Biometric Registration

Aneet Town in Abyei Administrative Area (AAA) experienced rounds of land induced conflict in February 2022. This led to displacement of people to Comboni Primary school, who were later asked to vacate the facility as schools resumed. On 26 May 2022, Nyinkuac IDP site was formed to accommodate the displaced persons. 
The International Organization for Migration’s Displacement Tracking Matrix (IOM DTM) in South Sudan maintains biometric registration database of IDPs in displacement sites. DTM carried out its first registration at Nyinkuac IDP site starting end of August to and finished early September 2022. During the registration a total of 1,598 individuals belonging to 664 households where registered.
Forty-two per cent of the registered population were between 18 and 59 years of age, among which 31 per cent were female. The general overview of the registration shows that 61 per cent of the total population were females while 39 per cent were male. Among the recorded household sizes, individuals with household size one were most dominant (45%), followed by household size 2 (19%). In the category of vulnerabilities, six per cent breastfeeding mothers were registered representing the most vulnerabilities among the displaced population in the site.

Northern parts of Abyei Administrative Area (AAA) experienced rounds of localized conflict between February and March 2022. This led to displacement of people mostly from Amiet area leading to formation of Bokchop IDP site to accommodate internally displaced people (IDP) who were in search of safety within the neighbourhood of Abyei Town. 
The International Organization for Migration’s Displacement Tracking Matrix (IOM DTM) in South Sudan maintains biometric registration database of IDPs in displacement sites. DTM carried out its first registration at Bokchop IDP site in September 2022. During the registration a total of 787 individuals belonging to 318 households where registered.
Forty-two per cent of the registered population were between 18 and 59 years of age, among which 28 per cent were female. The general overview of the registration shows that 52 per cent of the total population were females while 48 per cent were male. Among the recorded household sizes, individuals with household size one were most dominant (46%), followed by household size 2 (14%) and size 3 (14%). In the category of vulnerabilities, breastfeeding mothers were the most recorded individuals (4%).

Following the completion of Biometric Registration at Muna El Badawy Camp in Jere Local Government Area (LGA) in the state of Borno, 5,799 households and 28,251 individuals were registered as per 21 March 2022,  the average family size in the camp is five individuals. Fifteen per cent of the families consist of 1-2 members, 33 per cent comprising 3-4 members, 31 per cent comprising 5-6 members, 15 per cent comprising 7-8 members, 5 per cent comprising 9-10 and 2 percent comprising of 11 and more members.

Additionally, return intention data was collected to ascertain if residents of the camp are willing to return to their locations of origin, remain in the camp or relocate to a different location.  More than 99 per cent of respondents are willing to leave the camp while less than one per cent are willing remain in the camp. Fifty-one per cent of IDPs in the camp are willing to return to their place of origin, 47 per cent are willing to return to place of habitual residence and two per cent are willing to relocate to a different locality (nearby town or state). 

Vulnerability data was collected to identify individuals who may require additional humanitarian assistance. Fourteen per cent of the registered individuals were categorized as afflicted by one or more vulnerabilities. Some of the vulnerabilities included breastfeeding mothers (56 per cent), pregnant women (14 per cent), special protection needs (13 per cent), single parent headed households (nine per cent), physically disadvantaged (four per cent), visual impairment (two per cent), serious medical conditions (one per cent), mentally disabled (one per cent), others less than (one per cent.) etc.

The International Organization for Migration's Displacement Tracking Matrix (IOM DTM) in South Sudan maintains Biometric Registration database in Naivasha IDP Camp. During maintenance IOM DTM carries out registration of newborn babies, replacement of lost cards, merging of households that have requested to be included in under one household and handling of referred protection cases from protection partners. In December 2021, the population of Naivasha IDP Camp comprised a total of 11,383 individuals (3,359 households).

The International Organization for Migration's Displacement Tracking Matrix (IOM DTM) in South Sudan maintains Biometric Registration database in Malakal Protection of Civilian Site (PoC). During maintainance IOM carries out registration of newborn babies, replacement of lost cards, merging of households that have requested to be included under one household and handling of referred protection cases from protection partners. As of December 2021, the population of the four sectors comprised a total of 31,094 individuals (9,032 households).

The International Organization for Migration's Displacement Tracking Matrix (IOM DTM) in South Sudan maintains the Biometric Registration database in both Juba IDP Site 1 and Juba IDP Site 3. During maintenance IOM DTM carries out registration of newborn babies, replacement of lost cards, merging of households that have requested to be included in under one household and handling of referred protection cases from protection partners. In December 2021 the population of IDPs in the two sites comprised a total of 31,401 individuals (9,297 households).

The International Organization for Migration's Displacement Tracking Matrix (IOM DTM) in South Sudan maintains the Biometric Registration database in Bor IDP Site. During maintenance IOM DTM carries out registration of newborn babies, replacement of lost cards, merging of households that have requested to be included in under one household and handling of referred protection cases from protection partners. In December 2021 the population of Bor IDP Site comprised a total of 2,687 individuals (1,047 households).

The International Organization for Migration's Displacement Tracking Matrix (IOM DTM) in South Sudan maintains the Biometric Registration database in Bentiu IDP Camp (previously Protection of Civilian Site - PoC). During maintenance IOM DTM carries out registration of newborn babies, replacement of lost cards, merging of households that have requested to be included under one household and handling of referred protection cases from protection partners. In December 2021 the population of IDPs in the five sectors comprised a total of 134,771 individuals (30,723 households).

IOM’s Displacement Tracking Matrix (DTM) interviewed 5,059 households (HHs) representing 37,792 household members (average of 7 individuals / HH) to assess the beneficiary satisfaction among service-receiving IDPs during food distribution following the measures instituted since the outbreak of the COVID-19 pandemic. Instead of the previously used fingerprint authentication, beneficiaries’ registration cards were scanned to avoid close contact and maintain social distancing.

In June 2021, DTM targeted 250,566 households representing 974,956 individuals for food distribution verification in 19 locations across Central Equatoria, Jonglei, Unity, Upper Nile, Western Bahr el Ghazal and Abyei Administrative Area.

The International Organization for Migration’s (IOM) Displacement Tracking Matrix (DTM) and Shelter and Settlement teams visited Raja Town’s IDP, returnee and host populations in July 2021 in order enable humanitarian access through registration and to respond to immediate shelter needs of returning, displaced and local communities. IOM DTM maintains a biometric registration database in Raja Town. During maintenance IOM carries out registrations of new born babies, the replacements of lost cards, merging of households that have requested to be included as one unit and the handling of referred protection cases from protection partners. In July 2021, IOM registered 6,827 individuals (2,000 households) categorized as 3,741 returnees (55%), 2,773 host community members (41%) and 313 IDPs (5%).
