I. Organizational Context and Scope

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all.  

The Displacement Tracking Matrix (DTM) gathers and analyses data to disseminate critical multi layered information on the mobility, vulnerabilities, and needs of displaced and mobile populations that enables decision makers and responders to provide these populations with better context specific assistance. 

The DTM Support Team, based in headquarters, assembles expertise in operations and coordination, methodology and concept development, mapping and Geographic Information Systems, statistical analysis, database and application system development, and data and information management. The support team has been critical in providing remote and onsite support to DTM field implementation.  

Under the overall supervision of the Global Coordinator for DTM and the direct supervision of the

ICT & Database Officer, the successful candidate will be responsible and accountable to support the development, implementation, administration, and maintenance of the global DTM databases and systems in headquarters in particular to support further development and implementation of DTM global Data Dictionary and further applications, ensuring an interoperability to the Central Data Warehouse (CDW) and other database and database management solutions.

 

II. Responsibilities and Accountabilities

Specific duties and responsibilities will include the following tasks:

  1. Support developing, testing and deployment of system components, software and other technology solutions (including. mobile applications) and compilation of business requirements, technical specifications, user and technical documentation and standards for DTM related applications.
  2. Support and provide technical data and database management related recommendations into other DTM ongoing information management initiatives and partnerships.
  3. Support in coding of system components according to design specifications, corporate standards and best practices and solution design
  4. Support in providing technical input and works from the database standpoint to the use of geographic data and administrative divisions in DTM database application systems
  5. Support in working with system users to analyze and resolve system defects
  6. Technical support in the data collection processes, query, analysis and the overall data management activities to ensure the common data standards and structures are applied and data are managed properly throughout the data management cycle.
  7. Support in documentation of relevant database systems and solutions being developed. This includes design documents, standard operating procedures, dataflows, and relevant training materials.
  8. Ensure that the implementation of the information management systems and application adhere to IOM Data Protection Policy and Information Technology and Communication (ITC) Policies and Standards, including on system and data security.
  9. Perform such other duties as may be assigned

 

III. Required Qualifications and Experience

EDUCATION

  • Bachelor's degree in software engineering or computer Science or a related field from an accredited academic institution with 1 to 2 years of relevant professional experience in system development.

EXPERIENCE

  • Minimum one year of experience in:
    • Core .NET programming (.NET Framework 4.5 or above)
    • working with database technologies, specifically SQL Server (2016 and above)
  • Working knowledge in web application performance tuning
  • Working knowledge of Microsoft Power Platform an advantage
  • Must be fluent in written and oral English

SKILLS

  • Skills and experience in user interface development (GUI) including graphic design skills. Proficient in front-end web technologies (such as HTML, CSs, JavaScript, JSON, AJAX, ASP.NET and .NET Core, Bootstrap and Sweetalert)
  • Proficient in back-end technologies and frameworks (such as MVC, WCF, C#, LINQ and LINQ2SQL)
  • Proficient in Transect-SQL (SQL queries, Stored Procedures)
  • Knowledge of Database Management
     

IV. Languages

REQUIRED

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written).

DESIRABLE

Working knowledge of French, Spanish or other UN language is an advantage.

VI. ELIGIBILITY CRITERIA

Required:

Applicants to the IOM internship programme must, at the time of application, meet one of the following requirements:

a) Be enrolled in the final academic year of a first university degree programme (minimum bachelor’s level or equivalent); or

b) Be enrolled in a graduate school programme (second university degree or equivalent, or higher); or

c) Have graduated with a university degree and, if selected, must commence the internship within one year of graduation.

This Tonj South Village Assessment Survey covers a period from 4 April to 17 May 2022. Notably, it was found that 94% of administrative buildings, 90% of religious buildings, and 88% water points are functional. On the other hand, all of the assessed market facilities were found to be functional.

This Aweil South Village Assessment Survey covers a period from 26 March to 30 April 2021. Notably, it was found that 89% of education facilities are functional, and 72% of water points are functional. On the other hand, administrative buildings, health facilities, markets, religious facilities, and transport networks were all found to be functional.

L’outil de suivi des urgences (ETT, Emergency Tracking Tool) de la Matrice de suivi des déplacements (DTM, Displacement Tracking Matrix) a pour but de recueillir des informations sur les mouvements importants et soudains de populations. Ce rapport présente le nombre de personnes expulsées de Libye au cours de l'année 2022 et du début de l'année 2023 (12 janvier au 01 Mars 2023).

Durant l’année 2022, au total 401 personnes ont été expulsés collectivement de la Libye et sont arrivés dans la ville d’Ounianga-Kébir dans un état de grande vulnérabilité. Du 12 Janvier au 01 Mars 2023, au total 286 personnes ont été expulsés collectivement de la Libye et sont arrivés dans la ville d’Ounianga- Kébir dans un état de grande vulnérabilité. Parmi les 286 migrants expulsés, 196 personnes ont été interviewées, dont 195 de nationalité tchadienne et une personne de nationalité nigériane, et ont été rapportées à travers dans les rapports de suivi des urgences successifs (voir le dernier rapport ETT 159.

This report presents the results of the third round of the Displacement Tracking Matrix (DTM) Flow Monitoring Surveys (FMS) implemented in North Macedonia. The data was collected from 4 July to 11 September 2022, in two temporary transit centres (TTCs). IOM interviewed a total of 197 individual respondents.1 FMS are a type of quantitative survey, which provide a snapshot of the profiles, experiences and needs of migrants residing in TTCs in North Macedonia. The survey asks questions on demographics, education and employment backgrounds, the circumstances of the migration journey and migration factors, as well as future intentions.

FMS provide a snapshot of the profiles, experiences and needs of migrants residing in TRCs in Kosovo*. The survey asks questions on demographics, education and employment backgrounds, the circumstances of the migration journey and migration factors, as well as future intentions.

Between 15 January and 28 January 2023, 1,416 undocumented Afghan nationals spontaneously returned to Afghanistan, including 805 through the Torkham border point and 611 through the Chaman border point. Border authorities facilitated the return of 48 individuals due to the lack of legal documentation to remain in Pakistan. Therefore, information about these individuals are not included in the count. Although IOM identified 2,732 undocumented Afghan returnees at two border crossings, this may not reflect the total number of undocumented Afghan returnees. Moreover, for this study, only the head of household or representative of the family were interviewed. This means that the number of interviews conducted by the enumerators is lower than the number of returnees recorded by IOM. Between 15 January and 28 January 2023, IOM interviewed 46 respondents.
