The current total estimate of recently displaced individuals across Sudan has reached 2,152,836 Individuals (431,031 Households). The current assessment has observed the IDP caseload in all of Sudan’s 18 states. The highest proportions of IDPs have been observed in Northern (16.18%), River Nile (14.18%), West Darfur (13.98%), and White Nile (11.71%) states. Field teams report that the IDPs observed were originally displaced from seven states. The majority (66.6%) have been reportedly displaced from Khartoum state; followed by West Darfur (14.35%), North Darfur (7.25%), South Darfur (6.74%), Central Darfur (4.69%), North Kordofan (0.35%), and Aj Jazirah (0.02%) states.

The objectives of the assessment of the capacities of state and non-state actors on the management of disembarkation operations are to carry out a mapping of the actors and authorities in connection with the landing activities, assess the level of coverage of the Senegalese coast in terms of assistance according to the territories and assess the level of capacity of the authorities and key actors in terms of disembarkation with a view to mobilizing for the co-development of Standard Operating Procedures (SOP). The study was conducted between September 2022 and January 2023, and presented to the steering committee on February 9th, 2023.

From 15 April 2023, armed clashes erupted between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) in multiple cities across Sudan, including Khartoum, Al Fasher, Kebkabiya, Merowe, Nyala, Zalingi, Ag Geneina, and El Obeid. DTM Sudan has been receiving reports of widespread displacement across different states in Sudan due to the ongoing security situation. 

  • DTM Sudan estimates that, since the conflict began on 15 April 2023, approximately 2,152,936 individuals (431,031 households) have been displaced internally as a result of the conflict. Notably, the current estimate for displacement in the previous 73 days is greater than that of recorded displacement during the previous four years.
  • Furthermore, an estimated additional 644,861 individuals have crossed into neighbouring countries.

Due to the ongoing nature of the fighting, many areas reportedly remain inaccessible to field teams. DTM estimates of displacement are based on preliminary reports from field teams and should be taken as estimations only. Additional reports of displacement are likely to emerge as the situation becomes clearer.

The IDP caseload has sought shelter in locations across all of Sudan’s 18 states. IDPs have been originally displaced from seven states, including Khartoum, West Darfur, South Darfur, North Darfur, North Kordofan, Central Darfur, and Aj Jazirah.

Disclaimer: DTM Sudan notes that military clashes remain continuous in many areas across Sudan in particular in Khartoum and the Darfur region – limiting humanitarian access. Additionally, field teams have reported severe telecommunication and connectivity issues, as well as escalating economic pressures which have impacted the capacity for domestic travel. As such, DTM is currently conducting remote interviews with key informants across its network and is currently unable to engage in the additional verification of these figures. Data on flows into neighbouring countries is based on available information from DTM flow monitoring networks and secondary sources.

Since mid-April 2023, at least 427 people have been killed and over 3,700 injured due violent clashes between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF). It is estimated that up to 20 000 civilians have fled from Sudan into Eastern Chad, among them Sudanese refugees, but also Chadians and nationals from other countries. IOM is supporting joint registration efforts with the National Commission on Refugees (CNARR) and the UNHCR to identify Chadian returnees as well as international migrants requiring international protection

Depuis la mi-avril 2023, au moins 427 personnes ont été tuées et plus de 3 700 blessées à la suite de violents affrontements entre les Forces armées soudanaises (SAF) et les Forces de soutien rapide (RSF). On estime que jusqu’à 20 000 civils ont fui le Soudan vers l’est du Tchad, parmi lesquels des réfugiés soudanais, mais aussi des Tchadiens et des ressortissants d’autres pays. L’OIM soutient les efforts d’enregistrement conjoints avec la Commission Nationale d’Accueil, de Réinsertion des Réfugiés et des Rapatriés (CNARR)et le HCR pour identifier les retournés tchadiens ainsi que les migrants internationaux nécessitant une protection internationale.

An estimated 750 000 foreign migrants and refugees lived in Sudan prior to the outbreak of violence; 2 IOM Emergency and Displacement Tracking Matrix (DTM) teams deployed to Eastern Chad to support joint Government - UN registration of those arriving; 16 returnee locations identified in 3 provinces across Eastern Chad; Approximately 2 706 households of 15 023 returnees crossed into Eastern Chad from Sudan since the beginning of the violence. 6 690 returnees have been registered by IOM teams in 8 sites including 900 people evacuated by air by the Government of Chad (out of whom 360 received post-arrival assistance from IOM).

