I. ORGANIZATIONAL CONTEXT AND SCOPE

IOM’s Displacement Tracking Matrix (DTM) gathers and analyze data to disseminate critical multi layered information on the mobility, vulnerabilities, and needs of displaced and mobile populations that enables decision makers and responders to provide these populations with better context specific assistance.

 

Under the direct supervision of the Senior DTM Coordination Manager, and the overall supervision of the Global DTM Coordinator, the successful candidate will be responsible to support the development and implementation of Fragility, Solutions, and Mobility (FSM) workstream within the Global DTM Support Team.

 

 

II. RESPONSIBILITIES AND ACCOUNTABILITIES

Specific duties and responsibilities will include the following tasks:

  1. Support the development and implementation of FSM workstream at the global level and in the field. This includes, but not limited to, technical design, implementation, and refinement of FSM tools and applications, development of multi-layered analysis frameworks and models, and implementation in field operations as required.
  2. Support internal coordination on the various FSM topics between DTM and other relevant IOM’s programming or thematic areas as required.
  3. Provide remote or on-site (deployment) field technical and/or operational support for DTM implementation in the field in relation to the FSM workstream.
  4.  Support in technical liaison with relevant external counterparts as required in relation to FSM workstream. This includes representation in the relevant technical inter-agency forums at global level.
  5. Ensure the application of data responsibility and data ethics measures, safeguards, and standards across all elements of FSM development and implementation, at the global level and in the field.
  6. Research, review, analyze, and recommend improvement on tools, methods, frameworks and best practices in relation to FSM workstream
  7. Support in engaging DTM operations worldwide regularly to explore and recommend potential FSM implementation and expansion in the fields.
  8. Support in exploring further maximization of data use in various thematic areas across the humanitarian, development, and migration programming in relation to FSM continued development and implementation.
  9. Support in training and capacity building activities for DTM personnel worldwide in relation to FSM workstream.
  10. Support in the organization and participation in various relevant events, meeting, and webinars related to FSM or in which FSM can contribute to.
  11. Perform other duties as may be assigned.

 

 

III. REQUIRED QUALIFICATIONS AND EXPERIENCE

 

Education

Master’s degree in Statistics or Quantitative field (Math, Computer Science, Econometrics, Physics/Chemistry, Bioinformatics, etc.), or, alternatively, an equivalent combination of related education and professional experience.

 

Experience

  • Experience in the development and implementation of humanitarian, transition and recovery, and/or development projects and programming.
  • Experience in works related to prioritization index in humanitarian, development, and/or migration programming.
  • Experience in implementing large data and information projects informing multi-sectoral programming areas.
  •  Experience developing best practices and tools to harmonize data collection and consolidation of datasets/databases.
  • Experience in working with large population database will be a significant advantage.

 

 

IV. SKILLS

  • Excellent analytical, writing and communication skills.
  • Excellent skills in Microsoft Office suite. Additionally, proficiency on database software, GIS, and data visualization tools, will be an advantage.
  • Skills in statistics and statistical methods, survey and assessment methodologies, and development of analysis framework and analytical outputs.
  • Skills in supporting the coordination of multi-stakeholder engagement at global and field level.
  • Have a solid awareness of existing and new developments in responsible, inclusive and ethical data science practices.

II. RESPONSIBILITIES AND ACCOUNTABILITIES

 

Specific duties and responsibilities will include the following tasks:

  1. Provide technical support in the collection and tabulation of DTM data and other information management activities (such as improvement of Central Data Warehouse, editing survey templates and data processing) at global or field level as required.
  2. Research, analyze and evaluate new applications related to information systems, to new technologies and processes to manage information in response to disasters and/or complex emergencies and make recommendations for their utilization.
  3. Assist in the drafting and validation of standard operating procedures for DTM data collection and management.
  4. Assist in the implementation of quality assurance system based on best practice for data quality control as implemented by DTM operations worldwide.
  5. Support in the implementation of data governance and data protection mechanisms in DTM operations at the global level and in the field as required.
  6. Develop and improve ODK and Kobo forms for survey templates.
  7. Prepare tabulations for technical reports, information bulletins and other relevant information products related to displacement and migration flows, such as statistical analysis and interpretation of results of assessments and surveys.
  8. Assist in data entry, database use and troubleshooting.
  9. Support in developing and implementing database queries as required.
  10. Perform other duties as may be assigned.

 

 

III. REQUIRED QUALIFICATION AND EXPERIENCE

 

Education

University degree in Computer Science, Demographics or an Information Management related discipline, or alternatively, an equivalent combination of related education and professional experience. Excellent knowledge of databases management, querying, quality assurance and control systems. Additional work experience is an advantage.

 

Experience

Experience in the development, refinement and implementation of population database systems (such as registrations, census or surveys) is an advantage.

 

Skills

  • Required advanced proficiency of Microsoft Excel, Googledocs suite and SQL.
  • Valued proficiency in using two or more of the following tools: XLSforms for ODK and Kobo, Access, Python, Stata, R.

Ce tableau de bord présente les principaux résultats de suivi des mouvements de la population dans la province du Sud-Kivu à l’issue du septième cycle d’évaluation conduit par l’unité DTM de l’OIM. Ces évaluations ont été réalisées à travers un exercice de collecte de données conduit du 26 juillet au 23 août 2021, en collaboration avec l’ONG locale Réseau d’Action pour le Développement et le Progrès Intégré (RADPI) et la Division Provinciale des Affaires Humanitaires (DIVAH) du Sud-Kivu). Lors du septième cycle, un total de 4 705 villages, couvrant 34 zones de santé (ZS), ont été évalués par le biais de 14 833 informateurs clés.

