El presente informe, correspondiente a la sexta ronda de la DTM, muestra los resultados obtenidos de la aplicación de una encuesta de carácter presencial en seis puntos de la zona norte de Chile, distribuidos específicamente en las regiones de Coquimbo, Antofagasta, Tarapacá y Arica y Parinacota. El reporte incluye información relativa a características sociodemográficas y socioeconómicas, además de elementos relacionados con la ruta migratoria, detalles del acceso a salud, episodios de discriminación y necesidades de protección social de un conjunto de 300 personas migrantes y refugiadas venezolanas en Chile.

Des affrontements survenus entre des orpailleurs à Kouri Bougoudi les 23 et 24 mai 2022 ont causé une centaine de morts. Suite à cet incident, des milliers d’orpailleurs ont été contraints à quitter cette zone (les autorités traditionnelles ont même demandé la fermeture des sites d’orpaillage dans la zone). Par manque de moyens, les plus vulnérables parmi eux sont bloqués dans les villes du nord du pays, ajoutant une pression sur les ressources déjà très limitées dans ces villes. Les données présentées dans ce rapport ont été collectées du 01 au 14 juin 2022 dans les localités de Wour, Zouar, Zouarké, Faya, Kollou et au « Puits 80 » (nom venant du fait qu’il est situé à 80km de la ville de Faya) où les autorités locales ont alerté l’OIM sur des présences importantes des orpailleurs. Les données sur le nombre total des orpailleurs bloqués dans ces localités ont été collectées à travers des entretiens avec des informateurs clés dans les villes de Wour, Zouarké et Zouar pendant que dans les localités de Faya, Kollou et au Puits 80, elles sont issues des enregistrements des orpailleurs assistés par l’Organisation internationale pour les migrations (OIM). Par ailleurs, les données sur les profils des orpailleurs sont issues des enquêtes menées auprès d’un échantillon d’orpailleurs bloqués dans les villes de Wour, Zouar et Zouarké et des enregistrements des orpailleurs assistés par l’OIM à Faya, Kollou et Puits 80. Le présent rapport cherche à fournir des informations sur le nombre des orpailleurs bloqués dans les villes évaluées ainsi que leurs profils, besoins, vulnérabilités et intentions

Context

IOM works in the five broad areas of migration management: migration and development, facilitating migration, regulating migration, addressing forced migration, and the implications of climate change on migration. Cross‐cutting activities include the promotion of international migration law, policy debate and guidance, protection of migrants’ rights, migration health and the gender dimension of migration. The key responsibility of the Regional Office for Asia and the Pacific (ROAP) is to formulate regional strategies and plans of action and to provide programmatic and administrative support to the countries within its region. Several Regional Thematic Units are based at the ROAP to fulfill this responsibility.
The Emergency and Post Crisis (EPC) Unit in the ROAP focuses on ensuring IOM Missions in Asia and the Pacific are prepared to respond to Migration Crisis needs, aid decision-making related to humanitarian affairs, and strengthens partnerships with other organizations within and outside of the humanitarian architecture.
The Displacement Tracking Matrix (DTM) Regional Evidence for Migration Analysis and Policy (REMAP) project was developed in response to the critical need to collect and analyze information on (protracted) displacement and human mobility in, to and from Afghanistan, Bangladesh, Iran (Islamic Republic of), Iraq and Pakistan and to contribute to evidence-based humanitarian and development programming in these countries and in the region.

 

Supervision
Working under the direct supervision of the Senior Programme Manager of DTM REMAP programme based in Bangkok, Thailand the intern will support the concern unit for smooth implementation of ongoing work.

 

Core Functions/Responsibilities:
The successful candidate will have the following duties and responsibilities:

  1. Provide technical support to IOM project field missions in the collection and tabulation of data for DTM REMAP and other information management activities including regional priority data collection exercises.
  2. Assist in SQL server related tasks such as creating databases, SQL statements, database importing/exporting, and creating views.
  3. Research, analyze and evaluate new applications related to information systems, to new technologies and processes to manage information in response to disasters and/or complex emergencies and make recommendations for their utilization.
  4. Support technical liaison activities with relevant partners and stakeholders to present, discuss, advise, and explore potential development and initiatives in relation to the implementation of DTM REMAP and related DTM programs and projects at the global and country levels. 5. Develop and improve ODK/Kobo forms for survey templates. 6. Prepare tabulations for technical reports, information bulletins and other relevant information products related to displacement-affected populations and migration flows (such as statistical analysis and interpretation of results of site assessment, return intention surveys, flow monitoring surveys) 7. Support in the production of information products, including, but not limited to, analytical and statistical reports, displacement profiles, maps and other relevant products, to ensure their highest possible quality. 8. Assist the DTM REMAP project field missions in data entry, database use and troubleshooting, when required. 9. Assist in the drafting and validation of standard operating procedures for DTM data collection and management. Implement a quality assurance system based on compilation best practice for data quality control as implemented by DTM offices worldwide and global guidance.
  5. Aid in the development of relevant information databases and tools including but not limited to the DTM REMAP project, sector related activities, mapping, and software tools.
  6. Provide administrative support as required.
  7. Support day-to-day activities of the DTM REMAP project and IOM Regional office, undertake any other activities and support any other project activities as requested by the supervisor.
  8. Perform such other duties as may be assigned.

Training components and learning elements

  • Gain in-depth knowledge on the migration data, displacement tracking matrix (DTM), emergency and post-crisis migration and displacement portfolio in Asia and the Pacific.
  • Opportunities to attend e-workshops, e-meetings and/or e-webinars with internal and external counterparts and engage with staff at national and regional offices.
  • Strengthen writing and information presentation skills, reinforcing learning.
  • Utilize access to Staff Development and Learning online training courses and tools and take opportunities to develop skillsets and consolidate understanding as they arise.
  • Understand IOM administrative systems and processes.
  • Opportunities to discuss career planning and strategies for humanitarian work with IOM.

