Between 21 and 27 February 2022, a total of 2,664 movements were recorded in Adamawa and Borno States. The recorded movements consisted of 2,264 arrivals and 400 departures. Arrivals were recorded at locations in Askira/Uba, Bama, Gwoza, Kala/Balge and Monguno Local Government Areas (LGAs) of the most conflict-affected State of Borno and in Fufore, Girei, Gombi, Hong, Lamurde, Maiha, Michika, Mubi South, Numan, Song, Yola North and Yola South LGAs of Adamawa State.

Departures were recorded in Fufore, Gombi, Hong, Lamurde, Maiha, Michika, Mubi South, Numan and Yola South LGAs of Adamawa State. No departures were recorded in Borno State.

The current outbreak of COVID-19 has affected global mobility in the form of various travel disruptions and restrictions. To better understand how COVID-19 affects global mobility, DTM has developed a COVID-19 database mapping the different restrictions to provide a global overview. For this, DTM uses the IATA site as the primary source of restrictions with the information reported per country and territory, and to the country of application.

Data collected includes:

  1. Date of restriction 
  2. Country, territory or area of restriction
  3. Countries, territories or areas on which restrictions were imposed
  4. Type of restriction- total restriction, or conditional restriction – such as medical/ and or visa restriction

This DTM COVID-19 Travel Restrictions Output presents an analysis based on country imposing, the country being imposed upon, and the aggregation of the restriction type. The aim of the data analysis is to provide an overview of the COVID-19 outbreak on global mobility and to help identify and develop responses.

La transhumance est une pratique de longue date en Mauritanie où elle a évolué au cours des dernières décennies telles que la raréfaction des ressources impliquant la redéfinition des routes empruntées par les troupeaux. Par conséquent, des conflits peuvent survenir lorsque les agriculteurs et les éleveurs transhumants. Dans le cadre du Suivi des Mouvements de Transhumance, l’OIM met en œuvre un système d’alerte qui a pour objectif de recenser les mouvements inattendus de bétail et les conflits ou catastrophes naturelles liés à l’utilisation des ressources naturelles et aux interactions entre agriculteurs et éleveurs, de comprendre les modes de résolution de conflits existants et d’informer les autorités compétentes, dans l’objectif de réduire les tensions dans les régions d’intervention. Ce tableau de bord présente les informations fournies par le biais de 21 informateurs clés, présents dans huit régions (Assaba, Brakna, Gorgol, Guidimakha, Hodh El Chargui, Hodh El Gharbi, Tagant et Trarza) pendant le mois de Janvier 2022.

I. ORGANIZATIONAL CONTEXT AND SCOPE

The Displacement Tracking Matrix (DTM) has been the International Organization for Migration’s (IOM) main operational tool for tracking and monitoring the movements and evolving needs of displaced populations since 2004. It has been systematically deployed in medium to large-scale humanitarian response operations in the last four years, including in all Level 3 emergencies.

Under the overall supervision of Regional Director (RD) for Asia and the Pacific and direct supervision of the Regional DTM Officer of the Regional Office for Asia and the Pacific (ROAP) and in coordination with the Global DTM team in Headquarters (HQ) in Geneva, Switzerland and the Migration Emergency Coordinators (MEC) Support Team for Afghanistan, the Regional Displacement Tracking Matrix (DTM) Support Officer will be responsible for providing coordination and management support to Country Offices (CO) in Asia and the Pacific to implement country level and regional DTM projects and initiatives, focusing on ongoing emergencies and response.

 

 

II. RESPONSIBILITIES AND ACCOUNTABILITIES

 

