Since 24 February 2022, refugees from Ukraine and Third Country Nationals (TCNs) have been fleeing to neighboring countries as a result of the war. As of June 2023, more than twelve million refugees from Ukraine were recorded at various border crossings entering Poland and ten million had crossed back since February 2022. This report is based on surveys collected in Poland between 03 July and 30 September 2023 at the train and bus stations in Przemysl, one of the primary border crossing points between Ukraine and Poland.

Key findings:

• Demographics: 37% of respondents were traveling with at least one child in their group, while 3 per cent had at least one child and at least one elderly person in their household
• Top 3 countries of stay abroad: Poland (46%), Germany (14%), Czechia (11%)
• Top oblasts of origin: Kyiv city (22%), Dnipropetrovska (16%), Zaporizka (14%) Kharkivska (11%).
• Intended destination: 90% of respondents were planning to return to their oblast of origin. Nine per cent of those, who intended on returning to another oblast, were mainly from Donetska and Zaporizka oblasts, as well as Kyiv city
• Intentions  upon  crossing  back: long-term  stay​ (41%), short-term visit (47%), 12% were not sure
• Top needs at the time of interview:* personal safety (53%), financial support (48%), health services (38%), and medication (28%). 42% of respondents did not report any needs
• Top areas of assistance received:* financial support (91%), accommodation assistance (43%), food (34%), WASH (Water, sanitation and hygiene) items (21%), clothes (18%) and transportation support (15%)

The crisis currently affecting the Lake Chad Basin states results from a complex combination of factors, including conflict with non-state armed groups, extreme poverty, underdevelopment and a changing climate, which together have triggered significant displacement of populations. As of November 2023, Cameroon, Chad, Niger and Nigeria were hosting an estimated 5,990,879 affected individuals made up of internally displaced persons (IDPs), returnees (former IDPs and returnees from abroad) and refugees (both in-and out-of-camp). 

Since October 8 there has been an increase in cross-border incidents between Israel and Lebanon, resulting in the displacement of people both within the South and elsewhere within the country. Since October 10, the Displacement Tracking Matrix (DTM) has been conducting the daily monitoring of population movements. The objective of the exercise is to inform preparedness and response planning.

The purpose of the Emergency Tracking Tool (ETT) is to collect information on large and sudden population movements as well as on security and climate emergencies. Information is collected through key informant interviews or direct observation. This dashboard provides information on movements which occurred from 02 to 23 October 2023, in Lac Province. Since the beginning of 2023, several security incidents have occurred in the Lac province, resulting in population displacements.

In October 2023, 1,589 households (6,788 individuals) were affected by displacements, which represents a decrease of 48 per cent compared to September 2023. All (100%) of the displaced persons in October resided in their habitual place of residence prior to displacement. The main reason for their displacement was armed attacks (71%). In addition, the majority (67%) of displaced populations stayed in the same sub-prefecture (see table on page 2). The three priority needs reported by the displaced populations were food (33%), shelter (23%), non-food items (20%), water (20%) and cash (4%).

The Stability Index includes data collected through interviews with key informants at the local level in the target provinces affected by internal displacement and return movements of Burundian refugees from neighbouring countries. Key informants, IDP and returnee leaders, community workers and Red Cross volunteers, were interviewed at each location by surveyors in June 2023. The key informant method has the advantage of allowing coverage of many hills. Several key informants were interviewed in each hill3, allowing IOM to validate the information.

In total, 363 places of return and/or displacement evaluated in the first round were also assessed during the second round in the same provinces of Cankuzo, Cibitoke, Kirundo, Makamba, Muyinga, Rumonge, Rutana and Ruyigi to allow the observation of changes over time. Using the results of the DTM baseline assessments and the mapping of returnees provided by UNHCR, hills were selected in order to identify areas where large numbers of IDPs and returnees are located. The recurrence of weather-related hazards due to climate change and the large number of returnees were a key factor in the selection of hills (localities)

• Over 542,000 people have crossed into Chad since the onset of the crisis in Sudan. IOM estimates that more than 98,770 among them are Chadian returnees and expects this number to rise to 150,000 by the end of March 2024, due to renewed conflict in Darfur.
• In coordination with CNARR and humanitarian organizations, IOM has counted 86,604 returnees and counted 346 third-country nationals (from South Sudan, Niger, Ethiopia, the Central African Republic, Burkina Faso, Nigeria and Uganda) in 37 localities in three provinces.
• Most of the returnees currently live in spontaneous locations near the border and are in urgent need of food, water, sanitation and hygiene, shelter, household items, health, and protection.

З 3 по 25 вересня 2023 року Міжнародна організація з міграції (МОМ) провела 14-й раунд Загального обстеження населення (ЗОН), яке є високорепрезентативною оцінкою повернення в Україні. У цьому звіті зібрано інформацію про чисельність населення, потоки повернення та наміри щодо мобільності, демографічні профілі, райони повернення та місця останнього переміщення, склад домогосподарств та їхню вразливість, а також потреби населення, яке повертається.

У 14-му раунді основна увага продовжує зосереджуватися на шляхах довгострокових рішень і сталого повернення відповідно до критеріїв, запропонованих Рамковою концепцією довгострокових рішень для ВПО Міжвідомчого постійного комітету з питань ВПО (МПК). Цей звіт також містить нові розділи, присвячені підготовці до зими та участі у суспільних справах. Загальне опитування населення було проведене шляхом інтерв'ю з 20 000 респондентів за допомогою комп'ютеризованого телефонного інтерв'ю (CATI) та методу випадкового набору номера (RDD).

Базова територіальна оцінка зареєстрованих ВПО надає детальні дані щодо чисельності та географічного розподілу частини населення, яка, згідно із записами та повідомленнями місцевих органів влади по всій Україні, отримала офіційний статус внутрішньо
переміщених осіб (ВПО) з лютого 2022 року. У цьому звіті оцінено присутність зареєстрованих ВПО на рівні районів. При цьому на мапі відображено зміни порівняно з попереднім раундом. У раунді 29 представлені дані щодо кількості зареєстрованих ВПО із розподілом за статтю, віком та визнаним державою статусом інвалідності.

Дані, зібрані для раунду 29 базової територіальної оцінки, відображають актуальну кількість ВПО згідно із записами місцевого адміністративного реєстру ВПО станом на 31 жовтня 2023 року, що складає 3 527 731 особу. Дані щодо кількості зареєстрованих ВПО було зібрано для 1 039 громад (78% усіх оцінених громад на підконтрольних українському уряду територіях). Дані з розподілом за віком, статтю та статусом інвалідності було надано для приблизно 78% оцінених адміністративно-територіальних одиниць. 

DTM Europe gathers, validates and disseminates information on migrants and refugees travelling through the Mediterranean, Western African Atlantic, and Western Balkan routes to Europe. Key routes include:

• Eastern Mediterranean route (EMR): Bulgaria, Cyprus and Greece
• Central Mediterranean route (CMR): Italy and Malta
• Western Mediterranean route (WMR): Peninsular Coasts of Spain, Balearic Islands, Ceuta and Melilla
• Western African Atlantic route (WAAR): Canary Islands of Spain

DTM also monitors data on migrants in transit through the Western Balkans (WB) region (Albania, Bosnia and Herzegovina, Croatia, Montenegro, North Macedonia, Serbia, Slovenia, Romania, and Kosovo*). These are considered separately to prevent to the extent possible the double counting of the same persons that cross multiple borders to reach Central Europe.

• Migrant Flows Monitoring in the Republic of Türkiye
• First Arrival countries (Italy, Greece, Spain) and other countries of first arrival (Bulgaria, Cyprus and Malta)