All returnees are in urgent need of humanitarian assistance including food, non-food items, safe shelters and support to voluntarily return to their communities of origin;  Emergency water trucking targeting 6,000 people to start soon; Cash distribution to returnee households to support their voluntary return to their communities of origin within Chad to start soon; 8 government agents trained by IOM on registration and identification of vulnerable persons to ensure no one is left behind; Consular assistance provided to multiple INGOs evacuating their officials from Sudan who had lost their ID documents.

Plus de 750 000 migrants et réfugiés étrangers vivaient au Soudan avant le déclenchement de la violence ; 2 équipes d’urgence de l’OIM sont déployées à l’est du Tchad pour soutenir l’enregistrement conjoint du gouvernement et de l’ONU des personnes traversant la frontière; 16 sites d’accueil de retournés identifiés dans 3 provinces de l’est du Tchad ; Environ 2 706 ménages de 15 023 retournés ont franchi la frontière Tchad - Soudan depuis le début des violences. 6 690 retournés ont été enregistrés par les équipes de l’OIM dans 8 sites dont 900 personnes évacuées par voie aérienne par le gouvernement du Tchad (dont 360 ont reçu une assistance post-arrivée de l’OIM).

Tous les retournés ont un besoin urgent d’aide humanitaire, y compris de la nourriture, des articles non alimentaires, des abris sûrs et un soutien pour retourner volontairement dans leurs communautés d’origine ; La distribution d’eau potable par camion-citerne ciblant 6 000 personnes commencera dans les jours à venir ; L’assistance en espèce aux ménages de retournés pour soutenir leur retour volontaire dans leurs communautés d’origine au Tchad débutera dans les jours à venir ;  8 agents gouvernementaux ont été formés par l’OIM sur l’enregistrement et l’identification des personnes vulnérables pour s’assurer que personne n’est laissé pour compte ;  L’OIM continue d’offrir une assistance consulaire fournie à plusieurs ONGI évacuant leurs fonctionnaires du Soudan qui avaient perdu leurs documents d’identité.

A month after the start of violence in Sudan, more than 76,000 displaced people have crossed the border into Chad (IOM). IOM estimates that over than 16,000 of them are Chadian returnees and expects this number to rise to 25,000 in the coming weeks.

Many returnees are waiting for their family members to join them or are hoping to return to Sudan to recover their belongings.

Most of the returnees are currently residing in spontaneous locations near the border and are in urgent need of essential goods and services such as food, water, sanitation and hygiene, shelter, household items, health, and protection. In addition, the resources provided by host communities are quickly drying outnearly. . Finally, the beginning of the rainy season is threatening to hinder the access of humanitarian actors to vulnerable populations.

Un mois après le début des hostilités au Soudan, plus de 76 000 personnes déplacées ont franchi la frontière avec le Tchad (OIM). L’OIM estime que plus de 16 000 d’entre elles sont des retournés tchadiens et s’attend à ce que ce nombre atteigne 25 000 dans les semaines à venir.

De nombreux retournés attendent que des membres de leur famille les rejoignent ou espèrent retourner au Soudan pour récupérer leurs biens.

La plupart des retournés résident actuellement dans des lieux spontanés près de la frontière et ont un besoin urgent de produits et services de base tels que la nourriture, l’eau, l’assainissement et l’hygiène, l’abri, les biens ménagers essentiels, la santé, et la protection. De plus, les ressources fournies par les communautés d’accueil s’épuisent rapidement.

Enfin, la saison des pluies qui commence menace d’entraver l’accès des acteurs humanitaires aux populations vulnérables.

L’OIM estime que plus de 20 500 d’entre elles sont des retournés tchadiens et s’attend à ce que ce nombre atteigne 25 000 dans les semaines à venir. Les enquêtes sur les intentions montrent que de nombreux retournés attendent que des membres de leur famille les rejoignent ou espèrent retourner au Soudan pour récupérer leurs biens.
