Between 23 and 29 October 2023, a total of 1,735 new arrivals were recorded at locations in Adamawa, Borno and Yobe states. The new arrivals were recorded at locations in Askira/Uba, Bama, Biu, Chibok, Damboa, Dikwa, Gwoza, Hawul, Kaga, Kala/Balge, Kwaya/Kusar, Mafa, Mobbar, Monguno and Ngala Local Government Areas (LGAs) of the most conflict-affected Borno State, in Fufore, Gombi, Lamurde, Maiha, Michika, Mubi South, Song and Yola North LGAs of Adamawa State and Damaturu, Tarmua and Yunusari LGAs of Yobe State.

Since October 8 there has been an increase in cross-border incidents between Israel and Lebanon, resulting in the displacement of people both within the South and elsewhere within the country. Since October 10, the Displacement Tracking Matrix (DTM) has been conducting the daily monitoring of population movements. The objective of the exercise is to inform preparedness and response planning.

Round 12 of DTM data collection in Nigeria’s north-west and north-central regions was conducted between 13 September and 24 October 2023. During the activity, DTM deployed teams of enumerators to conduct assessments in 826 wards (down from the 881 wards assessed in Round 11 of DTM assessments), located in 172 LGAs (down from 180 LGAs in Round 11). Eight states were covered: Benue, Nasarawa and Plateau (north-central) and Kaduna, Kano, Sokoto, Katsina and Zamfara (north-west).
DTM enumerators conducted assessments in 1,637 locations (a decrease of 121 locations compared to Round 11), including 1,549 (95%) locations where IDPs were residing among host communities and 88 (5%) locations categorized as camps/camp-like settings. The reason for the decrease owed to the inaccessibility of some locations caused by security. During these assessments, data was collected on population demographics, living conditions and multisectoral needs of displaced populations.

Six LGAs have been mapped as locations with IDPs in Benue State based on DTM Round 11 (March 2023). So far, the biometrically registered IDPs have covered the location of Makurdi LGA (five camps and two host community sites), Guma LGA (two camps and two host community sites), Logo LGA (two camps and host community sites), Kwande (one camp and host community site) Agatu LGA (two host community sites) and in Gwer West (two camps and host community sites). The registration has shown that Guma LGA has the highest number of IDPs, with 33,586 individuals (9,513 households), followed by Agatu with 21,861 individuals (5,641 households), then Kwande with 15,909 individuals (3,225 households). Makurdi had 14,041 individuals (4,150 households), while Logo had 13,633 individuals (3,311 households). The registration which is currently on a break in Gwer West LGA, had 12,721 registered individuals (3,435 households). During the registration, 13,766 individuals were identified with vulnerabilities and specific needs (including but not limited to serious medical illness) and were referred to UNHCR/FJDP for further support. All registered IDPs have received a biometric card with a unique number for easy identification. The registration is an ongoing process as this serves as the third report in the series.

On December 24th, 2023, a series of devastating attacks unfolded across numerous communities in Bokkos Local Government Area (LGA) of Plateau State, prompting urgent humanitarian response. The attackers targeted residents, resulting in the displacement of 1,868 households and 13,310 individuals. Tragically, the attacks claimed 331 lives, left 153 individuals injured, and inflicted damage upon 1,190 shelters. In light of this crisis, the International Organization for Migration’s Displacement Tracking Matrix (IOM-DTM) swiftly initiated an on-the-spot rapid assessment to comprehensively understand the impact and immediate needs of the affected population.

The International Organization for Migration (IOM) in Pakistan collects data on the outflows of Afghans at the Torkham (Khyber Pakhtunkhwa) and Chaman (Balochistan) border crossing points (BCPs) to better understand the movements of Afghans returning to Afghanistan. The data presented below is harmonised with those from the United Nations High Commissioner for Refugees (UNHCR), who also cover Ghulam Khan (Khyber Pakhtunkhwa), Badini and Bahramcha (Balochistan).

On 26 September 2023, the Ministry of Interior in Pakistan announced its decision to enact its “Illegal Foreigners’ Repatriation Plan (IFRP)”. Between 16 and 31 December 2023, 20,010 Afghan nationals returned to Afghanistan, including 12,039 through the Torkham BCP, 6,573 through the Chaman BCP, 1,117 through the Ghulam Khan BCP and 281 through the Badini BCP. In addition, border authorities deported 946 individuals due to a lack of valid documentation. Since 1 January 2023, IOM identified 557,436 returns at the four BCPs.

This report is based on a survey of displacement patterns, needs and intentions conducted by IOM’s Displacement Tracking Matrix (DTM) in the 11 countries included in the Regional Response Plan for Ukraine in 2023: 6 countries neighboring Ukraine – Belarus, Hungary, Poland, Republic of Moldova, Romania and Slovakia – and other 5 countries particularly impacted by the arrivals of refugees from Ukraine since the start of the war in February 2022 – Bulgaria, Czechia, Estonia, Latvia and Lithuania.

The analysis presented in this report is based on data collected between July and September 2023.

• Over 550,000 people have crossed into Chad since the onset of the crisis in Sudan. IOM estimates that more than 131,425 among them are Chadian returnees and expects this number to rise to 150,000 by the end of March 2024, due to renewed conflict in Darfur.

• In coordination with CNARR and humanitarian organizations, IOM has counted 93,701 returnees and counted 346 third-country nationals (from South Sudan, Niger, Ethiopia, the Central African Republic, Burkina Faso, Sierra Leone, Nigeria, and Uganda) in 36 localities in three provinces.

• Most of the returnees currently live in spontaneous locations near the border and are in urgent need of food, water, sanitation and hygiene, shelter, household items, health, and protection.

• IOM is relocating returnees from Adre to a site in Tongori in coordination with authorities. In total, 8,226 individuals have so far been relocated. Separate designated ambulatory vehicles were used to transport the most vulnerable, including people with disabilities. Furthermore, IOM has supported the establishment of a site governance structure with representatives elected by the site residents and is supporting the establishment of community groups (women, youth, community watch, etc.).

• IOM is coordinating with local authorities, embassies and diplomatic representations for the safe transfer and voluntary return of third-country nationals (TCNs) from Ethiopia, South Sudan, Sierra Leone, and Cameroon to N’Djamena.

• IOM collaborates with a range of operational partners in the returnee response including the Government of Chad, UNHCR, OCHA, LWF, PUI, UNICEF, MSF, UNFPA, LMI, ICRC, IRC, ACTED, the Chadian Red Cross, HELP-Tchad, ATURAD, Concern Worldwide, COOPI, INTERSOS, and WFP.

Overview

From 15 April 2023, armed clashes erupted between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) in multiple cities across Sudan. Clashes initially took place in cities across Northern and Khartoum states, later spreading across the Darfur and Kordofan regions.