  1. Support in managing the technical aspects of regional DTM support operations and initiatives and facilitate synergy of various related tools and systems development with the Global DTM support team in HQ.
  2. Provide on-site or remote direct operational and technical guidance and support to DTM programs linked to the Afghanistan emergency response in the region as required, including travel to IOM field offices and COs to support DTM implementation.
  3. Monitor and inform on the production of information outputs in relation to regional and country-level DTM linked to the Afghanistan emergency response, including, but not limited to, analytical and statistical reports, displacement profiles, maps and other relevant products, to facilitate their highest possible quality. Produce products independently using secondary source data to support COs with no capacity, particularly during initial crisis response actions.
  4. Implement training and other capacity building activities on DTM to program staff
  5. Facilitate the timely preparation and generation of regional, sub-regional and national level information products, as well as support information sharing and dissemination to all relevant channels.
  6. Liaise with relevant national and regional stakeholders and United Nations (UN) agencies to discuss, inform and explore potential development and initiatives in relation to the implementation of DTM programs and projects at the regional and country levels.
  7. Assist the DTM Afghanistan Crisis Response Coordination Team (ACRCT) and the Migration Emergency Coordinators (MEC) Support Team for Afghanistan with the consolidation and development of weekly internal and external mobility reports related to Afghanistan and neighboring countries.
  8. Work closely with the DTM REMAP Support Team in ROAP and the DTM ACRCT team to identify gaps in existing human mobility and displacement data, specific data needs related to the humanitarian crisis in Afghanistan for national, regional, sub-regional cross thematic analysis and to help strengthen evidence-base. Contribute to the development of tools and reporting mechanisms to fill those gaps.
  9. Assist in organizing national and regional situation briefings, data seminars and other visibility events related to humanitarian crisis in Afghanistan, prepare invitations, participant lists, background notes and other relevant documents.
  10. Work closely with the Asia-Pacific Regional Data Hub (RDH) to identify gaps in existing human mobility and displacement data, specific data needs for national, regional, subregional cross thematic analysis and to help strengthen evidence-base. Contribute to the development of tools and mechanisms to fill those gaps.
  11. Facilitate the integration of relevant standards, manuals, and guidelines into the DTM implementation. These should include, but not limited to, the IOM Data Protection Manual, standard and guidelines in relation to Gender-based Violence (GBV) and Protection Mainstreaming, and IOM Information Technology and Communication (ITC) Standards.
  12. Participate in the Regional Information Management Working Group (RIMWG),and at other relevant working groups or initiatives that require information management and data analytics.
  13. Perform such other duties as may be assigned.

 

 

III. REQUIRED QUALIFICATIONS AND EXPERIENCE

 

EDUCATION

  • Master’s degree in Political or Social Science, Law, Management, Information Management, Disaster Risk Management or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

 

EXPERIENCE

  • Experience in humanitarian emergencies;
  • Experience in the development and implementation of the Displacement Tracking Matrix (DTM) or similar assessment and information management activities; 
  • Experience in a wide variety of software applications including GIS, Database, and Visual analytics

 

SKILLS

  • Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies. 
  • Strong strategic and creative thinking.
  • Ability to work as a team with different program coordinators, to ensure integration of approaches and overall collaboration.

 

 

IV. LANGUAGES

 

  • External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
  • For all applicants, fluency in English is required.

23. februara 2022., deseta zajednička vježba provedena je od strane IOM-a u Bosni i Hercegovini (BiH) u saradnji sa Službom za poslove sa strancima (SPS), uz podršku Crvenog križa Federacije BiH (CKFBiH) i Crvenog krsta Republike Srpske (CKRS) kako bi prikupili informacije o broju migranata i tražioca azila koji se trenutno nalaze u državi. Svrha ove redovne vježbe je da se pruži okvirni broj migrantske populacije koja nije smještena niti registrovana u jednom od Privremenih prihvatnih centara (PPC) u bilo kojem trenutku.
Raspoređeno je ukupno četrnaest timova, sačinjenih od 46 popisivača (33 muškarca, 13 žena), uz dodatnih 11 inspektora SPS-a (7 muškaraca, 4 žene) i 13 uposlenika CK, 2 (muškarca) iz FBiH i 11 iz RS-a (9 muškaraca i 2 žene). Vježba prikupljanja podataka je provedena u 7 kantona Federacije Bosne i Hercegovine (FBiH) i drugi put na 50 lokacija unutar Republike Srpske (RS). Ukupno je posjećeno 245 lokacija u 49 općina, i to: 81 lokacija u 4 općine Unsko-sanskog kantona, 47 lokacija u 6 općina Kantona Sarajevo, 36 lokacija u 10 općina Tuzlanskog kantona, 22 lokacije u 5 općina Hercegovačkoneretvanskog kantona, 4 lokacije u 4 općine Zapadno-hercegovačkog kantona, 3 lokacije u 1 općini u Bosansko-podrinjskom Kantonu Goražde, 2 lokacije u 2 općine u Kantonu 10, 8 lokacija u Zvorniku, po 4 lokacije u Bijeljini i Kozarskoj Dubici, po 3 lokacije u Foči i Vlasenici, po 2 lokacije u Banja Luci, Bratuncu, Gradiški i Kozarskoj Dubici, te po jedna lokacija u Milićima, Kostajnici, Han Pijesku i Prijedoru.

