I. DESCRIPTION

Lebanon is confronting multiple, overlapping crises. These are heightening fragility, while negatively impacting livelihood opportunities for an expanding caseload of poor and vulnerable households, including Lebanese nationals, Syrians, and migrants. A deepening economic crisis and the evolving effects of the COVID-19 pandemic have amplified the risk of unemployment, led to business closures and aggravated underlying drivers of inter-community tension. The Beirut Port explosion on 4 August 2020 compounded these issues, creating a spike in significant humanitarian needs while also generating substantial long-term consequences for economic recovery and stability.

Since 2004, the Displacement Tracking Matrix (DTM) is IOM’s main operational tool for tracking and monitoring the movements and the evolving needs of displaced populations. It has been systematically deployed in medium to large-scale humanitarian response operations over the last decade, including in all Level 3 emergencies. During 2020 DTM was active in over 86 countries. To coordinate and support operations implemented by approximately 6,700 staff, the global DTM support team is comprised of 45 specialists across eight locations (Geneva, London, Bangkok, Nairobi, Dakar, Cairo, Vienna, Pretoria and The Hague).

The DTM team in Lebanon was initiated after the August 4th Beirut Port explosion in 2020. The team were part of the Emergency Operation Cell (EOC) assessing the impacts on the blast affected populations, in coordination with the Lebanese Red Cross (LRC), UN agencies and NGOs. In October 2020, the DTM team initiated the Migrant Presence Monitoring (MPM) programme, a tool to assess the coverage and needs of migrant populations throughout the country. The MPM Tool has been rolled out across several Middle East & North Africa (MENA) IOM country missions.

Following the growing attention of the needs of migrants in the country, the DTM team is subsequently expanding its data collection and analysis portfolio, developing collaborations with other humanitarian and development stakeholders, Government counterparts and civil society.

The main objective of this position will be to assist IOM to be engaged a number of key data collection and analysis initiatives, with a focus on the upcoming Multi-Sector Needs Assessment (MSNA).

II RESPONSIBILITIES AND ACCOUNTABILITIES

Objective:

To coordinate and oversee the implementation of DTM activities in Lebanon. The successful candidate under the overall leadership of the Head of Office (HoO) and direct supervision of Head of Programmes (HoP), will oversee the strategic direction of the DTM Lebanon mission, ensuring the successful implementation of the national MSNAs and other data collection exercises, such as the MPM. Core functions include:

  • Act as the primary focal point for DTM Lebanon, in terms of planning, operations and fundraising;
  • Lead data collection and analysis processes that IOM is engaged in, such as the inter-agency MSNA, the Migrant Presence Monitoring (MPM) Round 2, and other data collection initiatives. Represent IOM in relevant coordination fora, such as the MSNA Working Group,
  • Lead project development of ongoing and new projects with IOM’s Programme Support Unit (PSU), Regional Office (RO), and Global DTM Team regarding data collection initiatives around migrants and other vulnerable populations in Lebanon;
  • In collaboration with other IOM units, lead IOM’s research into the drivers of irregular migration from Lebanon, by examining sub-national mobility dynamics and migration intentions to improve protection and prevention programming, including community level-stability and livelihood support for the most vulnerable;
  • Liaise with the Regional DTM office, and Global DTM Team, with regards to building the capacity of the DTM country team, and to ensure global processes around methodology are followed;
  • Through inter-agency coordination, ensure that migrant data is well incorporated into inter-agency planning and response efforts;
  • Support other IOM units/teams with assessment capacity support when needed;
  • Perform such other duties as may be assigned.

 

 

III EDUCATION AND EXPERIENCE

  • A minimum of 4 years of experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area.
  •  Proven experience in designing, leading and implementing joint primary and secondary data collection, collation and analysis exercises in the field, particularly multi- and inter-sectoral assessments and/or analysis.
  • Proven experience with coordinating or collaborating with multiple agencies and partners on a joint project or programme.
  • Proven experience in capacity development (design of training packages, knowledge management and community of practice)
  • Experienced and comfortable in qualitative and quantitative analysis and aggregation methods

Strong and demonstrable knowledge and interest in migration, development economics, political economy of development, conflict studies, public health and/or humanitarian issues; personal commitment, efficiency, flexibility; ability to work effectively and harmoniously in a team and with colleagues from varied cultures and professional backgrounds under tight deadlines.

TECHNICAL

  • Experience in developing statistically significant sampling methodologies
  • Excellent using Microsoft Office 365 (Excel, Word and PowerPoint)
  • Experience using Adobe Suite (e.g. InDesign, Illustrator)
  • Proven work experience in the Middle East Region
  • Proven experience implementing and coordinating large scale data collection and analysis initiatives