Eligibility and Selection
The Internship Programme aims at attracting talented students and graduates who have a specific interest in, or whose studies have covered, areas relevant to IOM programmes and activities. Interns must be between 20 and 36 years old and should have less than two years of relevant working experience. The Internship Programme is open to candidates of any nationality.

Required Qualifications and Experience:

  • Either students approaching the end of their studies and preparing a thesis, or recently graduated;
  • Able to adapt to an international, multicultural, multilingual environment;
  • Good communication skills and able to work in a team;
  • Familiarity with computer programs, including MS Office programs (Word, Excel, Access, PowerPoint, Publisher);
  • Familiarity with MS SQL
  • Advanced English writing and communication skills
  • Knowledge regarding quantitative statistical (social science/human mobility/migration) data analysis
  • Familiarity with data analysis and visualization programs, (e.g. PowerBI, GIS ARC, Stata, SPSS, Knowledge of R, Tableau) will be considered an advantage;
  • Webpage as well as database development and management skills an advantage;
  • In-depth knowledge regarding econometrics will be considered as an dvantage

General Information

Interns are granted a stipend as per IOM policy as a partial contribution to accommodations and living expenses. Interns benefiting from an internship allowance or scholarship granted by his/her university or other sponsoring body that includes financial remuneration or credits for coursework will not be eligible for the stipend.

Before commencing work, successful candidates will be required to obtain a fit-to-work medical certificate from his/her doctor and submit vaccination records.

  1. The Intern will be responsible for obtaining the necessary entry visa and arranging their travel to Bangkok. IOM will assist only in issuing documents required for visa processing.
  2. Homebased Intern are responsible to manage their own resources to perform this responsibility, like Computer, dedicated internet connectivity.
  3. IOM only covers the Intern against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the assignment. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. The Intern is responsible for his/her own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
  4. Any work produced by interns during their internship within the framework of the duties assigned to them should be used for academic purposes exclusively. All economic and moral rights (copyright) pertaining to such work will remain the exclusive property of IOM. 
  5. Interns are bound by staff confidentiality rules pertaining to their duties in IOM.

Fear of attacks and subsequent confirmed attacks in Ancuabe district by Non-State Armed Groups triggered the movements of 15,479 individuals within Ancuabe, Chiure, Quissanga, Balama, Mecufi, Mueda, Macomia, Montepuez, Meluco, Namuno, Nampula, Balama, Metuge and Cidade de Pemba. Approximately 511 IDPs have been identified with vulnerabilities. At least 42% of these movements are arrivals in Cidade de Pemba. New arrivals recorded within this report map 6,266 individuals predominantly moving into sites across Chiure, Metuge and Ancuabe.

The objective of the Emergency Tracking Tool (ETT) - Movement Alert is to collect information on large and sudden population movements, and to provide support to humanitarian response partners by disseminating data on IDPs for ensuring effective humanitarian response to the affected population. Information is collected through key informant interviews or direct observation. The dashboard provides basic information on displacements, and additional information can be shared upon request. IOM identified 11,737 individual displacement movements in the previous reporting period (02-13 June). Impact of new attacks reported between 9 and 13 June in Ancuabe and Chiure districts account for the increase of displacement movements representing 15,479 individuals. Current figures are to be considered as cumulative displacement movements observed between 02-14 June.

Depuis 2018, les régions de Diffa, Maradi, Tahoua et Tillabéri du Niger sont témoin de mouvements importants de personnes déplacées en lien avec les multiples crises sécuritaires touchant les pays. l’Organisation Internationale pour les Migrations (OIM) au Niger, à travers sa Matrice de Suivi des Déplacements (Displacement Tracking Matrix DTM) a conduit des évaluations, avec la participation des autorités (Ministère de l’Action Humanitaire et de la Gestion des Catastrophes, et Direction Régionale de l’Etat Civil des Migrations et des Refugiés) dans tous les villages des régions affectées hébergeant des populations déplacées pour collecter des informations sur l’ampleur, l’évolution, les tendances des déplacements internes, l'accès aux services de base et les besoins humanitaires des populations affectées, permettant ainsi au gouvernement du Niger et aux partenaires humanitaires de mener une réponse mieux ciblée et adaptée. Les évaluations DTM sont menées à travers des questionnaires à destination d’informateurs clés ayant une connaissance approfondie de la situation des Personnes déplacées. Le présent tableau de bord offre un résumé succinct des résultats clés de la quatrième ronde d’évaluations DTM menée du 11 Avril au 03 Mai 2022.

IOM, through the Displacement Tracking Matrix (DTM) Flow  Monitoring tool, collects data at key entry, exit and transit points to  better understand population movements across West and Central  Africa. The monitoring of population flows allows for the  quantification and qualification mobility flows and trends, migrant  profiles, and migratory experiences and routes. Since 2021, four (4) Flow  Monitoring Points (FMPs) have been active in

  1) Barra (FMPs are located at the ferry terminal  and the main

      garage);

  2) Farafenni (FMPs are located at Farafenni main  garage, Farafenni

      Ballan-Ghar garage, Farafenni McCarthy and Sanjally  garage,

      Farafenni turntable garage and the truck garage);

  3) Basse (FMPs are  situated at the main garage and the bus station in

      Basse Santa-Su) and 

  4) Brikama (FMPs are located at the main garage and the Bus station)

 In The Gambia, monitoring mobility within the country and  between The Gambia, Senegal and beyond.

This report presents the key results from the Flow Monitoring Survey conducted from the 1st to the 28th of  February 2022 excluding weekends.
