing points with the Islamic Republic of Iran (IRN) and Pakistan (PAK), expanding to another border crossing point Ghulam Khan as of 11 February (see map below for the locations of all five crossing points), to conduct two interlinked exercises. The first is a headcount of all individuals entering or leaving Afghanistan (including returnees), also called Flow Monitoring Counting (FMC), to gauge flow volume. The second is a survey of randomly selected Afghan national individuals or groups entering or leaving Afghanistan, also called the Flow Monitoring Survey (FMS), to understand the profiles, motivations, and vulnerabilities of the target population. The inflow from Pakistan increased over the monitoring period. This may be related to media reports and speculation about a potential resumption of the repatriation process, targeting primarily Afghan Citizen Card (ACC) holders, starting from April 15, 2024. However, according to the Pakistani Ministry of Foreign Affairs as of April 26, the repatriation process has not yet begun. Additionally, the Government of Pakistan recently extended the validity of 1.3 million PoR cards for Afghan refugees in Pakistan up to June 30, with their repatriation planned for after the repatriation of ACC holders (Voice of America News). This snapshot provides key findings combining various IOM data sources, including DTM Afghanistan’s FMC and FMS activities, DTM Pakistan’s Flow Monitoring of Afghan returnees, and IOM Afghanistan’s Cross-Border Post-Arrival Humanitarian Assistance (CB-PAHA) program, for the period 21 to 27 April 2024. These findings were collected following an armed attack on the 2nd of May, 2024, in the municipality of Delmas, specifically in the neighborhood of Cité Numéro 2. As a consequence of this incident, individuals residing in five sites within the neighborhoods of Cité Numéro 2, Carrefour Pean, and 2eme cité Saint Martin were compelled to evacuate these premises entirely. The total number of displaced persons amounted to 3,720, encompassing both residents from the aforementioned five sites and those from the Cité Numéro 2 neighborhood. These internally displaced persons (IDPs) relocated to the communes of Port-au-Prince and Delmas. Of the IDPs, 60% sought refuge with host families, while the remaining 40% settled in nine sites, consisting of three newly established sites, five pre-existing sites, and one site that serves as an extension of an existing one.

Between 22 and 28 April 2024, a total of 1,252 new arrivals were recorded at locations in Adamawa and Borno states. The new arrivals were recorded at locations in Askira/Uba, Bama, Biu, Damboa, Gubio, Gwoza, Hawul, Kaga, Kala Balge, Konduga, Monguno and Ngala Local Government Areas (LGAs) of the most conflict-affected Borno State, and in Fufore, Gombi, Guyuk, Hong, Lamurde, Madagali, Maiha, Mayo-Belwa, Michika, Mubi North, Song, Yola North and Yola South LGAs of Adamawa State.
ETT assessments identified the following movement triggers: poor living conditions (309 individuals or 25%), improved security (250 individuals or 20%), seasonal farming (242 individuals or 19%), family re-unification (160 individuals or 13%), fear of attack (154 individuals or 12%), military operations (100 individuals or 8%) and attack (37 individuals or 3%).

Le rapport DTM indique qu'entre le 22 et le 28 avril 2024, au Burundi, 44 202 personnes ont été affectées et 3 455 déplacées suite à des pluies torrentielles, des glissements de terrain, et des inondations nécessitant une réponse immédiate de la communauté humanitaire. Parmi les affectés, 23 043 sont des femmes et 21 159 sont des hommes.

La répartition par type d'urgence montre que les inondations ont affecté 24 891 personnes et en ont déplacé 2 539, les pluies torrentielles ont affecté 19 033 personnes et en ont déplacé 804, et les glissements de terrain ont affecté 278 personnes et en ont déplacé 112. Les groupes vulnérables comprennent 40 femmes enceintes ou allaitantes, 10 hommes seuls chefs de ménage, 9 femmes seuls chefs de ménage, 7 personnes avec une maladie chronique, et 7 personnes âgées vivant seules. Les dommages incluent de nombreuses habitations ainsi que des infrastructures telles que des écoles, des églises et des bâtiments administratifs. Cette situation met en lumière la nécessité d'une aide humanitaire continue et ciblée dans la région.

In Haiti, the Displacement Tracking Matrix (DTM) collects data on forced displacement and migration flows, as well as information on the profiles and needs of mobile populations. In the framework of these activities, DTM produces a number of information products (including reports, dashboards, maps and datasets) compiling and analyzing the data gathered, in order to inform partners’ responses and strategies. A feedback survey on the use of DTM Haiti’s information products was conducted from 23 February to 17 March 2024, with the goal of improving these products. This dashboard summarizes the main results of the survey, which includes the input of 65 partners.

In 2023, DTM Haiti published 73 information products on its portal (dtm.iom.int/haiti). They were downloaded more than 55,000 times. 95% of partners indicated that they were familiar with DTM Haiti’s work, and of those, 97% used DTM Haiti information products for their work

Results of the survey show that the most widely read products were the dashboards on displacement situation (read at least once in 2023 by 92% of surveyed partners), the Emergency Tracking Tool (ETT) dashboards (86%) and the report on profiles and multisectoral needs of populations affected by displacement (65%).

These 3 products were also mentioned by respondents as the most relevant to their work : dashboards on displacement situation (78%), ETT dashboards (75%) and the report on profiles and multi-sectoral needs of populations affected by displacement (52%). Respondents were reportedly most satisfied with the dashboards displacement situation (87% are satisfied with this product) and ETT dashboards (79%).
