IOM’s Displacement Tracking Matrix (DTM) provides support to the Government and humanitarian partners by establishing a comprehensive system that collects, analyses and disseminates data on IDPs and returnees to ensure timely and effective assistance to the affected populations. Data collection takes place at a granular level and is repeated at regular intervals to ensure accurate and up-to-date information. 

As of June 2023, the DTM identified a total of 2,295,534 IDPs in 471,346 households and 2,075,257 returnees in 341,895 households. The IDP population included IDPs in camps and camp-like settings (921,201 individuals or 40%) and IDPs residing in host communities (1,374,333 individuals or 60%). The returnee population included IDP returnees (1,866,796 individuals or 90%) and returnees from abroad (208,461 individuals or 10%).

This report is based on a survey of displacement patterns, needs and intentions conducted by IOM’s Displacement Tracking Matrix (DTM) in the 11 countries included in the Regional Response Plan for Ukraine in 2023: 6 countries neighbouring Ukraine – Belarus, Hungary, Poland, Republic of Moldova, Romania and Slovakia – and other 5 countries particularly impacted by the arrivals of refugees from Ukraine since the start of the war in February 2022 – Bulgaria, Czechia, Estonia, Latvia and Lithuania. The analysis presented in this report is based on data collected between April and June 2023.

Key Findings

• Top oblasts of origin: Odeska (28%), Vinnytska (20%), City of Kyiv (9%), Mykolaivska (7%), Zaporizka (5%), Kyivska (5%), Dnipropetrovska (3%), Kharkivska (3%).

• Intentions to move: settled or planning to settle in the Republic of Moldova (49%), transiting to another country (45%) - mainly to Romania, Germany and Canada. Move back to place of origin in Ukraine (4%).

• Employment status: employed (21%), daily workers (11%), unemployed and looking for a job (11%), student (1%), maternity leave (10%).

• Top needs*: financial support (25%), food products (12%), personal hygiene items (11%), accommodation (8%), medicines (6%).

• Top areas of assistance received*: food supplies (24%), personal hygiene items (21%), financial support (19%), accommodation (7%), vouchers (6%). • Main inclusion challenges*: financial issues (34%), housing (long-term) (16%).

• Transport: walking (28%), mini bus (26%), car (23%), and bus (12%).

Since 24 February 2022, refugees from Ukraine and Third Country Nationals (TCNs) have been fleeing to neighbouring countries as a result of the war. As of May 2023, more than eight million refugees from Ukraine were recorded across Europe. At the same time, almost 13 million of border crossings of border crossings of Ukrainian and Third-Country refugees and migrants were reported from Ukraine into the neighbouring countries since February 2022.

IOM has deployed its Displacement Tracking Matrix (DTM) tools since mid-April 2022 to collect individual surveys in neighbouring countries with persons crossing into Ukraine, with the aim to improve the understanding of main profiles, displacement patterns, intentions and needs of those moving into Ukraine. This report is based on surveys collected in the Republic of Moldova between 01 April 2023 and 30 June 2023 in two border crossing points, Otaci and Palanca.

 

Key Findings

• Top 3 countries of stay abroad: Romania (21%), Türkiye (11%), Germany (9%). • Top oblasts of origin: Odeska oblast (43%), Kyiv city and Kyivska (18%), Mykolaivska oblast (13%).

• Intended destinations: going to same oblast of origin (91%), to a different oblast (8%) - mainly to Vinnytska, Odeska & Kyiv city.

• Transport to Ukraine: car (57%), bus (31%), foot (10%).

• Intentions upon crossing back: long-term stay (58%), short-term visit (38%).

• Top needs upon crossing back:* financial support (20%), medicines and health services (6%), food products (9%), employment (8%). Other specified needs (12%) while 28% had no immediate needs.

• Top areas of assistance received:* food products and meals (27%), financial support (26%), NFI/hygiene items (22%), vouchers (2%), accommodation (8%).

Over 16,000 Rohingya refugees were impacted by the massive fire that swept through Camp 11 in Cox's Bazar, causing severe damage to certain areas of the world's largest refugee camp. Of these, 5,000 Rohingya refugees were temporarily displaced and moved to nearby camps. On Sunday, March 5, 2023, at around 2:45 pm local time, the fire was initially reported. The fire destroyed thousands of shelters and affected many refugees who were left with nothing. IOM in close coordination with local authorities and the fire brigade immediately dispatched the response teams right away to help the refugees and control the situation.

Of these over 5,000 Rohingya refugees were temporarily displaced and moved to nearby camps and host communities.

The fire destroyed thousands of shelters and affected many refugees who were left with nothing. IOM in close coordination with local authorities and the fire brigade immediately dispatched the response teams right away to help the refugees and control the situation.

