Depuis plusieurs années, la République centrafricaine (RCA) est touchée par des crises politiques, sécuritaires et humanitaires liées aux conflits armés, aux conflits intercommunautaires ou provoqués par des tensions entre agriculteurs et éleveurs. La situation sécuritaire est restée volatile tout au long du premier semestre 2021 dans un contexte post-électoral. Certaines parties du pays ont été affectées par des attaques de groupes armés et d’autres ont souffert des affrontements opposant les Forces Armées centrafricaines (FACA) (appuyée par ses alliés) aux groupes armés. Le pays est ainsi rythmé par des déplacements soudains dans des zones de forte insécurité et par des vagues de retour dans d’autres zones relativement plus sécurisées, notamment après la reprise de certaines villes par l’armée. En réponse à la crise complexe en RCA, l’Organisation Internationale pour Migrations (OIM) déploie depuis 2013, la Matrice de Suivi des Déplacements (Displacement Tracking Matrix, DTM), un mécanisme qui collecte des données sur les tendances de déplacements, les besoins multisectoriels dans les localités et sites d’accueil des déplacés et retournés ainsi que des enquêtes ponctuelles sur les intentions de retour des déplacés internes.

In order to gain a better understanding of mobility flows and trends through West and Central Africa, the International Organization for Migration (IOM) implements the Displacement Tracking Matrix’s Flow Monitoring (FM) tool at key transit points across the region. the Flow Monitoring tool collects data on migration flows and trends, traveller profiles, migration journeys, and intentions of migrants, so as to obtain a better understanding of mobility in West and Central Africa. In Mali, DTM conducts Flow Monitoring activities at 7 Flow Monitoring Points (FMPs) located across 6 regions, in order to foster a better understanding of the numbers, trends, profiles, and journeys of migration flows crossing these points. This report presents data collected through the Flow Monitoring Registry in October 2021.

Afin de mieux comprendre les mouvements et tendances migratoires en Afrique de l’Ouest et du Centre, l’OIM, à travers la Matrice de suivi des déplacements (Displacement Tracking Matrix, DTM), met en œuvre l’activité de Suivi des flux de populations (Flow Monitoring, FM). Le suivi des flux de populations récolte ainsi des données sur les flux et tendances migratoires, les profils des voyageurs et les parcours et intentions des migrants, afin de fournir une meilleure compréhension des mobilités en Afrique de l’Ouest et du Centre. Au Mali, la DTM recueille des données au niveau de 7 Points de suivi des flux (Flow Monitoring Points, FMP), repartis dans 6 régions afin d’obtenir une meilleure compréhension de l’ampleur, des tendances, des caractéristiques socio-démographiques et des parcours des flux de voyageurs traversant ces différents points. Ce rapport présente les données recueillies dans le cadre des activités d’enregistrement des flux durant le mois de octobre 2021.

The DTM Emergency Event Tracking (EET) is deployed to track sudden displacement and population movements, provide more frequent updates on the scale of displacement, and quantify the affected population when needed. As a subcomponent of the new Mobility Tracking methodology in Sudan (Round Two), and activated on a need basis, EET utilises a broad network of key informants to capture best estimates of the affected population presence per location – a useful tool for humanitarian response planning and design.

During the reporting period (17 to 23 November 2021), a total of 55 movements were recorded – 30 arrivals (1,934 individuals), 17 departures (718 individuals), 6 intended return movements (299 individuals), and 2 transits (78 individuals). The largest arrivals were recorded in Mueda (1,121 individuals), Nangade (729 individuals) and Ancuabe (58 individuals). The largest departure was recorded in Ancuabe (569 individuals). The largest transit was recorded in Mueda (78 individuals). The intended return movements were observed in Mueda (214 individuals) and Montepuez (85 individuals). More than one-third of the total population (35%) were displaced for the first time. An estimated 65 per cent of reported IDPs had been displaced more than once prior to this latest movement.

Between 15 and 21 November 2021, a total of 3,772 movements were recorded in the states of Adamawa and Borno. The recorded movements consisted of 3,177 arrivals and 595 departures. Arrivals were recorded at locations in Askira/Uba, Bama, Biu, Damboa, Gwoza and Ngala Local Government Areas (LGAs) of the most conflict-affected state of Borno and in Fufore, Girei, Gombi, Hong, Lamurde, Maiha, Michika, Mubi South, Numan, Song, Yola North and Yola South LGAs of Adamawa.
Departures were recorded in Askira/Uba and Kala/Balge LGAs of Borno, and Fufore,
Gombi, Hong, Maiha, Mubi South, Numan, Song and Yola South LGAs of Adamawa.
ETT assessments identified the following movement triggers: voluntary relocation (1,817 individuals or 48%), poor living conditions (806 individuals or 22%), conflict/attack (763 individuals or 20%), fear of attack (181 individuals or 5%), improved security (179 individuals or 5%) and seasonal farming (50 individuals or 1%).
