A total of 26,352 movements were observed in October 2023, representing a 6 per cent increase compared to September 2023 when 24,816 movements were observed. If compared with September 2023, Buuhoodle (23%), Doolow (9%), Dhobley (8%), Lowyacado (8%), Cabudwaaq (3%), Harirad (1%) FMPs recorded increase in movements while Bossaso (-5%) FMP recorded a decrease in movements. Doolow (43%), Dhobley (21%) and Cabudwaaq (15%) FMPs recorded the highest numbers of incoming flows, while Doolow (57%), Bossaso (25%) and Dhobley (8%) recorded the highest numbers of outgoing flows.

Between 16 and 30 November 2023, 66,662 Afghan nationals returned to Afghanistan, including 33,091 through the Torkham BCP, 30,253 through the Chaman BCP, 2,777 through the Ghulam Khan BCP and 541 through the Badini BCP. In addition, border authorities forcibly returned 9,335 individuals due to a lack of valid documentation. Since 1 January 2023, IOM identified 468,534 returns at the four BCPs, excluding those forcibly returned.

Overview

From 15 April 2023, armed clashes erupted between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) in multiple cities across Sudan. Clashes initially took place in cities across Northern and Khartoum states, later spreading across the Darfur and Kordofan regions.

En los meses de análisis (setiembre y octubre de 2023), el Estado de Emergencia ha continuado en la frontera sur del país, tras una nueva prórroga de 60 días decretada por el Gobierno peruano, con una vigencia hasta el 24 de noviembre del 2023.

En esta línea, las acciones en frontera han continuado; a mitad del mes de setiembre, 180 agentes policiales custodiaron múltiples puntos de entrada para impedir entradas irregulares de refugiados y migrantes a territorio peruano. En ese sentido, se ha observado a población refugiada y migrante de diversas nacionalidades concentrándose en la Línea de la Concordia, ubicado en la frontera sur del Perú (Tacna), muy cercano al complejo fronterizo Santa Rosa en la ciudad de Tacna, entre ellas población venezolana y haitiana. Estas concentraciones también se volvieron a observar en el mes de octubre, mes donde también se reforzó el control policial en la frontera de Tacna.

Overview: IOM DTM Sudan is pleased to present its third Monthly Displacement Overview. This publication provides an account of Sudan’s displacement context since 15 April 2023 – outlining population caseloads and movements, as well the present and evolving needs of Sudan’s growing IDP caseload. Rationale: Recognizing the need for more detailed insights into the IDP situation, including the priority needs, access to services, movement intentions, and demographic breakdowns of the affected population, DTM Sudan has undertaken a comprehensive review of our data collection tool. In collaboration with a wide range of internal and external stakeholders, we have developed a new tool to better inform humanitarian response operations, aligning with the DTM global methodology. Leveraging our extensive network of approximately 360 field-based enumerators and a robust system of over 1500 key informants across the country, DTM has gathered data on IDPs across 5,034 locations, in 168 of Sudan’s 189 localities – across all of Sudan’s 18 states. Key Findings: DTM Sudan estimates that 5,293,622 Individuals (1,053,712 Households) have been recently internally displaced. IOM DTM also reports that an estimated 1,418,255 mixed cross-border movements have been made into neighbouring countries. Since 15 April 2023, 47% of the IDP caseload has sought refuge in the Darfur and Kordofan regions, whereas the 53 per cent were observed across the Northern, Eastern, and Central states. The majority of the IDP caseload (64%) are seeking shelter with the host community. While Food Security remains the highest priority need, Health and Non-Food Items are also growing concerns.

This summary presents initial findings from Round 1 of Mobility Tracking conducted across Abyei Administrative Area through key-informant assessments at location-level in April 2023. Mobility Tracking estimates the presence of internally displaced persons (IDPs) and returnees in Abyei Administrative Area in displacement sites and host communities. IOM DTM mapped a total of 46,696 IDPs, of whom 15 per cent were previously abroad, and 15,143 returnees, including 36 per cent returnees from abroad in 48 locations, across five sub-areas in Abyei Administrative Area.

On 20 November 2023, Mount Ulawun volcano on the border of the West New Britain (WNB) and East New Britain (ENB) provinces erupted, spewing ash plumes. The Rabaul Volcanological Observatory reported that seismicity was high, showing an upward trend but at a reduced rate and thus recommended that the Alert Level be upgraded to Stage 4. The volcano eruption caused mass displacement across the affected areas. IOM’s Displacement Tracking Matrix (DTM) site assessment tool was rolled out in WNB and ENB within a week following the eruption and identified 8,565 persons (1,707 Households [HH]) displaced from the local villages in WNB and ENB.1 Another 8,544 displaced individuals (private sector companies’ evacuees) are hosted by their employers (Hargy Oil Palm and Navo Mill) in WNB and are not accounted for in the DTM assessment. Combined, the total number of displaced persons, company evacuees and local villagers, is 17,109. The situation remains fluid and information presented in this report may continue to evolve.