On 23 February 2022, the tenth joint data collection exercise was conducted by IOM Bosnia and Herzegovina (BiH), together with the Service for Foreigners’ Affairs (SFA), and the support of the Red Cross (RC) of the Federation of BiH (FBiH) and of the entity of Republika Srpska (RS) to collect information on the number of migrants and asylum-seekers2 present in the country. The purpose of the regular exercise was to provide an estimation of the migrant population (stock) that was not accommodated or registered in any official Temporary Reception Centres (TRCs) at any given date.
Fourteen teams were deployed for a total of 46 enumerators (33 males and 13 females), plus 11 SFA staff (7 males and 4 females), 13 RC staff, 2 (2 males) from FBiH and 11 from RS (9 males and 2 females). The data collection exercise was implemented in 7 Cantons of the FBiH and in 50 locations in RS entity. A total of 245 locations in 49 different municipalities were visited: 81 locations in 4 municipalities in Una-Sana Canton, 47 locations in 6 municipalities in Sarajevo Canton, 36 locations in 10 municipalities in Tuzla Canton, 22 locations in 5 municipalities in Herzegovina – Neretva Canton, 4 locations in 4 municipalities in West Herzegovina Canton, 3 locations in 1 municipality in Bosnian Podrinje Goražde Canton, 2 locations in 2 municipalities
in Canton 10, 10 locations in Višegrad, 8 locations in Zvornik, in Bijeljina and Kozarska Dubica 4 location in each, in Foča and Vlasenica 3 location in each, in Banja Luka, Bratunac, Gradiška, Novi Grad, Rogatica, Sokolac, Srbac 2 location in each, and in Milići, Kostajnica, Han Pijesan and Prijedor 1 location per each.

During the second half of 2020, the International Organization for Migration’s Displacement Tracking Matrix (IOM DTM) and the World Food Programme’s Vulnerability Analysis and Mapping (WFP VAM) units undertook a joint household-level assessment of Juba’s urban area and Juba IDP Camps I and III, Wau’s urban area and Naivasha Internally Displaced Persons (IDP) Camp, the urban area of Bentiu / Rubkona and Bentiu IDP Camp, and Malakal’s urban area and Malakal Protection of Civilians (PoC) site. These profiles quantify the prevalence of vulnerabilities and humanitarian needs across sectors, generate a better understanding of urban displacement and migration, including return and relocation after displacement in South Sudan or abroad, and evaluate the impact of the COVID-19 pandemic and related restrictions.

The assessment contributed to the extended Food Security and Nutrition Monitoring System (FSNMS+) initiative – endorsed by the Humanitarian Country Team (HCT) – to pilot a household-level multi-sector needs assessment for South Sudan. By expanding FSNMS coverage to key urban areas and IDP camps, the assessment addressed a long-standing information gap for the humanitarian response. Moreover, during this exercise, IOM updated the urban sampling frame developed in collaboration with the National Bureau of Statistics (NBS) using satellite imagery and field mapping. The study collected a representative sample of 1,770 households in urban areas and 1,642 households in IDP sites.

In January 2022, a total of 19,525 movements were observed across five of Ethiopia's flow monitoring points (FMPs). It should be noted that data collection at Humera Flow Monitoring Point in Tigray region did not take place due to security and access constraints, thus affecting the total number of movements for the month. This represents an 8% increase in daily average movements in comparison with December 2022 when an average of 582 movements per day were observed.

Outgoing movements during January have continued to be higher (85.3%) than incoming movements (14.7%). A total of 16,652 outgoing movements were observed of which 7,291 (43.8%) were heading towards Saudi Arabia, 2,668 (16.0%) were going to Kenya, 2,637 (15.8%) were travelling towards Djibouti, 940 (5.6%) to South Africa, 762 (4.6%) intended to reach Somalia and 513 (3.1%) headed to the United Arab Emirates while remaining movements were travelling to several Middle Eastern, European and North American countries.

At the same time, 2,873 incoming movements were observed, of which 1,040 (36.2%) had originated from Djibouti, while 765 (26.6%) came from Kenya, 626 (21.8%) from Sudan, 377 (13.1%) movements from Somalia, 62 (2.2%) from Yemen and the remaining from Saudi Arabia and South Sudan. Almost all of these were Ethiopian nationals who were likely returning home.

في إطار الجولة 39 من تجميع البيانات على مدى شهري أكتوبر ونوفمبر من سنة 2021، أحصت مصفوفة تتبع النزوح وجود إجمالي 621.007 مهاجرا في 100 بلدية في ليبيا ينحدر أصلهم من أكثر من 43 جنسية. استمرّ عدد المهاجرين في الارتفاع خلال الفترة المشمولة بالتقرير على نفس منوال النّسق الذي بدأ في مطلع سنة 2021. غير أنّ عدد المهاجرين في ليبيا لا يزال أدنى قليلا من العدد المسجّل في سنة 2019 بالنسبة إلى نفس فترة الدراسة (645.081 مهاجر خلال الجولة 28). وفي سنة 2020 ، انخفض عدد المهاجرين في ليبيا على إثر بداية وباء كوفيد 19 والتباطؤ الاقتصادي وتشديد المراقبة الأمنية علاوة على التقييدات المفروضة على التنقّل.