Following the initial rapid assessment conducted on 6th March, and to support an effective decision making in meeting the needs and requirements of the affected populations, and to inform an immediate response. NPM has carried out an in-depth rapid needs assessment on 7th March using the JNA tool (Joined Needs Assessment) to better ascertain the most pressing needs and priorities, access to basic services and available resources in the affected blocks.

On May 14 at around 15:00 hrs., Cyclone Mocha hit the coastal areas along the Bangladesh-Myanmar border. Many blocks throughout the camps were significantly affected, especially in Teknaf, and the risk of a potential landslide in the affected areas remains unavoidable even though the Rohingya camps escaped substantial damage and the storm did not reach landfall as previously anticipated. Around ten thousand Rohingya refugee households in Cox’s Bazar have been affected by the cyclone, and over 1,000 individuals were displaced and moved to the nearest blocks. 19 Rohingyas were also injured during the cyclone. Besides the shelter damages learning centers, health centers, and mosques were also affected by the cyclone. Several humanitarian actors are working closely to provide immediate responses to the affected households.

To inform an immediate response, NPM in close coordination with the Inter Sector Coordination Group (ISCG) and the Shelter-CCCM sector conducted a 72-hour Joint Needs Assessment (JNA) on 15th and 16th of May in order to support an effective decision-making in meeting the needs and requirements of the affected populations.

En el mes de julio del 2023, hubo un promedio de 190 entradas y 96 salidas cuyo flujo fue compuesto mayormente por migrantes y refugiados de la República Bolivariana de Venezuela (en adelante Venezuela) y de Haití. A nivel contextual, en el mes de julio, el gobierno peruano prorrogó la declaratoria de emergencia en diversas zonas fronterizas del Perú, incluido Desaguadero (Puno); disposición con vigencia hasta el 26 de agosto, con el fin de continuar desarrollando acciones que permitan restablecer el orden interno en conjunto con la Policía Nacional del Perú y las Fuerzas Armadas. Sumado a ello, la última semana del mes de julio el Puente Internacional Ilabe en Puno fue bloqueado, generando paralización del transporte y decenas de pasajeros no puedan llegar a su destino, principalmente los que intentan cruzar la frontera hacia Bolivia. Situación similar se observó en el distrito de Accola en donde se apreció la inmovilidad de decenas de grandes unidades de transporte.

En el mes de julio de 2023, el gobierno peruano prorrogó la declaratoria de emergencia en las zonas fronterizas del Perú, dicha medida incluye nuevamente a la región Tacna, la cual tendrá una vigente por 60 días calendario, que va hasta el 26 de agosto; esto con el fin de continuar desarrollando acciones que permitan restablecer el orden interno en conjunto con la Policía Nacional del Perú y las Fuerzas Armadas. Por otro lado, el 19 de julio, se declaró otro Estado de Emergencia por 60 días, debido al escenario de riesgo muy alto ante bajas temperaturas en la región de Tacna, a fin de ejecutar medidas de reducción de riesgos y proponer planes de respuesta, dado que miles de personas se encuentran expuestas a estas bajas temperaturas, especialmente las personas refugiadas y migrantes que se encuentran de tránsito por la frontera del país

En el mes de julio de 2023, hubo un promedio de 418 entradas y 372 salidas cuyo flujo fue compuesto mayormente por migrantes y refugiados de la República Bolivariana de Venezuela (en adelante Venezuela), de Colombia y también de Ecuador. En julio continúan las medidas tomadas por el gobierno central al declarar las fronteras en estado de emergencia, a ello se suma a la también declaratoria de emergencia en frontera del lado ecuatoriano, ambos factores han causado variaciones en los flujos de las personas refugiadas y migrantes que transitan ambas fronteras. Por otro lado, los servicios de asistencia humanitaria de OIM han registrado un ligero incremento en la cantidad de personas que tienen intención de salida del país hacia Colombia o países fuera de Sudamérica.

The Registered IDP Area Baseline Assessment provides granular data on the number and geographic location of officially registered internally displaced people (IDPs). This report assesses registered IDP presence at the raion level, also mapping the recorded change since the previous round. Round 27 presents the data of the registered IDP population disaggregated by sex, age and state-recognized disability status.

The data collected for the Area Baseline Assessment Round 27 reflects the up-to-date local administrative register of the IDP population as of 31 August 2023, equivalent to a total of 3,516,765 registered IDPs. Registered IDP figures were collected for 1,039 hromadas (78% of all hromadas covered in the Ukrainian government-controlled areas). Data disaggregated by age, sex and disability status were provided for around 76 per cent of the administrative units covered.
