During the reporting period, between 1 January and 31 March 2023, IOM Yemen DTM tracked 2,495 households (HH) (14,970 individuals) who experienced displacement at least once. This compares to 1,172 households (7,032 individuals) in the Fourth quarter 2022 representing an 113 per cent increase. Since the beginning of April 2022, the number of tracked new instances of displacement has been declining with a truce held between conflicting parties. However, the number began to light rise in the first quarter of the year 2023 due to the renewed conflict in Harib Ma’rib, where 326 HHs were displaced due to the conflict from Harib Ma’rib. At the beginning of the year, Al-Qubaytah district in the Lahj governorate also received more than 230 HHs displaced from the Dimnat Khadir district in the Ta’iz governorate. While natural disasters (heavy rains and floods) caused a displacement of 294 HHs in the Radum district in Shabwa in late March.

Safety and security concerns as a result of the conflict were the main reason for displacement, accounting for 72 per cent (1,794 HHs) of the total, followed by economic reasons related to conflict, accounting for 15 per cent (384 HHs). While displacement due to natural disaster reasons (floods) represented about 13 per cent (317 HHs).

The Horn of Africa and Yemen is one of the busiest and riskiest migration corridors in the world travelled by hundreds of thousands of migrants, the majority of whom travel in an irregular manner, often relying on smugglers to facilitate movement along the Eastern Route. This regional report provides monthly updates on the complex migratory dynamics through Djibouti, Somalia, Yemen and Ethiopia based on diverse data sources and consultations with key informants in the four countries. Moreover, it provides information on the main protection concerns for migrants along the journey, information on the spillover effects of the conflict in Northern Ethiopia observed at the border between Ethiopia, Kenya and Sudan, a specific focus on children and information on the returns from Saudi Arabia to Ethiopia, Somalia and Yemen.

IOM Yemen DTM’s Rapid Displacement Tracking (RDT) tool collects data on estimated numbers of households forced to flee on a daily basis from their locations of origin or displacement, allowing for regular reporting of new displacements in terms of estimated numbers, geography, and needs. It also tracks returnees who returned to their location of origin.

In April 2023, IOM Yemen DTM recorded 13,414 migrants entering Yemen, a significant decrease of 33 per cent over last month (20,020). In Lahj (11,656 migrants), DTM has observed a decrease in arrivals, down 26 per cent from last month (15,714 migrants). Likewise, Shabwa (1,755) saw a significant decrease of 59 per cent from last month (4,293). Migration flows shifted from Bari, Somalia (-59%) towards Obock, Djibouti (-26%). The overall increase could be linked to weather conditions, sea tides and decreased coast guard patrolling in Djibouti. While travel had been primarily due to economic reasons in the first half of 2022, DTM has been recording conflict induced movements since August 2022, being the reason for 10 per cent of all incoming movements in April 2023. All conflict induced travel was recorded in Shabwah coming from Bari, Somalia (37% children, 14% women, and 50% men).

Due to the deteriorating humanitarian crisis in Yemen and the challenges in moving towards KSA, many migrants opted to return to the Horn of Africa. DTM teams in Djibouti recorded that during April 2023, a total of 293 migrants (273 male and 20 female) took the risky return by boat from Yemen to travel home. Meanwhile, DTM reported 4,548 Yemeni returns from KSA in April 2023, compared to 5,304 in March 2023.

Between 1 January and 30 April 2023, DTM recorded 54,867 migrants and 19,290 Yemeni migrant returnees to Yemen. IOM DTM received further information from border officials regarding the deportation of 310 foreign nationals (305 Ethiopian and 5 Somali nationals) from Oman into Hawf district of Al Maharah governorate. These migrants had travelled through Yemen to Oman but were deported back into Yemen by Omani authorities.
