On 24th April 2023, insecurity related violences erupted in the neighborhoods of Babiole-Debussy-Haut Turgeau and La Grotte located in the 1 st municipality section of Turgeau, in the Port-auPrince Municipality (West District). In addition to loss of life, these attacks have also caused the displacement of approximatively 1,871 individuals (465 households) who mainly took refuge in other neighborhoods of the municipality of Port-au-Prince, especially in the neighborhoods of Baillergeau (22%), Carrefour-feuille (14%), Canapé-Vert (10%) and Morne Ebo - Mont Jolly (10%). In addition, 13 percent of IDPs took refuge in the municipality of Pétion-Ville, in particular in the neighborhood of Delmas 95-105 (10% of IDPs took refuge in this neighborhood). It should be noted that all IDPs have taken refuge in host communities.

Armed clashes took place on 22 April 2023 in the neighborhoods of Boston, Drouillard, Soleil 1 & 2 and Bélékou (located in the 1 st municipality section of Varreux, Cité Soleil Municipality) and of Terre-Noire-Blanchard in the 2 nd municaplity section of Varreux (Cité Soleil Municipality). In addition to loss of life, burning and looting of houses, these clashes have also caused the displacement of approximatively 1,559 individuals (318 households) who mainly took refuge in other neighborhoods of Cité Soleil, especially in the neighborhood of Bois neuf (63%). Most of IDPs (92%) took refuge in 6 spontaneous sites in which other IDPs had already taken refuge for several months (see page 2 for more details).

The Registered IDP Area Baseline Assessment provides granular data on the number and geographic location of officially registered internally displaced persons (IDPs). This report assesses registered IDP presence at the raion level, also mapping the recorded change since the previous round. Round 22 presents the data of the registered IDP population disaggregated by gender and age, as well as their distribution for three specific age groups. The data collected for the Area Baseline Assessment Round 22 reflects the registered IDP population as of 31 March 2023 across 23 oblasts and Kyiv city. In the covered areas, the number of registered IDPs was collected for 109 raions and 933 hromadas (70% of all hromadas in the covered oblasts). Data disaggregated by gender was provided for 79 per cent of the hromadas. Data disaggregated by age was provided by between 70 and 87 per cent of hromada, depending on the category. IOM’s glossary defines IDPs as persons or groups of persons who have been forced or obliged to flee or to leave their homes or places of habitual residence, in particular as a result of or in order to avoid the effects of armed conflict, situations of generalised violence, violations of human rights or natural or human-made disasters, and who have not crossed an internationally recognized state border. Operationally, for this assessment, IOM define and understand IDPs as persons who officially registered as fleeing their habitual place of residence due to the current war in Ukraine
