In the month of July 2023, floods were reported in Kapelebyong & Gulu, human epidemics outbreaks (Cholera) in Kayunga, Namayingo & Nakaseke (rift valley fever) and road accidents in Kagadi and Kampala. The disasters affected a total of 2,040 individuals, representing 300 households and displaced internally 156 individuals from 30 households. The hazards affected mostly Adults (19-64 years) population group (63%), followed by children under 18 years (33%) and the elderly who are above 64 years (4%). The most pressing needs are in the affected sub-counties are Health, water supply, sanitation, hygiene promotion among others.

In Asia and the Pacific, human mobility, including both migration and displacement, due to disasters caused by natural hazards is at an all-time high and is set to rise significantly in the coming decades due to climate change. The region has consistently accounted for the largest share of global disaster displacement with record heights over the last few years.

Over the past 10 years, disasters have caused 225.3 million internal displacements in the region, representing around 78 percent of the global total (IDMC, 2022a). Disasters caused by hazards such as typhoons, floods, earthquakes and volcanic eruptions were the main drivers, resulting in 13.7 million new displacements in 2021 alone and constituting 58 percent of the global total for disaster displacement (IDMC, 2022b). This resulted in the highest level of disaster displacement the region has ever recorded, exceeding the decade-long average of 11.6 million (IDMC, 2022b).

These alarming numbers highlight a trend that is only growing and intensifying as the climate crisis deepens. It further showcases a gap where more needs to be done to protect and mitigate the impact of natural and human-induced hazards on these particularly vulnerable populations.

There is growing evidence that acting prior to the onset of a predictable shock is significantly more effective, faster and more dignified than traditional humanitarian response. This is what is known as anticipatory action. It links early warnings to pre-emptive actions designed to protect communities and their assets. However, while the approach has gained prominence and is becoming a staple in the disaster risk management (DRM) toolbox, its link to human mobility contexts remains relatively unexplored, despite the strong relationships between climate hazards, displacement and climate-induced migration. This paper, combining the efforts of the Food and Agriculture Organization of the United Nations (FAO) and the International Organization for Migration (IOM), aims to fill this gap and examine opportunities to integrate a human mobility lens within anticipatory action

The GRANIT was conceived in 2021 in Dakar at the initiative of OCHA, IOM and REACH with the support of the Regional Sectoral Groups, UN agencies and NGOs. GRANIT seeks to create a forum of technical experts and information managers to pave the way for a regional, holistic and cross-sectoral analytical approach to inform the crisis preparedness and response phases. The aim of the monitoring tool is to track developments in the context in the target countries, using a multi-hazard approach. To this end, 15 indicators have been selected by the regional group of experts in emergency preparedness and response and GRANIT members. This report presents the evolution of the situation in Benin, Côte d'Ivoire, Ghana and Togo, as of 31 May 2023.

During this period, the Displacement Tracking Matrix (DTM) recorded 30,413 Afghan nationals returning to Afghanistan from Pakistan through the Torkham (55%) and Chaman (45%) border crossings. One in two recorded returnees was a child (56%). Out of the total returnees, 71 per cent were undocumented family groups. Sixty-nine per cent of the returnees captured by DTM were employed before leaving Pakistan, and one out of ten were considered vulnerable.

27,829 undocumented returnees were reported to have crossed the two borders, out of which 14,185 were females and 13,644 were males. Additionally, border authorities facilitated the return of 1,740 individuals due to the lack of legal documentation to remain in Pakistan. Therefore, information concerning these 1,740 individuals is not included in the report analysis.

Between January 1 and 31 December 2019, the Displacement Tracking Matrix (DTM) recorded 17,286 undocumented Afghan nationals returning from Pakistan to Afghanistan through the Chaman and Torkham border crossings, each accounting for 74 per cent and 26 percent of the total border crossings. The percentage of female undocumented Afghan returnees (53%) was higher than male undocumented Afghan returnees (47%).

Between 16 and 31 July 2023, 3,200 undocumented Afghan nationals spontaneously returned to Afghanistan, including 1,330 through the Torkham border point and 1,870 through the Chaman border point. Border authorities facilitated the return of 73 individuals due to the lack of legal documentation to remain in Pakistan. Therefore, information about these individuals is not included in the count. Although IOM identified 52,782 undocumented Afghan returnees (between 1 January - 31 July 2023) at two border crossings, this may not reflect the total number of undocumented Afghan returnees. Moreover, for this study, only the head of household or representative of the family were interviewed. This means that the number of interviews conducted by the enumerators is lower than the number of returnees recorded by IOM. Between 16 and 31 July 2023, IOM interviewed 201 respondents.
