This report presents the results of the fourth round of the Displacement Tracking Matrix (DTM) Flow Monitoring Surveys (FMS) implemented in Bosnia and Herzegovina (BiH). The data was collected from 4 July to 11 September 2022, in four temporary reception centres (TRCs). IOM interviewed a total of 303 individual respondents.
Flow Monitoring Surveys are a type of qualitative survey, which provide a snapshot of the profiles, experiences and needs of migrants residing in TRCs in BiH. The survey asks questions on demographics, education and employment backgrounds, the circumstances of the migration journey and migration factors, as well as future intentions.

Due to the deteriorating humanitarian crisis in Yemen and the challenges in moving towards KSA, many migrants opted to return to the Horn of Africa. DTM teams in Djibouti recorded that during February 2023, a total of 493 migrants took the risky return by boat from Yemen to travel home. DTM teams in Somalia further recorded the arrival of 27 returning Somali nationals returning from Yemen Lowyacado and Bossaso. Meanwhile, DTM reported 4,338 Yemeni returns from KSA in February 2023, compared to 5,100 in January 2023.
Between 1 January and 28 February 2023, DTM recorded 21,433 migrants and 9,438 Yemeni migrant returnees to Yemen.

In February 2023, IOM Yemen DTM recorded 10,726 migrants entering Yemen, with a slight increase of less than 1 per cent over last month (10,707). In Lahj (7,791 migrants) DTM has observed a slight drop in arrivals, (-1) per cent decrease from last month (7,904 migrants). This stands in contrast to Shabwah (2,931) which recorded a minore increase this month by 5 per cent. migration flows shifted from Obock, Djibouti (-1%) towards Bari, Somalia (+5%). The overall increase could be linked to weather conditions, sea tides and decreased coast guard patrolling in Djibouti. While travel had been primarily due to economic reasons in the first half of 2022, DTM has been recording conflict induced movements since August 2022, being the reason for 26 per cent of all incoming movements in February 2023. All conflict motivated travel was recorded in Shabwah coming from Bari, Somalia (32% children, 13% women, and 55% men).

The migrant caseload was around 98 per cent Ethiopian nationals, and around two per cent Somali nationals. The migrants are predominantly male (72%), with six per cent women, (16%) boys and five per cent girls also among travelers.
Through February’s reporting period, 2,935 migrants arrived from Somalia and were recorded 2,931 at Ber Ali and 4 at Al Qarn flow monitoring points in Shabwah and Hadramawt governorates. In Lahj governorate, 7,791 migrants arrived from Djibouti, where 6,387 were recorded at Al Azaf flow monitoring point (FMP), 1,139 at Al Cawhah FMP, and 265 at Al Maqrah FMP.

I. ORGANIZATIONAL CONTEXT AND SCOPE
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
The Displacement Tracking Matrix (DTM) has been IOM’s main operational tool for tracking and monitoring the movements and evolving needs of displaced populations since 2004. It has been systematically deployed in medium to large-scale humanitarian response operations in the last eight years, including in all Level 3 emergencies.
The Global DTM Support Team, based in headquarters (Geneva, Switzerland), assembles expertise in operations and coordination, methodology and concept development, mapping and Geographic Information Systems, statistical analysis, database and application system development, and data and information management. The support team has been critical in providing remote and onsite support to DTM field implementation. The team provides a full range of support from the initial development and setup to continuous support on operations, staff deployment, data management, mapping, database systems, and development of information products. At the global level, the team is also striving to enhance the DTM by working on a multitude of initiatives exploring further integration of innovative technologies, improving capacity building components, and designing more streamlined processes.
Under the overall supervision of the Senior DTM Coordination Officer and direct supervision of the DTM Web Development Officer, the selected candidate will be pivotal in the development and maintenance of the DTM global web application platforms and information systems, such as the Global DTM website, and Data Dictionary interface design.
II. RESPONSIBILITIES AND ACCOUNTABILITIES
Specific duties and responsibilities will include the following tasks:
- Support in designing, developing, administering, and maintaining the various components of DTM Online Portal and ancillary sites. The websites should comply with IOM overall branding guidelines and security guidelines, be functional under bandwidth constraints, compatible with all devices, integrate innovative and dynamic services.
- Assist in managing the design, development and implementation of a scalable system for report indexing and full text searching capabilities on DTM websites and other application systems as needed.
- Support in designing, developing, administering and maintaining other web-based systems in support of DTM global and field implementation accordingly as the needs are identified.
- Assist in the design process and liaise with DTM support team members in headquarters and relevant DTM staff in the field to identify and design corresponding user interface requirements, workflows, and functionalities for systems described in previous points. As needed, create wireframes, storyboards, and prototypes to propose options for implementation.
- Continuously support in identifying, suggesting, develop, and implement enhancements and improvements to ensure the systems are up-to-date and making the best use of the latest technological improvements for better performance.
- Support in developing corresponding system and functional documentation and user manual for such systems as required, and provide relevant training to DTM and other relevant staff on the use, administration, and maintenance of the systems
- Assist in providing advisory and technical support on-site or remotely to DTM field implementation in identification of relevant solutions and requirements to web-based application needs in the field.
- Ensure that the implementation of the information management systems and application adhere to IOM Data Protection Policy and Information Technology and Communication (ITC) Policies and Standards, including on system and data security.

III. REQUIRED EDUCATION AND EXPERIENCE
EDUCATION
University Degree in Information Management, Computer Science or a related field from an accredited academic institution.
EXPERIENCE
- Solid understanding of the concepts of user experience, user interface design principles and conceptual design.
- Expert knowledge in HTML, CSS and JavaScript.
- Knowledge of Bootstrap, jQuery and AngularJS.
- Knowledge of industry-standard design tools such as Adobe Photoshop, Illustrator and Dreamweaver is an advantage.
- Design skills and knowledge and attention to details are essential.
- Familiar with content management systems, mainly Drupal 9 or above is an advantage
- Familiar with web development using PHP and JavaScript and practical knowledge of frontend developing by utilizing Ajax
- A deep understanding and experience in rich document indexing and advanced full text search implementation
IV. LANGUAGES
For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

VI. ELIGIBILITY CRITERIA
Required:
Applicants to the IOM internship programme must, at the time of application, meet one of the following requirements:
a) Be enrolled in the final academic year of a first university degree programme (minimum bachelor’s level or equivalent); or
b) Be enrolled in a graduate school programme (second university degree or equivalent, or higher); or
c) Have graduated with a university degree and, if selected, must commence the internship within one year of graduation.
