En el mes de noviembre se desarrolló el paro indefinido de transportistas a nivel nacional en el cual se solicitaba la regulación del precio del combustible y la devolución del 70% del Impuesto Selecto al Consumo (ISC). En paralelo, entre 23 y el 24 de noviembre se declaró el Paro Agrario solicitando la compra de fertilizantes por parte del Gobierno y la renuncia de la ministra de Desarrollo Agrario (La República, 2022). Esto generó disturbios en la zona norte del país, para lo cual, con la intención de garantizar la seguridad de la zona fronteriza peruana, se declaró orden de inamovilidad para los policías de las comisarías de Aguas Verdes, Zarumilla y Papayal en la provincia de Zarumilla, además serán reforzados con personal de la Unidad de Servicios Especiales (USE) Norte. (RPP, 2022). Como consecuencia de ello, existe un mayor control fronterizo que en meses anteriores. Para complementar esta información, en Ecuador, debido a una serie de atentado (detonaciones de coches bomba, ataques con armas de fuego a unidades policiales) el presidente de Ecuador, Guillermo Lasso, estableció un estado de Excepción y toque de queda (Secretaría General de Comunicación de la Presidencia, 2022).

Entre el 22 y 29 de noviembre se desarrolló el paro indefinido de transportistas a nivel nacional en la cual solicitaban la regulación del precio del combustible y la devolución del 70% del Impuesto Selectivo al Consumo (ISC). En base a las comunicaciones realizadas a las personas que se encuentran en terreno, se indica que la movilización afectó el libre tránsito del transporte interprovincial así como internacional.

El mes de noviembre estuvo caracterizado por el establecimiento de acuerdos sobre el paso fronterizo entre Perú y Chile, el 5 de noviembre se coordinaron acciones entre la Superintendencia Nacional de Migraciones de Perú y el Gobierno Regional de Tacna a fin de mejorar las medidas de control migratorio por el Complejo Santa Rosa, entre ellas se planteó: a) la ampliación del horario de atención a las 24 horas del día, permitiendo tener un tránsito migratorio más fluido; b) ya no es necesario el control sanitario dado el levantamiento del estado de emergencia por la COVID-19 en todo el territorio nacional. Asimismo, el 22 de noviembre de 2022, el gremio de transporte público y transporte interprovincial se sumó al paro nacional de transportistas generando la suspensión de las entradas y salidas de buses interprovinciales; sin embargo, en horas de la tarde se suspendió el paro, permitiendo la reapertura de las vías de acceso a nivel provincial lo cual permitió el restablecimiento de los flujos de entradas y salidas.

In 2022, IOM’s Displacement Tracking Matrix (DTM) commissioned a research study through GIST to explore the key drivers of displacement in Somalia during the 2021/22 drought. This research piece aimed at understanding the push, pull, and identity factors that have influenced displacement patterns in Bay region in the current drought. While the research targeted Bay region, the results provide broad and comprehensive insights into displacement dynamics in Somalia at large. 

A key finding from the research indicated that the availability of humanitarian assistance and geographical presence of aid actors in Somalia guides internal displacement: humanitarian actors work in reaction to past and present displacement patterns, whereas displaced persons state upon arrival that they came because of the humanitarian assistance available on site. It is a hen and egg problem: which comes first and guides the other?"

On 25 January, it was reported that a bomb blast from an unknown source exploded in the community Elegamaku in the Rukubi ward of Doma LGA in Nasarawa State. The blast affected 720 individuals. As a result of the blast, 39 fatalities were reported.
Also on 25 January, a clash between herders and farmers was reported in the community of Ichembe in the Kumakwagh ward of Kwande LGA. The clash affected 387 individuals and displaced 378 individuals to the community Jato-Aka in the Mbadura ward. As a result of the clash, 9 fatalities and 36 injuries were reported.

A fire broke out on 26 January 2023, at the Government Senior Science Secondary School Camp (GSSSS) in the Monguno Local Government Area (LGA) of Borno state, causing damage and destruction to the shelters and possessions of many Internally Displaced Persons (IDPs). Many people had lost their personal items which include food ration cards and biometric identification cards. There were no reported injuries or fatalities.
The fire destroyed 37 emergency shelters, and 60 self-made/makeshift shelters and affected 538 individuals in 97 households.The affected individuals included 276 children, 146 women and 116 men.

Response
At the time of reporting, no assistance has been rendered to the affected population. The victims of the fire outbreak were residing with neighbours in the same location and at the same time attempting to rebuild their shelters. They were in desperate need of shelter and shelter repair kits. Other needs included WASH facilities and NFIs (non-food items).