This report presents a summary of the analysis of the Round 7 data collection of the Displacement Tracking Matrix (DTM) Multi-Sectoral Location Assessment (MLSA) in the North Central and North West Geopolitical Zones of Nigeria and Round 38 of the DTM MSLA in the North East Geopolitical Zone. For the first time, these assessments specifically included energy-related questions.


The assessment in the North Central and North West Regions was conducted through key informant interviews in a total of 1,604 locations across the Sates of Benue, Kaduna, Kano, Katsina, Nasarawa, Plateau, Sokoto, and Zamfara. The assessment was done between the 1st of July and the 29th of July 2021. In total, these locations host 833,006 Internally Displaced Persons (IDPs) (134,908 households).


The assessment in the North East Zone was conducted through key informant interviews in a total of 2,379 locations across the States of Adamawa, Bauchi, Borno, Gombe, Taraba, and Yobe. The assessment was done between the 21st of June 2021 and the 30th of July 2021. In total, these locations host 2,182,613 IDPs (444,781 households).

II. RESPONSIBILITIES AND ACCOUNTABILITIES

Specific duties and responsibilities will include the following tasks:

  1. Support in ensuring the quality and accuracy of data consolidate and stored in DTM’s Central Data Warehouse (CDW) using quality control techniques applied during relevant data management processes. This includes support, advice, and guidance to field operations in ensuring data is clean and accurate at the earliest possible for the global level consolidation purpose.
  2. Support in the development DTM’s Data Dictionary (DD) at the global level and support country missions in the field level roll out and implementation by providing technical guidance.
  3. Support in ensuring the accuracy of data and information in DTM websites using analytics/statistical models and quality control tools; including data checks and tests as required.
  4. Support the design, development, roll-out, implementation, and refinement of data quality control procedures, as well as standards and mechanisms by which to monitor and evaluate the quality of DTM data received from IOM’s field offices in a centralized manner. Provide technical support to IOM field offices in the process of improving data quality and incorporating these quality control standards.
  5. Research and develop models, analysis, reports, and documentation related to DTM and humanitarian, development, and migration programming as relevant. This includes the topic of displacement/migration and return, urban/rural displacement, and humanitarian-development nexus.
  6. Analyze information received from IOM’s field operations; develop and support the harmonization of DTM data collection tools (survey and assessment forms) that facilitate such analysis; contribute directly to the creation of analytics-based value products around the data collected by DTM field missions.
  7. Provide remote or onsite support to DTM field operations as needed.
  8. Research, analyze and evaluate innovative solutions on complementary data analyses, the use of analytical models and techniques, improved processes, and new applications related to information systems, new technologies and data-driven practices to manage information in response to disasters and/or complex emergencies and make recommendations on their utilization for DTM field implementations as well as for global support operations.
  9. Perform other duties as may be assigned.

  • Expertise in machine learning, data mining, predictive analytics, artificial intelligence and/or risk modelling. Hands-on mathematical programming and modelling.
  • Strong skills on Excel are required. Knowledge of BI Visualization tools (Power BI, SAS Visual Analytics, Tableau, etc.) and tools as HMTL and JavaScript.
  • Familiarity with GIS and web mapping an asset.
  • Experience in distributed platforms (Hadoop, Spark, AWS, Azure, etc.) and/or Natural Language Processing an advantage.
  • Have a solid awareness of existing and new developments in responsible, inclusive and ethical data science practices.

La Matrice de suivi des déplacements, tiré de l’anglais Displacement Tracking Matrix (DTM), est un outil de l’Organisation internationale pour les migrations (OIM) conceptualisé en 2004, qui permet de faire le suivi des déplacements et mobilités des populations. Elle permet de collecter des informations à différents niveaux, les traiter et les diffuser, afin de garantir aux acteurs humanitaires et de développement, aux gouvernements et aux autres acteurs intéressés, une meilleure compréhension des mouvements et de l’évolution des besoins des populations déplacées : les effectifs des populations, la localisation des personnes déplacées, les périodes de déplacement, leurs conditions de vie, et encore bien d’autres éléments, sont autant d’informations recherchées et collectées. Ce rapport de la DTM, relatif au quinzième round de collecte dans la province du Lac, donne un aperçu de la situation de déplacement dans cette province du Tchad, où les déplacements de populations sont principalement dus à l’insécurité liée aux violences perpétrées par des groupes armés non étatiques. Les informations présentées dans ce rapport ont été collectées auprès d’informateurs clés en proche collaboration avec les autorités locales et partenaires humanitaires, dans 220 lieux de déplacement (165 sites et 55 villages), du 01 mai au 02 juin 2021.

As part of the national COVID-19 vaccination campaign led by the Libyan National Centre for Disease Control (NCDC), IOM conducted awareness-raising sessions on COVID-19 vaccines for a total of 135 adult migrants in community settings in three municipalities during the eighth week. Trained IOM community mobilizers, accompanied by medical teams provided the migrants with critical information on COVID-19 vaccines, including its importance, dosage, side effects and addressed questions and concerns related to the vaccination processes. During the eighth week, 1,031 people (974 migrants and 57 Libyans) have received either Sinopharm or AstraZeneca vaccines.
